Notes from the discussion with Mayor Gottfried:
,')
;
Mr. Gottfried was invited to attend the meeting to answer ques-
tions in regard to the time clock ana the unlform 37 1/2 hour
week for city emnloyees.
I.,',
Mayor Gottfried was asked why the use of a time clock was nec-
essary~ He replied that the decision to use it was determined
by the Common Council to impro1Je the efficiency of employees.
He suggested that monor inconveniences could be remedied by
the ,llbr~r.ian by setting, the pagets hours 'to cover late arrival
of school buses - by m&klng occasional covering notations on "
time cards, etc. In anS\"er to the question laDo other city de-
partment heads use th:; time clock? I~ the Hayor replied that the
pollce chief, city clerk, building inspector, city engineer
,and council members do not Dunch a time clock.
During the discussion on the m1iform 1I1Ork t'Jeek, tl'18 ì1ayor' was
asked why the lib:rar~! budget for' 1971, based 011 a 40 hour t1eek.
wás accepted by the cOUDtÜl lfJhel1. the nlans for a uniform 37 1/2
hour work week ordinance \>Jere under'lrJay. A1s()~ why the libra~y
board had not been informed of the f'L:nance camm1 ttee ~'s and ciom-
mon council's n1ans? Mr. Kreuser lnformed the Mayor that by
the councll~s action in creating t;hls ordinance it has 0Ut thè
effective o'r)erating hours of j~he library S11d cut the take home
pay of two full-time employees since their salaries sre based on
a 40 hour 11eek.. Mayor' Gottfried 'Pointed out that i~he Salary
Ordinance took precedence over any h:1urs set by any other board~
Mr.. Kreuser brought UD another noint by askil'lg uCSrn the library
board authorize overt1.me pay since they annrove mon'thly librar"y
bills including salaries?~! The Mayor said he 1:wulò. s8el{ lega.l
advice on hoW' !11uch authot'l ty the library board has in apnrovl:ng
overtime pay.
Mayor Gottfried informed the board tt1at the Common Council" 'by
a 4-3 vote, had approved an adv:1.sory ref',;~reYldum on the April bal-
lot. It reads '~Should t.he C1.t;,/ o:f Nuskego build a ffiuTIJ.üipal build-
ing to house a 01 ty hall and 11 ora!";}' at a east not to e;weed $200,

10,000 square feet proposed fo:r' tte c1 vie centel' triangle", 1'11"s 0
Lenz stated that the 2f500 square feet allocated for the library
was not sufficient. space and that Jt' 000 square fe(~t t'Jould be more
adequate. The Mayor replied that a special 0omrnittee comPI'i~ed
of Aldso Dwyer, Burgemiester, a.nd tJolJ.man is ì'JO:ckin,g o:n the build-
ing plans with the architects a:nd he felt that it \'Jas more lm"oor-

After 1 t' s appl'"oved by referendum there ~'!J.ll be time to decide
how space should be allocated..
