lbm19740213. ~ MUSKEGO PUBLIC LIBRARY MEETING City Council Chambers FEBRUARY 13, 1974 , PRESENT: Pres. Dlbb, Members Buhrandt, Ald.Czarneckl, Sup't. Kreuser, Lelchtfuss, Mlmler, Modllnskl, Stelngraeber, and Teis1. Miss Horton, 1Ibrarian, aho present. The board met at 7:15 P.M. to discuss the letters exchanged between the board and the Mayor's office. Points which the board wanted clarified by the Finance Com- mittee were prepared. Mayor Gottfried, Aldermen Dumke, Foldjand Schaumberg joined the board åt 7:30 P.M. ,I' Question: (Mr. Kreuser) What are the restrictions on hiring claisslfled and profes~ sional personnel and how do you, the Mayor, view the role of the library board? Answer: (Mayor Gottfrl"ed)' I see the board as a legal body established by State Statute. An autonomous board formed to establish policies to administrate the operation of the library and to accept gifts of monies and land in it's name. The only area the Common Council can influence the board In Is the financial ad- ministration of the library by setting the number of employees and their rate of pay. Question: (Mrs. 'Mlmler) Doesn't there seem to be a difference of opinion on hiring library personnel as established by Wisconsin State Statute and the city's policy? Answer: (Mayor Gottfried) The Council has established the number of employees hired for the library and their wages by resolution. Que s t ion: (Mrs. Dibb) When was the resolution passed? Answer: Mayor Gottfried) The number of employees allowed had been established in 1964 and included in the salary resolution. Question: (Mrs. Mimler) Why do fine monies and non-resident borrowing deposits have to be turned over to the city's general fund? Answer: (Mr. Gottfried) All monies given to the library as donations are to be handled by the board and the city controls all other monies from all the city depa rtmen t s. Alderman Foldy explained that all monies collected by the Park and Recreation board from fees and court fees collected are turned over to the general fund also. In reply to the question on why It takes the city so long to refund non-resident borrower's deposits the Mayor said that he would look into It and see If he could speed things up. Question: (Mr. Kreuser) Whom does the librarian touch base with? Answer: (Mr. Gottfried) The librarian answers to the Mayor but the board is her immediate superior. Question: What is the scope of the City Cle~s authority over library personnel? Library Board Meeting - February 13, 1974 P ag e 2 Answer: (Mayor Gottfried) The Clerk's responsibility can only be for budgeted administration or personnel problems. The board requested a statement from the Finance Committee on their perceptions of the relationship between the librarian and city hall. The Finance Committee asked to be excused to attend another meeting and asked to be Invited back for more discussion at the board's next meeting. Mrs. Dlbb called the meeting to order at 8:00 P.M. Mrs. Mimier moved approval of the January 9, 1974 minutes, Mrs. Teisl seconded. Miss Horton asked that the portion of the minutes which was deleted in order to maintain the surprise of the planned luncheon for Mrs. Lindhorst be Included as follows: liThe remainder of the meeting was devoted to discussion on a "Trlbute to Margaret Lindhorst". A committee of three, Mmes. Buhrandt, Modllnskl and Steingraeber will make the arrangements and call other board members about their plans." Motion carried Mrs. Modi Inski moved approval of bills In the amount of $5,329.89, seconded by Mrs. Leichtfuss. The motion carried. Mrs. Dibb reported that Mrs. Lenz, Chairman of the Friends, is moving and the group is disbanding. Mrs. Lenz hopes that someone will continue the Friend's book sales since they earn between $60 and $100 each time they have been held and the money donated to the library. Mmes. Lelchtfuss and Buhrandt volunteered to hàndle future book sales on a trial basis with the help of volunteers from the Friend's group. Mrs. Teisl reported that the Muskego Library had hosted the January 23, 1974 meet- ing of the Library System Planning committee. Special guests were Richard Krug, Milwaukee City Librarian, and Nolan Neds, Supervisor of Neighborhood Libraries and Extension Services, who gave the committee Information on the Milwaukee County System and the services of the Milwaukee Public Library. Miss Horton asked the board to consider closing the library so that an Inventory can be taken. An annual Inventory Is recommended to discover which books are missing or stolen, which need repairs and which should be culled from the collec- tion. The last Inventory taken was In 1966. Mrs. Mlmler moved that the library be closed on Wednesday, February 27, 1974 after the 5:00 P.M. closing to Inventory books and evaluate the collection, Mr. Kreuser seconded and motion carried. Miss Horton asked the board whether she and/or Mrs. Lindhorst can take unpaid vacations without losing their jobs? It was suggested that the board ask the Finance Committee at their next meeting. In answer to a question of, how are the girls from the Neighborhood Youth Corp working out? Miss Horton replied, "one has quit and the one didn't \\Ork out too successful1y". The high school counselor Is screening replacements. Mr. Kreuser moved to adjourn, Mrs. Modllnski seconded and motion carried. meeting adjourned at 9:10 P.M.
