FCM20090526 CITY OF MUSKEGO Approved 6/9/2009 FINANCE COMMITTEE MINUTES Audio Recording Available Tuesday, May 26, 2009 Muskego City Hall, Aldermen’s Room Mayor Johnson called the meeting to order at 5:47 p.m. Present: Committee Members Ald. Fiedler, Werner, and Snead. Also in attendance: Finance Director Mueller, Police Captain La Tour and Clerk-Treasurer Moyer. Those present recited the Pledge of Allegiance. The Clerk stated that the meeting was noticed in accordance with the open meeting law. APPROVAL OF MINUTES Ald. Snead moved for approval of the April 14 and May 12, 2009 minutes. Ald. Werner seconded; motion carried. LICENSE APPROVALS Ald. Werner moved to recommend approval of a regular Operator’s License for Heather Bahr, Dennis Flitsch, Dorothy Golembiewski, Sara Korotka, James Lovald, John Rath, Ann Riemer, Laurel Schuelke, and Sarah Slomski subject to the licensing requirements being completed prior to issuance. Ald. Fiedler seconded; motion carried. Outside Dance Permit - Hunter’s Nest Mr. Sam Klauser was present to discuss an application for an Outside Dance at Hunter’s Nest on June 20, 2009. The establishment is planning a fundraising event with music from 1:00 pm to 9:00 pm. Ald. Fiedler moved to recommend approval of an Outside Dance Permit for Hunter’s Nest, S80 W14401 Schultz Lane, for June 20, 2009. Ald. Snead seconded; motion carried. NEW BUSINESS Review and Recommendation to Continue the School Resource Officer Program Captain La Tour noted that Superintendent Schroeder has advised the City that the Board authorized the continuation of the program for the 2009-2010 school year. The City and School District jointly share funding for the program. Captain La Tour stated that when school is not in session, one of the officers is put back on patrol and the other two are assigned to the water patrol. Ald. Werner and Ald. Snead stated their support for the program. Mayor Johnson stated the program has made schools safer for both teachers and students. Ald. Snead moved to recommend approval. Ald. Werner seconded; motion carried. Review and Recommendation Regarding Countywide Mutual Aid Agreement Mayor Johnson stated that the Coordinator of Waukesha County Emergency Management has proposed a mutual aid agreement. The proposed agreement meets the federal mandates for ICS (Incident Command System); it does not interfere with the existing mutual aid agreements such as SMART (Suburban Mutual Aid Response Team) or MABAS (Mutual Aid Box Alarms System). The Mayor noted that the City Attorney suggested that the Muskego wait to see how many other municipalities agree to participate. Ald. Fiedler expressed concern that the agreement did not contain a Finance Committee Meeting Page 2 May 26, 2009 waiver of liability. Ald. Snead moved to recommend approval. Ald. Fiedler seconded; motion carried. VOUCHER APPROVAL Ald. Fiedler moved to recommend approval of Utility Vouchers in the amount of $54,974.36. Ald. Snead seconded; motion carried. Ald. Fiedler moved to recommend approval of Tax Checks in the amount of $2,385.60. Ald. Snead seconded; motion carried. Ald. Fiedler moved to recommend approval of General Vouchers in the amount of $487,868.02. Ald. Snead seconded; motion carried. Ald. Fiedler moved to recommend approval of Wire Transfers (Tax Settlements) in the amount of $2,431,192.88. Ald. Snead seconded; motion carried. Ald. Fiedler moved to recommend approval of Wire Transfers (Debt Service) in the amount of $1,324,306.25. Ald. Snead seconded; motion carried. FINANCE DIRECTOR’S REPORT Ms. Mueller reviewed the first quarter general operating fund results. ADJOURNMENT Ald. Snead moved to adjourn the meeting at 6:10 p.m. Seconded by Ald.
