of a letter by Mr. lCreuser fa:;am Mayor Gottfried clarifying the poUey
f.nvolving our fine IDOne,. doo,ations. etc. Mr. Kreuser and the Board
members questioned the tUE:D1oa over of "gift or contribution" 1JlOney
to the city treA6urer. It was the opinion of the board th"",
contributions to the 1,1brary sbould come under the jurisdiction
of the board members aßd not the city coune11.
Mr. Kreuser called Mr. Gottfried and after some diBcussiaa. he
ag'reed that we did have . point and he assured MI.-. Kreuser that
he would con,fer with the city attoraey and 4dvLse of his decision.
A proposed budget sheet was submitted and revi.ewed .. copy attached.
After a diseuss1on per lad lt was agreed to accept the proposed
raLse for Mrs.. Luther.
Mr . Kreuser suggested a cOI1t1ngency fund of poss lbly $300 which
could b used in the ,future for any increases tn salary.
The follOï: ing pay schedule was then agreed upon:
Jean Luther to $2.00 per hour
Mergaret LLndborst to $1.70 per hour
Pages to 90~ per hour
Barbara Yabr to $3.00 per hour

Tot41 salaries would then be $11~470, an increase of $1,822.
Mr.. ltreuger ude a mot Lou that the president of the library board
recOØIDend the above increase to the mayor and f Lnance eourmfttee for
consideration, motion W4'8 seconded by !tn. MimieT and unanimously
passed.
Mr . Kreuser then suggested that Mrs.. Staton prepare the balance of
the budget having comparatlve figures available.
A neKt 'budget m~eting nas set for Wednesday, September 14th at 4~OO
c1t the public library.
Because of the decreaæ (11 cirr:ulatiOD of the records in the library
i.t 1fIlS suggested that thepariod they may be taken out of the library
be eKtended to a two week period. Everyone concurr:ed..
The next regular librtl"t"Y board lDeeting will be on Thursday, September
29th, at 4:00 P.M. at the library.

wben accepting monetarll gifts has the authority to die-
perae tbes8 runda without following tb~ normal procedure
of oity government f1nanolng.
It had been my thought that in order to maIntain
str1ct fiscal control it would be wise to hav. all tbe
funds E JliIIE-WÜ:è bJ these boards appro'ved by the 'inance
Committee, Councll and dispersment madE by the City Clerk.
However, the Library Eoard has indioated that they would
prEfer e~pending any grants to them through their own
action 1n order tba t tbe:r>e 1s no cbanoe 01' the gift ending
up 1n the City'. General Fund.
01 Ir this 1s proper prooedure I bave no objeotions
to it but would appreciate your comments on this matter.
