FINANCE COMMITTEE MINUTES

Ald. Snead called the meeting to order at 6:45 p.m. as Acting Mayor. Committee
Members Ald. Fiedler and Werner were present. Also present: Ald. Harenda,
Borgman, Soltysiak and Schaumberg, Police Chief Geiszler, and Deputy Clerk Blenski.
Those present recited the Pledge of Allegiance. The deputy stated that the meeting
was noticed in accordance with the Open Meeting Law on February 4, 2011.
APPROVAL OF MINUTES
Ald. Fiedler moved to approve the January 25, 2011 minutes. Ald. Werner
seconded; motion carried.
NEW BUSINESS
Approval/Denial of Claim Submitted by Wendy Baker for Window Damage
Ms. Wendy Baker was present regarding the claim she submitted. She stated that she
locked her keys in her vehicle. The Police Department was called. The officer that
arrived indicated that he could get the door open. In the process, the back window was
shattered. Another officer was called and took a photo of the damage. Ms. Baker was
told to file a claim to receive reimbursement for the broken window. She is requesting
$244.55. Chief Geiszler stated that the officers generally advise people that damage
could occur in these situations. In this case, the officer did not do so. The department
will revisit its policy and may use a waiver form in the future. Ald. Fiedler asked what
the cost for a locksmith would have been. Chief Geiszler thought it would be between
$80 and $100. Several Committee members noted that most police organizations do
not perform this service any more. Ald. Fiedler stated there would have been a cost to
Ms. Baker anyway; he suggested offsetting her request by that amount. Ald. Werner
stated that it was unfortunate that the City was put in a position to potentially pay for the
broken window after performing a public service. Ald. Werner moved to reimburse
Ms. Baker in the amount of $244.55 as requested. Ald. Fiedler seconded. Ald.
Fiedler believes the City should reimburse Ms. Baker the $244.55 minus the cost for a
locksmith. Ald. Fiedler moved to amend the motion to pay Ms. Baker $164.55.
($244.55 minus $80 for the locksmith cost.) Ald. Werner seconded. Ms. Baker
stated that if she was informed that the window could be damaged, she would not have
had the officer attempt to get in the car. Ald. Snead stated she was not comfortable
with $80 being used as the locksmith cost because it was just an estimate. Ald. Fiedler
agreed. Motion to amend the original motion failed unanimously. Motion to
reimburse Ms. Baker $244.55 carried unanimously.
LICENSE APPROVALS
Operators
Ald. Werner moved to recommend approval of a regular Operator’s License for
Stephanie Johnson, Rachael Jones, Ann Knepper, Mollly Mahan and Crystal
Roecker subject to the licensing requirements being completed prior to issuance.
Ald. Fiedler seconded; motion carried.

Recommend Approval of Change of Agent for Pizza Hut
An application was received from PH Hospitality Group LLC (d/b/a Pizza Hut) to appoint
Mr. Kenneth Unger as the agent for the Class “B” Beer License. Mr. Unger was present
along with Chief Geiszler. Chief Geiszler stated that the criminal history check revealed
a criminal arrest record for Mr. Unger. Mr. Unger did not disclose this on the Auxiliary
Questionnaire form that was submitted. The Chief is recommending that Mr. Unger not
be approved as the agent. He has other concerns regarding the arrest record and how
it relates to the business where Mr. Unger works. Ald. Werner suggested that Mr.
Unger consider withdrawing the application. The company would have to appoint a new
agent. Mr. Unger withdrew the application.
VOUCHER APPROVAL
Ald. Fiedler moved to recommend approval of Utility Vouchers in the amount
$94,761.77. Ald. Werner seconded; motion carried.
Ald. Fiedler moved to recommend approval of Tax Checks in the amount of
$3,797.88. Ald. Werner seconded; motion carried.
Ald. Fiedler moved to recommend approval of General Vouchers in the amount
$214,795.92. Ald. Werner seconded; motion carried.
ADJOURNMENT
Ald. Fiedler moved to adjourn the meeting at 7:01 p.m. Ald. Werner seconded;
motion carried.
