Mayor Johnson called the meeting to order at 5:47 PM. In attendance: Committee
Members Ald. Melcher, Borgman and Werner, City Administrator Sheiffer, Ald. Schaefer
and Snead, City Engineer White, Deputy Clerk Blenski and those per the attached
sheet.
Those present recited the Pledge of Allegiance.
REVIEW OF MINUTES OF PREVIOUS MEETING
Ald. Borgman moved for approval of minutes of 8/28/2007. Ald. Melcher
seconded; motion carried.
LICENSE APPROVALS
Ald. Borgman moved to recommend approval of an original Operator’s License
for Nancy Drahos, Wayne Lesperance and Julie Thomas subject to the licensing
requirements being completed prior to issuance and to recommend approval of
renewal of an Operator’s Licenses for Sandra Keller. Ald. Melcher seconded;
motion carried.
PERIODIC REVIEW
The periodic reviews for Alysha Bindrim, Jamie Hansen, Lindsay Robinson and Anthony
Thibedeau did not reveal any new violations.
NEW BUSINESS
Review and Action on Request from Lake Meadows Water Trust for City Approval
of Amendment to Lake Meadows Declaration of Water Trust
Atty. Paul Literski and Bill Kuter were present on behalf of the Lake Meadows Water
Trust. Ms. Sheiffer stated that an amendment to the trust document is proposed, which
must be approved by the City. The amendment would authorize the designated trustee
to borrow the funds for repairs that need to be done. It also waives the notice and
special meeting requirements. The Borrowing Resolution and Proposed Amendment
were signed by more than 2/3 of the lot owners. Mayor Johnson noted that the City
does not accept any financial responsibility by approving the amendment. Mr. Kuter
stated that the Water Trust was initially created in 1979 and needs to be completely
reviewed and updated. He confirmed that while the amendment allows up to $200,000
to be borrowed, the trustee would only be able to borrow the dollar amount needed for
the repairs. The trustee, Randall St. Lawrence, arrived. Ald. Borgman moved to
recommend approval of the amendment to the Lake Meadows Declaration of
Water Trust. Ald. Werner seconded; motion carried.

Review and Recommendation Regarding City of Muskego/Muskego-Norway
School District General Facility Agreement
Mayor Johnson stated that the language is the same as in the last agreement with the
School District. Ald. Borgman moved to recommend approval of the July 1, 2007
through June 30, 2008 agreement. Ald. Melcher seconded; motion carried.
Review and Recommendation Regarding City Donation of Land to Waukesha
County for the Installation of Traffic Signals at Racine Avenue and Hillendale
Drive
City Engineer White stated that Waukesha County is requesting that the City donate a
sliver of right-of-way (ROW) at the southwest corner of Hillendale and Racine for the
signalization project. In addition, a temporary limited easement (TLE) would also be
required for grading. Mr. White recommends that the City donate the land as requested
rather than go through the expensive appraisal process. He reported that the project is
proceeding as the County just awarded the bid; the project should be completed this
fall. Ald. Melcher moved to recommend approval of the City donation of land to
Waukesha County. Ald. Borgman seconded; motion carried.
VOUCHER APPROVAL
Ald. Melcher moved to recommend approval of General Vouchers in the amount
of $664,599.76. Ald. Borgman seconded; motion carried.
Ald. Melcher moved to recommend approval of Utility Vouchers in the amount of
$29,200.03. Ald. Borgman seconded; motion carried.
Ald. Melcher moved to recommend approval of Tax Checks in the amount of
$1,529.60. Ald. Borgman seconded; motion carried.
Ald. Melcher moved to recommend approval of Big Muskego Lake vouchers in
the amount of $1,207.07. Ald. Borgman seconded; motion carried.
CITY ADMINISTRATOR’S REPORT
The City Administrator stated the Mayor’s proposed 2008 Operating Budget would be
distributed Thursday or Friday.

Ald. Borgman moved to adjourn the meeting at 6:15 PM. Seconded by Ald.
Melcher; motion carried.
