Present: Board members Christenson, Mundro, Roberson, Buhrand t, Leichtfuss, Matheson, Sanders, Wolf, and Director Holly Sanhuber.
Meeting was called to order at 7:)0 by President Christenson.
Agenda was approved on motion J. Wolf, second J. Roberson. Minutes
of the December 5 meeting were approved on motion C. Buhrandt, second
D. Sanders. Next meeting scheduled February 6, 1990.
Treasurer's report: Motion C. Buhrandt, second J. Roberson to approve
December expenditures in amount of $17,191.62. Motion carried. Motion C. Buhrandt, second J. Wolf to approve December federated
system fund expenditures in amount of $2,048.19. Motion carried. Motion C. Buhrant to approve 1990 magazine subscription renewals
in amount of ~n,290.75. Second J. Wolf. Motion carried. f/lotion
C. Buhrandt, second J. Roberson to approve 1990 magazine renewals, federated system fund, in amount of $231.90. Motion carried.

Holly distributed copy of WCLS long-range plan submitted to DPI. It was suggested the plan be reviewed part by part. Interlibrary cooperation: Holly advised "multi-type" libraries still being advocatect., and "inform Wisconsin" is an effort to get
the state involved in how libraries are supported. Watch WAUKIE-
TALKIß for updates.
A~tomation: The new Interlibrary Loan computers have been
installed, and starts tomorrow for round robin procedure.
Videotapes: Holly circulated copy of Herbert Grover's letter dated November 28,1989 stressing "public library services shall
be free to the user."
New Business:
Chapter 1 of the Wisconsin Public Library Trustee Handbook
was reviewed. Chapters 2,3, and 4 will be discussed in ,February.

LIBRARIAN'S REPORT
January 2, 1990
December was a quiet month as far as circulation (only 6,800)
but there were many returns, and lots of reference questions.
The year's circulation was 126,177, our highest ever, up 9.2%
over 1988, and 34.67% over the last ten years. We will be
gathering the other statistics soon, in preparation for the
annual report.
Teri finished her ETN course, and Penny attended a children's
services workshop in Oshkosh.
Storyhours concluded before Christmas, and begin again soon.

The recent Atty General's opinion on user fees has caused some
controversy in the library community. Evidently many
institutions were interested in charging for use of videotapes.
There has even been some talk of weakening the provisions
outlined in Chapter 43, library law. Superintendent of Public
Instruction, Herbert Grover, has written in support of the
opinion.
Presently we have people sign for books before their library
cards are processed. This looks like a violation of the open
records law, so we will be devising a method of assigning a
temporary number to people when they register. This is one of
the problems which will be solved by automation.
The WCFLS long-range plan (1990-1992) has been ~ompleted. It
gives a clear indication of what the system hopes to accomplish
in each of its service programs.
A Whitehouse Conference on Library and Information Services
will be held before September, 1991. The first one was held in
1979, and had positive results, including a substantial
increase in grant funds. Of the 64 resolutions adopted in
1979, parts of 55 have been implemented at state, local and
federal levels.
