Mayor Johnson called the meeting to order at 6:30 p.m. Present: Committee Members
Ald. Werner and Schaefer. Ald. Snead was absent. Also in attendance: Ald. Borgman,
Ald. Schneider, Captain La Tour, Clerk-Treasurer Moyer, and those per the attached
sheet. Those present recited the Pledge of Allegiance. The Clerk stated that the
meeting was noticed in accordance with the open meeting law.
APPROVAL OF MINUTES
Ald. Schaefer moved for approval of the January 13, 2009 minutes. Ald. Werner
seconded; motion carried.
LICENSE APPROVALS
Ald. Schaefer moved to recommend approval of a regular Operator’s License for
Shannon Brock, William Francis, Zachary Mariani, Corianne Markowski, John
Melesky III, Thomas Pajot and Jennifer Reichert subject to the licensing
requirements being completed prior to issuance. Ald. Werner seconded; motion
carried.
Renewal of Taxicab License - Muskego Senior Taxi Service
Mr. Dan Henry was present on behalf of the Muskego Senior Taxi Service. An
application was submitted for renewal of the Taxicab License for 2009. Mayor Johnson
recognized the efforts of Mr. Henry and the volunteer drivers to make 2008 a successful
year. The service is close to 250 rides per month, which is the breakeven point. Ald.
Werner acknowledged the work of the taxi service. Ald. Schaefer also thanked Mr.
Henry for his dedication. The service is fulfilling a need in the community. Ald. Werner
moved to approve renewal of the Taxicab License for the Muskego Senior Taxi
Service for 2009. Ald. Schaefer seconded; motion carried.
NEW BUSINESS
Recommendation Regarding Cleaning Services Agreement with Jani-King for
2009
The Mayor stated the agreement is the same as for 2008. The cost has remained the
same. Service has been satisfactory. Ald. Schaefer suggested looking at other options
for next year. Mayor indicated the City changed providers several times in the past,
which has not always resulted in better service. He prefers the City stay with a
company if it is satisfied. Ald. Werner moved to recommend approval. Ald. Schafer
seconded; motion carried.
Recommendation Regarding Amended and Revised Assessment for the Thiele
Property, S83 W20342 Janesville Road
Mayor Johnson stated the Public Utilities Committee has reviewed a request from the
Thieles to reduce the front foot assessment (for the controlled access portion) from
1,099 ft. to 120 ft. The property is located across from Muskego County Park. The
majority of the property is unusable because of its configuration. The Public Utilities

Committee has recommended that the existing assessment through November 1, 2008
in the amount of $42,495.64 be amended to $4,636.80. Ald. Schaefer noted a large
portion of the existing assessment was for interest ($27,098.72). The Mayor stated that
the amendment is consistent with existing utility policies. Ald. Werner moved to
recommend that the Kenneth and Dorothy Thiele assessment for Tax Key No.
2227.991 be amended as stated above. Ald. Schaefer seconded; motion carried.
Recommendation Regarding Purchase of Three Squad Cars
Captain La Tour was present for this item. He stated the Police Department is
requesting authorization to purchase three 2009 Crown Victoria squad cars. The
vehicles will be a solid color as the two toned black and white option is now an
additional $770 per car. The vehicles would be purchased from Ewald Automotive,
which was awarded the state bid. The cost per vehicle is $22,678 for a total of $68,034,
which was budgeted. Ald. Werner moved to recommend approval. Ald. Schaefer
seconded; motion carried.
Recommendation Regarding Dedication and Acceptance of Public Improvements
in and for Harvest Court and Release of Deposit
The Mayor indicated that the City Engineer is recommending approval. Ald. Schaefer
moved to recommend dedication and acceptance of the improvements in and for
Harvest Court and release of deposit. Ald. Werner seconded; motion carried.
VOUCHER APPROVAL
Ald. Werner moved to recommend approval of Utility Vouchers in the amount of
$394,616.09. Ald. Schaefer seconded; motion carried.
Ald. Werner moved to recommend approval of Tax Checks in the amount of
$38,324.88. Ald. Schaefer seconded; motion carried.
Ald. Werner moved to recommend approval of General Vouchers in the amount of
$708,582.64. Ald. Schaefer seconded; motion carried.
Ald. Werner moved to recommend approval of Wire Transfers for Tax Settlements
in the amount of $18,144,954.65. Ald. Schaefer seconded; motion carried.
Ald. Werner moved to recommend Wire Transfers for Debt Service for radio
equipment in the amount of $36,963.98. Ald. Schaefer seconded; motion carried.
ADJOURNMENT
Ald. Schaefer moved to adjourn the meeting at 6:53 p.m. Seconded by Ald.
Werner; motion carried.
