FM20080513 CITY OF MUSKEGO Approved: 05/27/2008 FINANCE COMMITTEE MINUTES Audio Recording Available Tuesday, May 13, 2008 Muskego City Hall, Aldermen’s Room Mayor Johnson called the meeting to order at 5:45 p.m. Present: Committee Members Ald. Snead, Werner and Schaefer. Also in attendance: Clerk-Treasurer Moyer, Police Chief Geiszler, Assessor Mecha, and Citizen Suzi Link. Those present recited the Pledge of Allegiance. The Clerk stated that the meeting was noticed in accordance with the open meeting law. It was noted that minutes of the 4/22/2008 meeting were not available at this time. LICENSE APPROVALS Ald. Werner moved for approval of a Taxi Driver’s License for Robert Heidger and James Depies for the Muskego Senior Taxi Service. Ald. Schaefer seconded; motion carried. Ald. Werner moved to recommend approval of a regular Operator’s License for Keith Allen, Christine Brooks, Jessica Cliver, Karen Fischer, Michael Goerg, Robert Hinners, Christine Jones, Nancy Kerns, Thomas Kotnik, Nancy Konkel, Saranne Meldonian, Robin Rytkonen, Colleen Schroeder, and Marvin Strasser subject to the licensing requirements being completed prior to issuance. Ald. Snead seconded; motion carried. Ms. Bertha Benitez was present as the agent for Pastas & Pizzas Paddock Lake, Inc. An application for a “Class B” Retailers’ License was submitted for the establishment located at S78 W16355 Woods Road (currently LaLicatas). Ms. Benitez operates an establishment in Burlington. Ald. Werner moved to recommend approval of a “Class B” Retailers’ License to Sell Fermented Malt Beverages and Intoxicating Liquors to Pastas & Pizzas Paddock Lake, Inc. Ald. Schaefer seconded; motion carried. NEW BUSINESS Review and Recommendation Regarding Special Counsel to Represent the Assessor for the 2008 Board of Review Assessor Laura Mecha was present to request special counsel to represent her at this year’s Board of Review. The City’s attorney represents the Board. The attorney Ms. Mecha is requesting to retain is the same one she has used in the past. The hourly rate is $175. Ald. Werner moved to recommend approval. Ald. Snead seconded; motion carried. Review Service Award Recognitions Ms. Mecha was also present to discuss the initiation of a recognition program for employees. Employees would be recognized with a gift card at certain anniversary dates. The awards would be presented at the employee picnic. Ald. Schaefer stated Finance Committee Meeting Page 2 May 13, 2008 she would abstain from discussion of this item. Ald. Werner moved to establish the following: 5 Years, 10 Years, 15 Years $25 20 Years, 25 Years $50 30 Years, 35 Years, 40 Years $75 Ald. Snead seconded; motion carried. Ald. Schaefer abstained. Recommendation to Continue School Liaison Officer Positions between the Muskego-Norway School District and the City of Muskego Police Chief Geiszler was present to discuss continuation of the program for the 2008 to 2009 school year. Currently officers are at the high school and two middle schools. The Police Dept. supports continuation of the program. The school district has also indicated its intent to continue the program for the 2008-2009 year, but would not commit to continue the program beyond that. The district may have to evaluate funding for the positions after the 2008-2009 school year. The school district currently pays 43.2% of the salary and benefits for the three liaison officer positions. Ald. Werner expressed concern if the district would not contribute this funding in the future. Ald. Schaefer moved to recommend approval. Ald. Snead seconded; motion carried. OLD BUSINESS Continue Discussion on Settlement Centre Barn The Mayor stated he communicated with the engineers today. They have indicated that the specifications could change if more than 300 people do not occupy the building at any one time, and restroom facilities are not installed. The structure does not meet current building codes, but did at the time it was built (1970’s). Suzi Link stated safety issues exist now. Mayor Johnson stated the engineers have reported that the building does not meet code, not that it is unsafe. Ms. Link stated the structure has no historic value, and she objects to the use of tax dollars to repair it. The Mayor recommends working with the Historical Society to repair the structure. He sees no point in razing the building. As no one from the Historical Society was present, Ald. Werner moved to defer. Ald. Schaefer seconded; motion carried. Mr. Hulbert will be invited to attend a future meeting to discuss funding efforts. Discuss Need for 2007 Muskego Volunteer Fire Company Audit The Mayor stated written correspondence has not been received as of yet from the fire company to confirm that payroll is current and all outstanding invoices have been submitted to the City for payment. Ald. Snead moved to defer to the next meeting. Ald. Schaefer seconded; motion carried. NEW BUSINESS (Continued) Review and Recommendation to Re-Establish Dedication Fees Ald. Snead moved to recommend the following: Finance Committee Meeting Page 3 May 13, 2008  $1,881 per single-family unit or lot to a segregated account for active recreational parks  $1,400 per multi-family unit or lot to a segregated account for active recreational parks  $580 per acre of developable land to a segregated account for passive recreational parks  $60 per single-family unit or lot to a segregated account for passive recreational parks  $45 per multi-family unit or lot to a segregated account for passive recreational parks Ald. Schaefer seconded; motion carried. Review and Recommendation Regarding Agreement Between the Water Bugs Ski Team, Inc. and City of Muskego Concerning Pier Placement at Idle Isle. The agreement contains revised indemnification language. Ald. Werner moved to recommend approval. Ald. Snead seconded; motion carried. Review and Recommend Purchase of Roadside Mower Tractor The Mayor stated two quotes were received: Proven Power $44,316 Otter Sales & Service, Inc. $43,546 The bid submitted by Otter Sales & Service did not meet the required specifications. Ald. Schneider stated general purchasing practices dictate that a minimum of three bids should be received. It was noted that depending on the item to be purchased, that is not always possible. Ald. Werner moved to recommend purchase of roadside mower tractor from Proven Power for $44,316. Ald. Snead seconded; motion carried. Review and Recommendation Regarding 2008 Access Agreement Between the City of Muskego and Lyle Fickau Ald. Werner moved to recommend approval. Ald. Snead seconded; motion carried. Review and Recommendation to Establish 2008 Fee Schedule for the Department of Public Works The Mayor stated he requested Department Heads review their fee schedules. The Department of Public Works has submitted a revised schedule for 2008, which has been recommended by the Public Works Committee. Ald. Werner moved to recommend approval of the attached fee schedule. Ald. Schaefer seconded; motion carried. VOUCHER APPROVAL Ald. Snead moved to recommend approval of General Vouchers in the amount of Finance Committee Meeting Page 4 May 13, 2008 $574,437.02, which included the removal of the voucher in the amount of $702.15 for legal fees for Muskego Volunteer Fire Company. Ald. Werner seconded; motion carried. Ald. Snead moved to recommend approval of Utility Vouchers in the amount of $101,165.29. Ald. Werner seconded; motion carried. Ald. Snead moved to recommend approval of Tax Checks in the amount of $31,659.22. Ald. Schaefer seconded; motion carried. ADJOURNMENT Ald. Snead moved to adjourn the meeting at 6:35 p.m. Seconded by Ald.
