PRESENT: Pres. Dibb, members Buhrandt, Ald. Colburn, Leichtfuss, Mimier, Mod-
linski, Steingraeber and Teisl. Miss Horton, librarian, also present.
Mrs. Dibb introduced Ald. Charles Colburn, the new board member representing
the City Council.
cMrs. Dibb opened the meeting at 7:45 P.M.
Mrs. Teisl moved approval of the July 10, 1974 minutes, Mrs. Modlinski seconded
~nd motion carried.

~ letter to all City Departments was received by Miss Horton, reminding them of
proper purchase order procedures.
A letter from the State Department of Public Instruction informing us that by
State law, certification of any person spending a major portion of their time
in tasks related to librarianship is effective immediately. Miss Horton recom-
mends that Mmes. Luther, Schmid and Stapleton take the certification class and
~hat the library subsidize the $65 per test cost, since they do professional
~ork. Reasons for enrolling them in the certification class were: Mrs.
Luther needs certification to maintain her position as assistant librarian.
Mmes. Schmid and Stapleton are now doing several tasks usually done by the
librarian. This frees Miss Horton to devote more time to initiating new pro-
grams and public relations projects, which should be a major concern of a
head librarian. By giving them this course the library staff will be up-
graded and the library and the community will benefit. The three women have
shown their interest and commitment to the 1 ibrary during their years of employ-
ment. Study grants may also be available. Reasons against were expressed as,
it would set a precedent for the future by paying costs of certification now,
but Miss Horton explained that in the future employees would have to be cer-
tified to be hired. It also was pointed out that industry and business re-
quire employees to pay costs of any advanced educational requirements. Mrs.
Mimier moved that in view of the fact that the state certification require-
ments covering various librarians became law after some members of the Library's
staff was hired without such background, for this year only, the three em-
ployees presently doing some professional tasks be sent to a certification
class with tuition paid for by the board -IF they do not receive study grants,
Mrs. Dibb seconded. Upon a voice vote, (Mmes. Buhrandt, Dibb, Leichtfuss,
Mimier, Modlinski, Steingraeber and Teisl voted yes, Ald. Colburn voted no)
motion carried.
Mrs. Modlinski moved approval of bills in the amount of $6,812.38,
seconded and ~otion carried.

Mrs. Teisl reported that the Library Systems committee is reviewing possible
formulae, prepared by the Advisory Committee, for funding a County Library'
System. .August 21 meeting was cancelled and no new meeting date chosen.
Miss Horton reported that 2 grants were awarded to SELA by the State to develop
a union shelf list to be used by all I ibraries in southeastern Wisconsin. It

will be developed at the Milwaukee Public Library and put on mlcrocards. All
participating libraries will receive a $300 Micro-Reader for their use some-
time in September. Periodic updating of the list will be done. A last copy
depository will be established at the Milwaukee Public Library In an effort
to store out-dated, one-of-a-kind, books for the use and benefit of all par-
~icipatlng libraries. The board agreed to participate in this program.
Miss Horton has developed a "Llnk-Letterll which will be distributed monthly
to all city departments explaining activities occurlng In the library.
Harold Sanders, local artist, will judge the 7 dinosaur contest entries. The
board was shown the ribbons to be awarded and the letter which will be sent
to all summer reading program parcticipants.
The Librarian had the coin operating mechanism removed from the copier, to
save the $15 charge. The patrons now use the machine and pay the librarian.
This method has already real ized a $30 profit.
Miss Horton earned the gratitude of the Muskego Health Council and mothers
of the community by opening the library early during a recent Well Baby Clinic
session. 60 books were circulated during that time.
The survey of magazine and periodical usage will be conducted during September
when the children are back in school and usage is heavier.
Budget revisions were discussed and copies passed to members for study. .
Miss Horton recommended increasing the 1 ibrary's hours by 1i hours daily.
Changing the open hours to 1 - 9 P.M., Monday through Thursday, and 1 - 5 P.M.
Friday and Saturday. There would be no increase in costs and would serve the
patrons during the supper hour when circulation is greatest. Mrs. Mimier
moved to increase the library hours, Mrs. Modllnski seconded and motion carried.
Mrs. Dibb appointed Mmes. Modlinski and Steingraeber to serve as the nominating
committee and to present their slate at the September meeting.
