The meetl:ng was called to order by Mrs. Ruth LeichtfllSS
at 7:00 P.M. at Tess Corners School.
The minutes of the last meetlng were read and approved..
Corrections were made in the minutes of the Sept.. 1967
8inutes. The library is open from 12:00 to 2:00 on Monday.
Tuesday and Thursday as well as the other times listed, for a
total of 24 hours a week.
A questil)n lias ~ised as to 'the legallty of our :present
10 member board. After d:lscussi~n it was decided that Mrs.
Le1chtfuss will "Cake the quas'tion up With Mayor Gottfrled.
The next meet1ng tilll be December 28, 1967 at 1:30 P.M.
at Tess Corners Sohool.
Involct1!tB lnthe amount o:f $1, .350.90 were approved.
Motion was made by Mrs. Bostater and seoonded by Mrs. Telsl.

account 907 to account 9140 The motion was made by Mrs.
Mtm1er and seconded by Mrs. Bostater. Motion carried. A
letter was to be 'wr1tten to the Mayor and Finance Commit'tee
requesting the action.

future it was deCided to keep spending on ~lntenance to a
ml.n1mum and s'pend the money o,rlgl'nal1,y budgeted for painting
in the follorfling ~Ilay,

To govern, to proteot and to provide representati~e
citIzen control over propert1es and functions of the
Muskego Public Library.
Me:nbersh1~
A. There shall be eight (8) appointed library board
~embe~s of either sex. In additIon one sohool ad-
minIstrator to represent the public school district
and one common council member shall be appointed to
the board.
B. Six (6) or more ~embers slmll constltute a quorum~
Cø No compensation shall be paid to me~bers of the
library board but they may 'be relmbllrsed for travel
and official representation at trustee "I1eet1ngs to
which they have been appolntedo
o. Orientat1on of :new members shall be aooomp11shed
by use of an offioial folder of bullet1ngs ava11-
able rro~ the head 11brarian.
III Pleet1ngs
A. Hegülar meet1ngs shall be held on the fourth Thurs-
day of every month at 7:30 p.n. at the Tess Corners
school I1braryo
Be Special meetings may ~a requested by any member

C. Agenda shall be reoeived by board members at least

D. Business may be offered for discussion under new

IV. Election of Officers
A. Election of officers shall take place annually after
tormatlo:n of the new board.
B. The officers shall be a cha1r'IJan. vioe-chairman
and seoretary who shall 'be elected by a majority
vote of the board ~embers.
v. DutIes of Officers
A. The chaIrman shall conc.'.lct ,neettngs. determlne agenda
with the head librarian, appoint co~mlttees. act ex-
officio on all comm.lttees. and act as td.rect l1aison
w1th the Mayor and Common Co~oll.
B. The vice-chairman. shall assume all dutIes of the
cha1 r1Jan in the absenoe of the chairman,.
c. The seoretary shall reoord minutes of all ,11eetlngs
and ,nall copies to t.he Mayor and all library board
members. The secre'tary shall assume the cha1rman t s
duties ln the abSð!lCe of the chair~an and vLce-chalr-
man.
D. In t.he absence of all three offLcers the library
board members shall elect a tem'þora'ry chairman.
VI. Establlshed poll0l
A. The l1brary board shall appoint a librarian and
suoh assistants and employees as they deem naoes-
aary and presoribe their duties and compensation.
B. The library board shall have exclusive control of
the expenditure of all moneys collected, donated, or
a~þroprlated for the library fund 811d or the purchase
of a Bite and the ~Kclusive charge, control a11d cus-
tody of all lands. buildlngs, money, or other property
devlsed. bequeathed. gl'Ven or granted to or other-
wise aCf!uired or leased by the municipality for
library purposes.
~. The library board shall malntal:n mðmbershlp 1n the
Wlsconstn Llbrary Trustees Association and the Sou'th
Eastern RegLonal Library Converence, The American
Library A~sn.. The state Historical Society, The
WaukeBl~ ~ounty Historical Soo1ety, Wisconsin Library
Assooiation, and the Anerloan Assn. for the Advance-
ment of Saience.

Common Councl1ru11:ngs on flnance procedures:
1. No change made involving expenditures over the
budgeted amount, wl.l;hout Council approval.
2. No changes made involving salaries, without
Counc1l approval.
3. NO changes made 1n 3ob posit1ons without
Council approval. 2-2}-6?
4. A monthly purchase order for government pamphlets
shall be made and a check enclosed.
S. Replaoement money for lost or damaged books are
to be c'redited to book account &0.914 whloh will
then be available for new or repair COplÐS. 4-26-67
6. In future all employment agreements are to run
concurrlent w1th the budget year. 5-31-67
VII. hmend~~nt_~o bylaws ~~or ~ol1c1es
Amendments to these bylaws and/or pollcles shall
be ~ade after t~ro read1ngs, by a maJor1ty vote of
