Ald. Fiedler called the meeting to order at 6:31 p.m., as Mayor Johnson was absent.
Present: Committee Members Ald. Werner and Snead. Also in attendance: Ald.
Harenda, Schneider and Schaumberg (arrived during the meeting), Clerk-Treasurer
Moyer, Finance Director Mueller, Deputy Clerk Blenski and other City staff. Those
present recited the Pledge of Allegiance. The Clerk stated that the meeting was noticed
in accordance with the open meeting law.
APPROVAL OF MINUTES
Ald. Snead moved for approval of the May 26, 2009 minutes. Ald. Werner
seconded; motion carried.
LICENSE APPROVALS
Ald. Snead moved to recommend approval of a regular Operator’s License for
Debra Berthelsen, Nicholas Grochowski, Terry Johnson, Scott Lago, Jamie
Patzke, Heidi Reise, Gary Schmutzer, Debbie Walczak, Kim Weigold, and Dane
Wojciehowski subject to the licensing requirements being completed prior to
issuance. Ald. Werner seconded; motion carried.
Taxi Driver - Muskego Senior Taxi Service
Ald. Snead moved for approval of a Taxi Driver’s License for Rebecca Dublinski
for the Muskego Senior Taxi Service. Ald. Werner seconded; motion carried.
Temporary License - Muskego Corvette Club
Ald. Schneider was present on behalf of the Corvette Club. The organization holds an
annual car show in conjunction with the Muskego Community Festival. The event is
held at Sindic Motorcars (S78 W18755 Janesville Road) and the proceeds are donated
to charity. Ald. Werner moved to recommend approval of a Temporary License to
Sell Fermented Malt Beverages and Wine for the Muskego Corvette Club on
August 29, 2009. Ald. Snead seconded; motion carried.
NEW BUSINESS
Recommend Approval of Moorland Park Playground and Security Camera
Proposal
Parks & Recreation Director Anderson was present. Mr. Anderson stated that $80,000
has been budgeted for playground equipment at Moorland Park. The Dept. of Public
Works would do some of the prep work. The City Atty. and Ald. Fiedler have some
concerns regarding the City’s involvement with US Communities Government
Purchasing Alliance. Mr. Anderson asked that this item be deferred. Ald. Snead
moved to defer the Moorland Park Playground equipment. Ald. Werner
seconded; motion carried.
Regarding the security cameras, Mr. Anderson stated that in 2007 the Finance
Committee requested that the Parks & Recreation Board investigate the installation of
security cameras. The Board is now recommending four security cameras. Mr.

Anderson reviewed the proposed location of the cameras. There will be other
installation costs such as telephone poles and electrical hook-up. In addition, there will
be monthly operating expenses for Time Warner internet connections and electricity.
Mr. Anderson stated the security cameras are proposed to address the negative
behavior at the site, especially during the summer. Ald. Werner moved to
recommend approval of the project for a cost not to exceed $14,000. Ald. Snead
seconded; motion carried.
Recommend Approval of City/Muskego-Norway School District General Facility
Agreement (July 1, 2009 to June 30, 2010)
Mr. Anderson stated this is an annual agreement that has been in place for at least 11
years. The language is the same as in the current agreement. Ald. Werner moved to
recommend approval. Ald. Snead seconded; motion carried.

NEW BUSINESS (Continued)
Discuss Filling Conservation Technician Position
Community Development Director Muenkel was present. Ald. Werner stated he
requested that filling the position be reviewed. Mr. Muenkel stated that the position is
paid for from the Conservation Special Revenue Account, which is funded by the
landfill. Funding for the position was included in the 2009 budget. Ald. Werner moved
to refill the position. Ald. Snead seconded; motion carried.
Recommend Approval of Amendment to Tax Incremental District (TID) No. 10
Mr. Muenkel stated that an amendment to TID No. 10 is proposed to include
approximately 22 acres to the east of the area where the Wal-Mart will be built. The
area is currently zoned for Business Park uses. Mr. Muenkel stated that when the
district was originally created, this area was proposed to be residential. It is now
believed that the commercial development of this area will create more tax base and will
result in the district being closed sooner. This will benefit all the taxing entities. Ald.
Harenda stated that the residents of his district have concerns that the area will be
another big box development. Ald. Snead moved to recommend approval. Ald.
Werner seconded; motion carried.
VOUCHER APPROVAL
Ald. Snead moved to recommend approval of Utility Vouchers in the amount of

$284,978.76. Ald. Werner seconded; motion carried.
Ald. Snead moved to recommend approval of General Vouchers in the amount of
$601,129.79. Ald. Werner seconded; motion carried.
