Mayor Johnson called the meeting to order at 6:45 p.m. Present: Committee Members
Ald. Fiedler, Werner and Snead, Finance Director Sharon Mueller, and Clerk-Treasurer
Janice Moyer. Ald. Harenda, Borgman, Schaumberg were also present. Those present
recited the Pledge of Allegiance. The Clerk stated that the meeting was noticed in
accordance with the open meeting law.
APPROVAL OF MINUTES
Ald. Snead moved for approval of the October 27, 2009 minutes. Ald. Fiedler
seconded; motion carried.
LICENSE APPROVALS
Ald. Fiedler moved to recommend approval of a regular Operator’s License for
Lindsey Kreske subject to the licensing requirements being completed prior to
issuance. Ald. Werner seconded; motion carried.
NEW BUSINESS
Acceptance of Bid for Used 1995 Utilities Vactor Truck
Mayor Johnson stated that the City purchased a new Vactor truck , and received an
offer of $30,000 as the trade-in value for the old vehicle. Public Utilities Superintendent
Kloskowski pursued any interest by local contractors. D. F. Tomasini offered to
purchase the old Vactor for $35,000. Ald. Snead moved to accept the bid in the
amount of $35,000. Ald. Werner seconded; motion carried.
Recommendation Regarding an Ordinance to Amend Chapter 10,
Section 10.05 (1) - Signs
Clerk-Treasurer Moyer stated the proposed ordinance would extend the prohibition
regarding political signs to all city property, not just the right of way. There is also a
reference to the “Board of Public Works,” which would be changed to “authorized City
personnel.” Discussion took place as to whether the fire department property was city
property. It was recommended that the amended language prohibit political signs on
any “city owned property.” Ald. Fiedler moved to recommend approval. Ald. Snead
seconded; motion carried.
Recommendation Regarding an Ordinance to Amend Chapter 13,
Section 13.01 (3) 3. - Dog Fancier Permit
The Clerk stated there are a few residents that own service dogs as well as other dogs.
She received a request that a service animal not be counted in the total number of dogs
when determining if a dog fancier permit is required. Discussion took place to include
the definition of a service animal. It was recommended that the A.D.A. definition be
included in the ordinance. Ald. Werner moved to recommend approval. Ald. Snead
seconded; motion carried.

Recommendation Regarding an Ordinance to Amend Chapter 12,
Section 12.03 - Peddlers, Solicitors and Transient Merchants
The Clerk stated that some changes are proposed to the existing language to clarify
and streamline the application process. In putting the proposed ordinance together, the
Clerk’s office talked to the City of Brookfield. Some of the language currently used by
Brookfield was incorporated in the City’s proposed ordinance. The Police Chief and
Mayor have reviewed the language. The fees that are in the existing ordinance were
removed and will be set by resolution. A peddler or solicitor can now call on a dwelling
until 9:00 p.m. The proposed ordinance changes that to 8:00 p.m. Ald. Werner moved
to recommend approval. Ald. Fiedler seconded; motion carried.
Recommendation Regarding Scope of Engagement from Quarles & Brady for the
Proposed Issuance of Water System Revenue Bonds
Mayor Johnson stated the engagement letter outlines the terms for Quarles & Brady to
serve as the City’s bond counsel regarding the water system revenue bonds. Ald.
Fiedler questioned the fee language, and requested that it be clarified in any future
engagement letters. Ald. Werner moved to recommend approval. Ald. Snead
seconded; motion carried.
Recommendation Regarding Authorizing the Issuance and Sale of Up to $453,974
Water System Revenue Bonds, Series 2009, and Providing for Other Details and
Covenants with Respect Thereto
Ald. Fiedler moved to recommend approval. Ald. Werner seconded; motion
carried.
Recommendation Regarding Support for the State of Wisconsin’s Energy
Independent Goals for 2025
The Mayor stated that the City is applying for a grant to replace the lighting in the
industrial park and all municipal parking lots. The City has been encouraged to partner
with the State of Wisconsin and pursue energy independence. Adoption of a resolution
indicates that the City supports the State’s goals. Ald. Fiedler moved to recommend
approval. Ald. Snead seconded; motion carried.
VOUCHER APPROVAL
Ald. Fiedler moved to recommend approval of Utility Vouchers in the amount
$500,570.15. Ald. Snead seconded; motion carried.
Ald. Fiedler moved to recommend approval of General Vouchers in the amount of
$610,731.61. Ald. Snead seconded; motion carried.
ADJOURNMENT
Ald. Fiedler moved to adjourn the meeting at 7:20 p.m. Seconded by Ald. Snead;
motion carried.
