FCM20110614 CITY OF MUSKEGO Approved FINANCE COMMITTEE MINUTES Tuesday, June 14, 2011 Muskego City Hall Mayor Chiaverotti called the meeting to order at 5:32 p.m. Committee Members Ald. Schaumberg and Werner were present. Ald. Fiedler arrived at 5:50 p.m. Also present: Ald. Snead, Harenda (arrived at 5:51 p.m.), Borgman, Soltysiak, and Deputy Clerk Blenski. Those present recited the Pledge of Allegiance. The Deputy Clerk stated that the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Ald. Werner moved for approval of the minutes of May 10, 2011. Ald. Schaumberg seconded; motion carried. LICENSE APPROVALS Operators Ald. Ald. Schaumberg seconded; motion carried. Recommend Approval of Temporary License to Sell Fermented Malt Beverages Ms. Tina Weiss was present on behalf of the Muskego Chamber of Commerce. The organization is applying for the license to sell fermented malt beverages at Idle Isle on July 13. The Chamber and Water Bugs are hosting the event. This will be a “Business After Hours” event open to chamber members. Ald. Schaumberg moved to recommend approval of a Temporary Class “B” License for the Muskego Chamber of Commerce for July 13. Ald. Werner seconded; motion carried. Recommend Approval of Original License Applications for 2011-2012 K & E, Inc. (d/b/a Mug-Z’s Pub & Grill), W194 S7060 Hillendale Drive Katelyn Rupp, Agent Ms. Rupp was present regarding the application for a “Class B” Retailers’ License. In the past the license for Mug-Z’s was held by Ed Rupp as an individual. An application has been submitted by a corporation, K & E, Inc.; Ms. Rupp will be the appointed agent. She stated she has made attempts to address any complaints that the adjacent neighbors may have. Ald. Werner moved to recommend approval of a “Class B” Retailers’ License and Class A Dance Hall License for K & E, Inc. (d/b/a Mug-Z’s Pub & Grill). Ald. Schaumberg seconded; motion carried. Aud Mar Banquets, Inc., (d/b/a Aud-Mar Banquets), S79 W15851 Aud Mar Drive Sharon Boatwright, Agent Ms. Constance Brown and Ms. Sharon Boatwright were present regarding the application submitted for a “Class B” Retailers’ License to operate the Aud Mar. Ms. Boatwright will be the appointed agent. She stated that she and her sister, Ms. Brown, intend to open the establishment and operate it as a banquet hall for private parties. Ms. Brown stated the property will be leased with an option to purchase it in the future. The Committee reviewed the outside premise that would be licensed. The residence would be excluded. Ald. Werner stated the City does not favor licensing parking lots. Ms. Brown stated she is fine if the parking lot is not licensed; she would like the property from the front of the building to the lake to be licensed. (Ald. Fiedler arrived.) Ald. Werner moved to recommend approval of a “Class B” Retailers’ License and Class A Dance Hall License for Aud-Mar Banquets, Inc. to include the following outside premise to be licensed until 11:00 p.m.: from the front of the building to the lake, from the edge of the building on the west side to the lake and 25’ from the edge of the building on the east to the lake to include the gazebo. Ald. Fiedler seconded. Ald. Fiedler requested that the outside licensed area be marked or designated in some way to make it clear to patrons. Ms. Brown agreed. Motion carried. Review and Recommendation Regarding 2011-2012 Renewal License Applications Ald. Werner moved to recommend that the licenses on the attached lists be renewed for the 2011-2012 year. Ald. Schaumberg seconded; motion carried. Approval of Dog Fanicer License - Haydon (S73 W14150 Wood Road) Ald. Fiedler moved to approve a Dog Fancier License for Clayton and Jacqueline Haydon on Woods Road. Ald. Schaumberg seconded; motion carried. NEW BUSINESS Discuss Refilling Vacated Library I Position - Librarian I Library Director Jane Genzel was present. Ms. Genzel provided a memo that outlined her support for the position to be refilled. She believes the position is needed for the Library to maintain the level of service that it provides. Ald. Harenda who serves on the Library Board noted that the position does not have to be refilled. However, the Board did believe that the part-time position should be refilled at this time. The Library lost a full-time position last year and will lose another part-time position later in the year. Ald. Harenda stated filling those vacancies will be addressed in the future. Ald. Werner moved to approve refilling the vacant Library I position. Ald. Fiedler seconded; motion carried. Recommendation Regarding Work Plan #2 and Funding Agreement for the Sanitary Sewer Backup Prevention Program (BPP) and Private Property Infiltration and Inflow (PPII) Reduction Program City Engineer Dave Simpson was present to discuss Work Plan #2. Work Plan #2 covers the inspection aspect of the “at-risk” homes that could participate in the BPP or PPII Programs. It is proposed that the City enter into a funding agreement with MMSD to cover the estimated cost of $183,000 for Work Plan #2. That amount assumes that all homes within the “at risk” area will fully participate. Ald. Fiedler moved to recommend approval. Ald. Schaumberg seconded; motion carried. Recommendation Regarding Change to Health Insurance Contract - July 1, 2011 to June 30, 2012 Director of Finance and Administration Mueller was present to discuss a change to the existing health insurance contract with WPS. There will be a 4.08% premium increase as of July 1. In addition, the City will now eliminate the HEOS Plus Plan. The changes will be in effect for the remainder of the contract, which will expire on June 30, 2012. The employees that were under the HEOS Plus Plan will be able to use the Aurora providers as out of network. The lower co-pay should offset the cost to use an out-of- network provider Ald. Fiedler moved to recommend approval. Ald. Schaumberg seconded; motion carried. VOUCHER APPROVAL Ald. Schaumberg moved to recommend approval of Utility Vouchers in the amount $242,858.82. Ald. Fiedler seconded; motion carried. Ald. Schaumberg moved to recommend approval of Tax Checks in the amount $8.74. Ald. Fiedler seconded; motion carried. Ald.
