FCM20120724 CITY OF MUSKEGO Approved FINANCE COMMITTEE MINUTES Tuesday, July 24, 2012 Muskego City Hall Mayor Chiaverotti called the meeting to order at 6:30 p.m. Committee Members Ald. Borgman and Soltysiak were present as well as Director of Finance and Administration Mueller and Deputy Clerk Blenski. Committee Member Ald. Schaumberg was absent. Ald. Wolfe arrived during the meeting. Those present recited the Pledge of Allegiance. The Deputy Clerk stated that the meeting was properly noticed. APPROVAL OF MINUTES Ald. Borgman moved to approve the minutes of the June 26 and July 10, 2012 meetings. Ald. Soltysiak seconded; motion carried. LICENSE APPROVALS Operators Ald. Soltysiak moved to recommend approval of an Operator’s License for Justin Agner, Bradley Akers, Robert Bankenbusch, Randi Feierstein, Patrick Gibbons, Roger Heinichen, Erin Petersen, Carli Redinger, Kali Schulte, Brittany Skowranski, Sarah Strasser, Gabrielle Truax, Shirley Velie, Holly Wurgler and a Temporary License for Arthur Benotti (8/24 – 8/26). Ald. Borgman seconded; motion carried. Temporary License – Muskego Chamber of Commerce Ald. Borgman moved to recommend approval of a Temporary License to Sell Fermented Malt Beverages for the Muskego Chamber of Commerce for the August 3, 2012 Jammin’ on Janesville event. The Muskego Chamber will be located at North Shore Bank, S74 W17095 Janesville Road. Ald. Soltysiak seconded; motion carried. Temporary License and Dance Hall License – Muskego Community Festival Mr. Bob Bankenbusch was present on behalf of the Muskego Community Festival. The Festival Committee has submitted the required permit applications for the event. The committee is requesting to have all permit fees waived. Mayor Chiaverotti stated everything is the same as has been done in the past. Ald. Borgman moved to recommend approval of a Temporary License to Sell Fermented Malt Beverages and Class C Dance Hall License for the Muskego Community Festival. The festival will be held on August 24, 25 and 26 at Veterans Memorial Park and the City Hall parking lot. Ald. Soltysiak seconded; motion carried. Temporary Licenses – Common Ground Ministry Ald. Borgman moved to recommend approval of a Temporary License to Sell Fermented Malt Beverages and Wine for Common Ground Ministry for September 26, 2012. Common Ground Ministry will hold the annual “Refashion for Life” event at Callen Construction, S63 W13131 Janesville Road. Ald. Soltysiak seconded; motion carried. NEW BUSINESS Review Proposed Employee Handbook – Articles 1 and 2 Ms. Mueller reviewed the proposed changes to Article 1. She noted that they were recommended by the labor attorney. The Library Director requested clarification regarding the Library Board. The following changes were made to Article 1: Finance Committee Minutes Page 2 July 24, 2012 Section 1.2 – Changes are highlighted (attached). Section 1.3 – Page 3 – City Council – Language revised as requested by the Finance Committee on June 26. Section 1.3 – Page 4 – The last paragraph was removed pursuant to the attorney. It was requested that language be drafted to replace what was removed. Ms. Mueller stated she will consult the attorney. Ms. Mueller then reviewed Article 2 (Employment Policies) with the committee. She noted that the City labor attorney has already reviewed the language. Ald. Borgman moved to approve Articles 1 and 2. Ald. Soltysiak seconded; motion carried. VOUCHER APPROVAL Ald. Borgman moved to recommend approval of Utility Vouchers in the amount $340,215.57. Ald. Soltysiak seconded; motion carried. Ald. Borgman moved to recommend approval of General Fund Vouchers in the amount $361,705.37. Ald. Soltysiak seconded; motion carried. A brief discussion took place regarding the voucher for the Muskego Senior Taxi. Ald. Soltysiak wants to make sure the Purchasing Policy is consistently being followed. Mayor Chiaverotti stated the voucher could be removed at Council, discussed and voted on separately. FINANCE DIRECTOR’S REPORT Ms. Mueller stated that staff in her department have been training for the financial upgrade. COMMUNICATIONS AND OTHER BUSINESS Mayor Chiaverotti noted that the City’s new domain name is “cityofmuskego.org.” The e-mail addresses will also be changed; however, the old ones will still work.
