Mayor Johnson called the meeting to order at 6:00 p.m. Committee Members Ald.
Snead, Fiedler and Werner were present. Also present: Ald. Harenda, Borgman,
Soltysiak and Schaumberg, Director of Finance and Administration Mueller, and Deputy
Clerk Blenski. Those present recited the Pledge of Allegiance. The Deputy stated that
the meeting was noticed in accordance with the Open Meeting Law.
APPROVAL OF MINUTES
Ald. Fiedler moved for approval of the May 25, 2010 minutes. Ald. Snead
seconded; motion carried.
LICENSE APPROVALS
Ald. Werner moved to recommend approval of a regular Operator’s License for
Kim Arnold, Debra Berthelsen, Dalwinder Bhela, Kenneth Bitter Jr., Chris Brahm,
Christine Brooks, Brian Chic, Judy Covey, Mary Dohve, Connie Forseth, William
Francis, Shizuko Gregoric, Julie Hakala, Kelly Heinrich, Theresa Hougum,
Thomas Kotnik, June Loh, Michael McBane, Patricia Molkentin, Jessica Nelson,
Timothy Poitz, Tammy Pulczinski, Debra Renk, Lawrence Schneider Sr., Dawn
Shier, Christine Sobczyk, Amber Sullivan, Jennifer Timmerman, Richard Vernon
and Carolyn White subject to the licensing requirements being completed prior to
issuance. Ald. Snead seconded; motion carried.
Continued Review Regarding Schultz Resort Rod & Gun Club
Mr. Leonard Pilak was present on behalf of the rod and gun club. He met with members
of the board. Putting two additional baffles at the range is cost prohibitive and will not
work. Mr. Pilak demonstrated the changes that would be made. An awning or eyebrow
will be placed over the existing shooting points, which will prohibit errant rounds from
leaving the range. The range will eventually be changed around the other way; design
input will be sought from the NRA. The berms to the north will be enhanced with 10’
being added. Mayor Johnson stated that the landfill has clay that could potentially be
used and suggested Mr. Pilak contact the Veolia.
The Mayor reiterated that errant rounds are possible even in the most structured
environments. We need to be proactive. He asked what was the anticipated timeframe
for completion of the improvements? Mr. Pilak stated six months. The Committee
thanked Mr. Pilak for his timely response. Ald. Werner asked if a tour of the site was
possible with Mr. Pilak stating yes.
Mr. Pilak noted that the gun club has several events with shooting to start at 9:00 a.m.
instead of 10:00 a.m. The dates are: July 10 and 11, August 7 and 8 and October 2
and 3. The Mayor stated that the information would be provided to the Police Dept.
Review and Recommendation Regarding 2010-2011 License Applications
The Police Department provided a spreadsheet that outlined activity during the 2009-
2010 license year. The Committee determined that the license holders for Mug’Z’s Pub

& Grill and Muskego Gateway should attend the next Finance Committee meeting. Ald.

NEW BUSINESS
Discussion Regarding Filling of Library Clerk Position
Library Director Jane Genzel was present. Mayor Johnson noted that Ald. Werner
requested that the department head appear before the Committee to discuss filling the
vacant position. Ms. Genzel stated she is requesting that the full-time library clerk
position that will become vacant on July 2 be filled. The Mayor stated that the Council
representative to the Library Board, Ald. Soltysiak, has requested that the item be
deferred until after the Library Board makes a recommendation. The Board will discuss
whether or not the vacancy should be filled or a Business Manager/Assistant Director
position be considered. Ms. Genzel noted that the Business Manager position would
require more funding than filling the existing position. The Committee members agreed
that the issue should be deferred until after the Library Board meets.

Mayor Johnson stated that the capacity in the Aldermen’s Room was exceeded. He
believes the majority of people are present for the Committee of the Whole meeting,
which will be held in the lower level Muskego Room after the Finance Committee
meeting. He requested that the people that want to attend that meeting move
downstairs. Several people did leave and the room capacity was then in compliance.
Recommendation to Award Bid - 2010 Road Improvement Program
The Mayor stated the following bids were received:
Payne & Dolan, Inc. $688,748.70
Wolf Paving $714,069.50
Black Diamond Group, Inc. $718,160.40
Ald. Snead moved to recommend acceptance of the bid submitted by Payne &
Dolan, Inc. in the amount of $688,748.70. Ald. Werner seconded; motion carried.
The Mayor noted that the bid amount includes stormwater drainage work and the
expansion of a park parking lot.

VOUCHER APPROVAL
Ald. Snead moved to recommend approval of Utility Vouchers in the amount
$42,362.27. Ald. Fiedler seconded; motion carried.
Ald. Snead moved to recommend approval of General Vouchers in the amount of
$321,774.88. Ald. Fiedler seconded; motion carried.
FINANCE DIRECTOR’S REPORT
Ms. Mueller reviewed the First Quarter Operating Results for 2010. Compared to the
prior year first quarter, revenues over expenditures resulted in an increase of $504,816.
