Mayor Johnson called the meeting to order at 5:45 p.m. Present: Committee Members
Ald. Werner and Snead. Ald. Schaefer was absent. Also in attendance: Ald. Borgman,
Ald. Schneider, Clerk-Treasurer Moyer, Finance Department Supervisor Mueller, and
Deputy Clerk Blenski. Those present recited the Pledge of Allegiance. The Deputy
stated that the meeting was noticed in accordance with the open meeting law.
APPROVAL OF MINUTES
Ald. Werner moved for approval of the January 27, 2009 minutes. Ald. Snead
seconded; motion carried.
LICENSE APPROVALS
Ald. Snead moved to recommend approval of a regular Operator’s License for
Margaret Bissell, Shannon Lesniewski, Christa Lewis-Getz, Jeffrey Ryan and
Heather Stigler subject to the licensing requirements being completed prior to
issuance. Ald. Werner seconded; motion carried.
Recommend Approval of a Temporary License to Sell Wine
Friends of Muskego Public Library
The Mayor stated the Friends of the Muskego Public Library have submitted an
application for the annual wine tasting benefit to be held May 16, 2009. Ald. Snead
moved to recommend approval of a Temporary License for the Sale of Wine for
the Friends of the Muskego Public Library. Ald. Werner seconded; motion
carried.
NEW BUSINESS
Review and Recommendation Regarding Offer to Purchase - Bluhm Drive
Mayor Johnson stated a property owner on Bluhm Court is interested in buying a 70’ x
160’ portion of City-owned property located on Bluhm Drive. The property is used for a
sewer lift station. The City does not use the portion of the property that would be sold.
The Assessor has valued the parcel to be purchased at between $10,000 and $14,000.
She has recommended a price closer to $10,000 as the buyer will have to pay all the
other costs associated with the purchase. The Mayor stated the Public Utilities
Committee and Plan Commission have recommended approval. Ald. Werner moved
to recommend approval. Ald. Snead seconded; motion carried.
Review and Recommendation Regarding Fees for Clerk-Treasurer and
Community Development Departments
Clerk-Treasurer Moyer was present. It is her recommendation that the annual fees for
Dog Fancier, Fireworks and Swim Beach/Waterway Marker permits be changed. She
proposes that the fee for a Dog Fancier Permit be increased from $50 to $100 and the
fee for a Fireworks Permit be increased from $25 to $50 because of the amount of staff
time required to process the permits. The current fee for a Dog Fancier Permit was
established in 2003; the current fee for Fireworks was established in 1997. Ald. Snead

expressed concern that the fees would double and could discourage people from
applying for the permits. Ms. Moyer also proposes that the current Swim
Beach/Waterway Marker permit that is issued annually for a $10 fee be separated. She
proposes that the permit for a Waterway Marker be issued one time for a fee of $50.
The DNR approves the initial placement of the Waterway Markers, but does not review
them annually. There is no requirement that the City do so. Ms. Moyer further
proposes that the fee for a Swim Beach permit also be $50 and suggested the
Committee may want to review them annually.
Ald. Werner moved to recommend the following: increase the Dog Fancier Permit
from $50 to $65, increase the Fireworks Permit from $25 to $35, eliminate the
combined Swim Beach/Waterway Marker Permit in the amount of $10, establish a
one-time Waterway Marker Permit in the amount of $50. Ald. Snead seconded;
motion carried. The new fees would be effective with adoption of the resolution by the
Common Council. The Committee will review the requirement for a Swim Beach Permit
and the fee at the next meeting.
As the Director of the Community Development Department was not present, the
Committee deferred discussion regarding those fees until the next meeting when Mr.
Muenkel could be present.
Review and Recommendation Regarding a Change to the Deductible for
Buildings and Contents and Contractors Equipment Insurance Policies
Clerk-Treasurer Moyer reviewed the option to change the deductibles for the
Contractors Equipment and Buildings and Contents insurance policies, which would
reduce premiums. The policies are with the State of Wisconsin Local Government
Property Insurance Fund. The City currently has a $2,500 deductible for the
Contractors Equipment policy and the annual cost is $5,133. The only other option the
Fund offers for Contractors Equipment is a $5,000 deductible. If the City were to
increase the deductible to $5,000, there would be an annual savings of $3,199. Ms.
Moyer recommends increasing the deductible.
Regarding the Building and Contents insurance policy, the current premium includes a
$2,500 deductible with an annual premium of $23,637. Ms. Moyer stated there are
different deductible options. Increasing the deductible amount reduces the annual
premium. She recommends a $15,000 deductible, which would result in an annual
savings of $10,388. Ms. Moyer also provided claim loss history from January 2004 to
date. The Mayor stated the dollars that would be saved supported the additional risk.
Ald. Werner moved to recommend that the deductible for the Contractors
Equipment policy be increased to $5,000 and that the deductible for the Buildings
and Contents policy be increased to $15,000. Ald. Snead seconded; motion
carried.
VOUCHER APPROVAL
Ald. Werner moved to recommend approval of Utility Vouchers in the amount of
$669,072.09. Ald. Snead seconded; motion carried.
Ald. Snead moved to recommend approval of Tax Checks in the amount of
$19,885.54. Ald. Werner seconded; motion carried.
Ald. Snead moved to recommend approval of General Vouchers in the amount of
$642,039.07. Ald. Werner seconded; motion carried.
