Meeting was called to order at 7:30 P.M. by President Christenson.
The agenda was approved. Motion O. Mimier, second C. Buhrandt.
Minutes of the January 3, 1984 meeting were approved. Motion R. Leichtfuss,
O. Mimier.
Next meeting scheduled for Tuesday, March 6, 1984.

Resignation (retirement) letter from Delphine Stapleton effective March 23, 1984.
Patron inquiry for historical information on ships in the library display cases.

Old Business:
a. Friends of the Library: R. Christenson reported the steering eommittee met
January 4. In lieu of annual book sale they propose two other projects to publicize
the library, increase visibility of Friends of the Library, and benefit the Library
Trust FUDd: 1) sponser Arts and Crafts Fair, City Hall, April 8, 11 A.M. to 4 P.M.
Space Will be rented at $5.00 per table; refreshments will be sold, and all preceeds
deposited in the trust fund.
2) bake sale in conjunction with spring election, February 21, City Hall.
,- b. Facilities study/trust fund: Holly distributed the following eost estimate
from Paul Gessler Company dated September 26, 1983:
1. Steel library bookstacks . . . installed $ 2,695.00
2. Divider type Phono shelves. . . installed 1,790.00
3. One range reference shelving ~ . . installed 872.00
4. Labor and material te convert existing ranges.. 888.00
5. Wood End Panels. . 21 pieces. . installed 3,847.00
She advised item #1 was approved for purchase with TIF funds. She asked the board
to consider purchasing items 2,3,and 4 fram system funds. Early summer delivery
would enable all shifting of materials and removal of storage items to be done at
one time and completed by July 1. Item #5 will be purchased as funds are available.
Motion by O. Mimier to approve purchase of items 2,3, and 4 at estimated cost of $3550700 plus shipping from federated system funds for summer delivery. Second
C. Buhrandt. Motion carried.

d. Possible intersystem agreements: Holly reported Lakeshores Library System
(Raeine) is interested in intersystem reciprocal borrowing agreement per January 4, 1984 letter of Charles O. Zach to WCFLS. WCFLS Board re~ponded January 24, 1984
with a contract form and invitation for the two boards to schedule a discussien meeting. Holly will keep this board informed of the proceedings, as Muskego Library could be
heavily used by Wind Lake area residents. R. Christenson will request a meeting
with Mayer Salentine to inform of the possible agreement, and request that any
reimbursement revenue be used for additional staff to compensate for increased
circulation. -

- e. Automation: O. Mirnier read January minutes of the WCFLS automation committee
giving calendar ~uidelines from July, 1984 to 1986 projected implementation. System
i~ seeking a grant to hire a consultant. System will grant library requests to be~in
converting data to machine readable format. A few libraries will be phased in at a
time, and Muskego will be one of the early ones. Next meeting scheduled February 14
with another vendor. Holly advised she i~ writing a grant to cover cost of retre
conversion of 35,000 titles to MARC format. Conver~ion i~ necea~ary to implement
any automati. system, and estimated time for this project is 47 weeks. Information
sheets received on MITINET program, statewide data base and WISCAT.
f. Further proposed additions to Library Board Policy-third reading: Motion
by O. Mimier the third reading of recommended changes and/or additions to Library
Board policy be this date and adopted into policy. Second C. Buhrandt. Motion carried.

Treasurer's report: Motion by E. Turzinski to approve January, 1984 expenditures in
amount of $24,939.22. Second J. Roberson. Motion carried. Motion by E. Turzinski
to approve January, 1984 federated system fund expenditures in amount of $1,701.01.

Guest comments: Mayor Wayne Salentine outlined recommendation to be presented to the
Finance Committee requestin~ a38~ an hour rai~e, plus peraenta~e increase ror
non-represented city employees. This includes Library Director Holly Sanhuaer
and acknowledges inequity in pay in relation to the job being done. Motion by
O. Mimier the Board support the Mayor's recommendation to the Finance Committee
requestin~ 38~ an hour raise plus percentage increase for the Library Director.
Sec0nd E. Turzinski. Motion carried. -
New Business:
c. Request ror reconsideration of material: Five handouts were received for study:
1) Reauest form of Lautie Rauk on book "Birth" by Caterine Milinaire.
2) Evaluation and recommendation of Holly regarding request for reconsideration.
3) Three published reviews of named book - Referenoe Services Review, The Booklist,
and Publishers Weekly.
4) Library Bill of Rights - American Library Association.
5) Freedo. to Read - American Library Association.
This complies with steps 1 through 5 of adopted policy proceedure. Holly reported
legal counsel advised the request form falls under the open records law. She suggested
a phrase be added to the form stating "this becomes a matter of public record. II She
also recommended step 6a of policy should be amended to read "Leave or withdraw the
book in the collection solely on the basis of what they have read, or".
a. Filling or vacancy: Holly announced the Finance Committee approved filling
the vacancy upon March retirement of Delphine Stapleton. She proposed filling the
yacancy by upgradinc two half-time personnel --Lorene Bònnell and Phyllis Maki -- to full time status and realigning duties. Motion by J. Roberson to accept Holly's
proposal for filling the vacancy. Second E. Turzinski. Motion carried. Motion by
O. Mimier a letter of appreciation be sent to Delphine at time of her retirement.
Second C. Bunrandt. Motion carried. Position classification: Librarian II was
received for study.
- b. 1983 annual report: should be available next month
d. Donation.r Funds: J. Roberson presented a gift check in amount of $200 from
Muskego Woman's Club. Motion by D. Matheson to receive the check with appreciatiÐn
and aoply it to the Library Trust Fund. Second O. Mimier. Motion carried.

-, Librarian's Report
February 7, 1984
We seem to have been chasing our tails in January. To the usual business of
keeping the place open and functioning, add annual reports, completion of the
weeding of the pamphlet files - (Many thanks to Donna Schmid and Charlene
Lenzen who took the brunt of this project) - inventory, record collection re-
cataloging, and much haul ing of booksale materials. Busy!
We had a Scout tour, a preschool class, and the beginning of storyhour sessions.
Each class is full, with 35+ participants.
We have been also getting to know our new Apple I Ie, the new printer and
a new version of the wordprocessing software package, Applewriter.
Linda Brown and Phyllis Maki went to Waukesha P. L. for a demonstration of the
new Applewriter. Holly and Delphine Stapleton went to the APL meeting at North
Lake, and Charlene and Holly went to visit Art Fawcett and Roz Goffi in the newly
expanded high school 1 ibrary. Needless to say, we drooled a lot.
The district children's librarians are coming here at the end of February for
a look at our reference section, and a discussion of ways we can cooperate to share
resources.

In the county, we will be losing some familiar faces. Nancy Massnick from Dela-
field and Dorothy Naughton from Waukesha will be retiring as of July 1st. The
system has hired Karen Hurd as its new Adult Services Coordinator.
Holly taught a day-long class at the Milwaukee Art Center in children's picture-
book illustration.
Holly wil I be on vacation from February 13-17.
Finally, it grieves us to report the demise of our faithful gerbil friend, Ping.
He did, in his briéf I ife, give pleasure to many children, and will be sadly
missed. His apartment has been cleaned and leased to near neighbors Mork and
Dork, who are enjoying their expanded quarters.
