CITY HALL CHAMBERS
APRIL 10, 1974
PRESENT : President Dibb, members Buhrandt, Sup't. Kreuser, Mimier, Modlinski,
and Teisl. Miss Horton was also present.
Mrs. Dibb opened the meeting at 7:35 P.M.
Mrs. Teisl moved approval of the ~mrch 13 minutes, Mrs. Modlinski seconded and
motion carried.
NEXT MEETING CHANGED - TUESDAY, MAY 7, 1974, 7:30 P.M., COUNCIL CHAMBERS
After discussing Mayor Gottfried's letter to the board about the relationships
between the library and the city hall and the library board and the common
council, it was decided to establish a committee to work with Miss Horton.
Mmes. Buhrandt, Dibb and Leichtfuss will help Miss Horton assemble questions,
concerns and the information received from ~fiss Nelson. Their findings will
be reviewed by the board at the May meeting. Mrs. Dibb will invite the Mayor
and the Finance Committee to the board's June meeting.
Mrs. Teisl reported that the advisory committee to the Library Systems Com-
mittee is preparing several different approaches to a county-wide library sys-
tem for discussion at the next Systems meeting on May 8.
Miss Horton was instructed to call other libraries to find whether they are in-
terested in purchasing books which were culled during the inventory.
New pages and their wage scale was discussed. The use of adult pages in the
library was considered since they are more dependable and would not need re-
placement as often as student pages. Mrs. Mimier moved that the secretary be
instructed to resubmit the board's recommended page salar}r increases, Mrs.
Teisl seconded and motion carried.
Mrs. Modlinski moved approval of bills in the amount of $4,411.66, Mr. Kreuser
seconded and motion carried.
It was requested that Alderman Czarnecki report to the board any action taken
by the Common Council pertinent to library business.
Mrs. Mimier moved to adjourn, Mr. Kreuser seconded and motion carried.

TO: THE MEMBERS OF THE LIBRARY BOARD
Dear Board Members:
At your meeting of February 13, 1974, which was attended
by the Finance Committee, it was agreed that a statement would be
sent to you in an attempt to establish the relationships between
the Library and City Hall and between the Library Board and the
Common Council.
The following comments are for your conside!:"ation in the
hope that we will be able to meet again in April to discuss this
matter.
The Library is an autonomous facility whose ope!:"ation
is directed by the Library Board who in turn hires a Libra~ian
to follow their directives. Although the Librarian is directly
responsible to the Library Board she is also a department head
~hin the framework of city personnel and is th~~fore subject to
al1~rules and regulations established by the Common Counc~l. -----

i1:the Common Council has established a salary range for the
Librarian and the Library Board wished to hire a person at a
step higher than the beginning step they would have to seek
permission from the Finance Committee and the Council. To further
clarify this matter I noticed in you!:" minutes of March 13, 1974,
you discussed the problem of unscheduled vacations for Mrs. Lindhorst
and Miss Horton. TIle minutes note that both of these individuals
have earned vacation time by working more hours during inventory.
Miss Horton would have no vacation until she has worked for the city
a full year and the LibrRry Board does not have the authority to
grant her any vacation until after that time. However, if Miss
Horton has worked overtime without compensation she can take, with
the permission of the Board, compensatory time off. If the time
off involves more than a day or two it would be necessary to come
to the Finance Committee to ask for time off without pay.
Since the Librarian is a department head the only person
she must answer to, other than the Library Board or the Common
Council, would be the Mayor, who is in fact, the Administrator of
the city. Or, to put it more bluntly, the Librarian or any employee
of the Library for that matter is not required to answer to the

City Clerk, Treasurer, etc. '--.However, 1 think it should be made
clear that in the event something is done which is contrary to a
policy which has been established by the Council it is the respo~
sibility of the City Clerk to advise department heads of this fa~Y.
I hope this brief, letter will help clarify some of
the questions in your minds, however, perhaps we can get more
deeply involved when we meet together on April 10th.
