FM20070612 CITY OF MUSKEGO Approved FINANCE COMMITTEE MINUTES Audio Recording Available Tuesday, June 12, 2007 Muskego City Hall, Aldermen’s Room Mayor Johnson called the meeting to order at 5:45 PM. In attendance: Committee Members Ald. Melcher, Borgman and Werner, City Administrator Sheiffer, City Engineer White, Police Captain La Tour, Finance Department Supervisor Mueller, Clerk- Treasurer Moyer, Ald. Schaefer, Ald. Snead, Ald. Fiedler (arrived during the meeting), Ald. Pavelko (arrived during the meeting), Deputy Clerk Blenski and those per the attached sheet. Those present recited the Pledge of Allegiance. The Deputy Clerk noted that the meeting was noticed in accordance with the Open Meeting Law. REVIEW OF MINUTES OF PREVIOUS MEETINGS Ald. Melcher moved for approval of minutes of 5/22/2007. Ald. Werner seconded; motion carried. LICENSE APPROVALS Ald. Melcher moved to recommend approval of an original Operator’s License for Matthew Anderson, Beth Heinrich, John Hoeppner, Carrie McElroy, Adam Malmquist, Nilam Patel, Parwinder Virk, Kayla Vogt and Samantha Weisheim subject to the licensing requirements being completed prior to issuance and renewal of the following Operators’ Licenses: Patricia Becker, Michael Bucek, Sarah Butke, Timothy Haak, John Krause, Robert Layne, Amanda Mack, Debbie Mueller, Arvind Patel, Connie Pfaff, Leonard Pilak, Natalie Rawski, Suzette Roushia, Belinda Smalley, Susan Sankey, Christine Satterstrom, Judith Semrad, Tonya Trzecinski and Thomas Wilke. Melcher seconded; motion carried. Ald. Borgman moved to recommend approval of the following for a fundraising event to be held at Alpine Lanes on June 23, 2007: an Outside Dance Permit, amendment to the licensed premise for Alpine Lanes of Muskego, and waiving the $10 permit fee. Music will be from 2:00 PM until 10:30 PM and the parking lots and grass area at Alpine will be licensed from noon until 11:00 PM for the event. Ald. Melcher seconded; motion carried. Mr. Thomas Karagianis-Gorenc was requested to appear before the Committee regarding his application for an Operator’s License. The Police Report revealed several convictions from 2002 to 2006; however, Mr. Karagianis-Gorenc did not disclose anything on his application. He told the Committee that he misunderstood the questions. The Committee members did not feel comfortable with recommending approval of a license for this applicant. Mayor Johnson suggested that Mr. Karagianis- Gorenc seek employment outside of an environment where alcohol is served. The Committee suggested that Mr. Karagianis-Gorenc withdraw his application at this time versus having a possible denial on the record. He was informed that he could come back in the future and submit a new application. The applicant withdrew his application and was informed that he would receive a $10 refund for the Provisional License. PERIODIC LICENSE REVIEW The periodic review for Anthony Thibedeau, Lindsay Robinson, Jamie Hansen and Alysha Bindrim did not reveal any new violations. NEW BUSINESS Review and Recommendation Regarding Agreement with R. A. Smith for Municipal Engineering and Construction Inspection Services The City Administrator stated that proposals were recently taken from Ruekert & Mielke and R. A. Smith for handling review of private developments and construction inspection services. The City wants to streamline the process and contract with only one engineering firm. After review of the proposals, it was determined that the one submitted by R. A. Smith should be accepted because it was the most cost effective. Ms. Sheiffer introduced several representatives present from R. A. Smith. The City Engineer and Plan Director will oversee the work done by R. A. Smith. Ms. Sheiffer noted that the words, “that require review by the Engineer” should be added to the end of the first sentence under Section 9. Ald. Borgman moved to recommend approval Finance Committee Meeting June 12, 2007 Page 4 of the agreement with R. A. Smith with the suggested language added to Section 9. Ald. Melcher seconded; motion carried. Approval of Proposal from Ruekert & Mielke for Phase 2 of the Industrial Park Storm Water Management Plan Mr. White stated that the proposal is for Phase 2 of the Industrial Park Storm Water Management Plan. Phase 1 identified two sites that could be used. Phase 2 will explore the two sites and bring forth a recommendation. The estimated cost of the proposal is not to exceed $13,000. There is money in the budget to cover the expense. Ald. Borgman moved to recommend acceptance of the proposal from Ruekert & Mielke for Phase 2 of the Industrial Park Storm Water Management Plan. Ald. Werner seconded; motion carried. Approval of Expenditure for Radio Reprogramming for the Police Department Captain La Tour appeared before the Committee to request approval for the expenditure to reprogram all the portable and mobile radios. Programming for the Milwaukee County frequencies will be done by Milwaukee 2-Way, Inc. at a cost of $20 per unit. Waukesha County Tower Service will do the remainder of the programming at a cost of $69 per unit. The total cost for the reprogramming is $4,895. The funding can be taken from the telecommunication center upgrade account, as money is available. Ald. Werner moved to approve $4,895 for radio reprogramming for the Police Department. Ald. Melcher seconded; motion carried. OLD BUSINESS Review and Recommendation Regarding Purchase of Capital Budget Items for Tess Corners Fire Department City Administrator Sheiffer stated that the 2007 Capital Budget included the following: Replacement Generators for Stations #1 and #2 $22,000 ($11,000 each) Knox Box Key Holders $12,000 Mr. Verburgt of the Tess Corners Fire Department stated that the cost for the replacement backup generators was in previous capital budgets. These generators would replace the existing ones, which have outlived their life expectancy. The backup generators are used to operate certain electrical devices that are necessary for the department to function. Mr. Verburgt explained the request for the knox box key holders. The Muskego Volunteer Fire Company currently has a program already installed. Tess Corners would like a dispatch operated key box system. The system that Muskego has is no longer available and cannot be upgraded. Mr. Verburgt is requesting that both departments be allowed to purchase know box key holders at a cost of $27,000. This would make both departments equal regarding accountability. Ald. Borgman moved to recommend approval of $22,000 for two replacement generators for Tess Corners and $27,000 for Knox Box Key Holders for both Tess Corners and Muskego. Ald. Melcher seconded; motion carried. Finance Committee Meeting June 12, 2007 Page 5 NEW BUSINESS (Continued) Review and Recommendation Regarding Agreement for Fire Protection with Tess Corners Volunteer Fire Department Mr. Verburgt stated the department was requesting a 10% increase for the next six- month agreement because of the rising costs of fuel and utilities. Ald. Borgman moved to approve the agreement for the period July 1 through December 31, 2007 subject to the last quarter payment being left open. Ald. Melcher seconded; motion carried. The Committee will review the department’s actual expenditures in October and then determine the payment amount. Ald. Werner requested that the individual who prepares the department’s financial records be present at that meeting. Review and Recommendation Regarding Agreement for Ambulance Services with Tess Corners Volunteer Fire Department Mr. Verburgt stated the department was also requesting a 10% increase for ambulance services for the period July 1 through December 31, 2007. This is also a result of the increase in fuel and utility costs. The current charges are: $348 each transport and $174 for each nontransport. The City Administrator stated that those rates have been in effect since 2006. Ald. Borgman moved to approve the agreement with a 10% increase in what Tess Corners charges the City. Ald. Melcher seconded; motion carried. The new rates would be: $382.80 for each transport and $191.40 for each nontransport. Discuss Disposal of Used DPW Vehicle At the May 22 meeting, the Committee discussed the possibility of donating a used DPW truck to the Little Muskego Lake District. A memo from Public Works Superintendent Delikat indicated that if the Little Muskego Lake District acquired the used vehicle, anyone driving it would have to possess a CDL (Commercial Driver’s License). In addition, the District could have maintenance issues and the Public Works Department could not provide assistance. Ald. Borgman noted that unfortunately the donation to the Lake District was not a good fit. Discuss Recent Liquor Law License Violations Mayor Johnson stated the Police Department recently conducted an underage alcohol enforcement exercise. Several establishments were in violation. It was determined that the license holders should be requested to appear before the Committee following the first violation. One of the establishments had two violations within a one-year period. The Committee members authorized the Mayor to discuss a voluntary suspension with the license holder. Review and Recommendation Regarding Agreement for Fire Protection with Muskego Volunteer Fire Company The Committee determined that it would recommend approval of the agreement with the same condition as the agreement for Tess Corners. Ald. Borgman moved to approve the agreement for the period July 1 through December 31, 2007 subject to the last quarter payment being left open. Ald. Melcher seconded; motion carried. Finance Committee Meeting June 12, 2007 Page 6 VOUCHER APPROVAL Ald. Melcher moved to recommend approval of General Vouchers in the amount of $496,170.67. Ald. Borgman seconded; motion carried. Ald. Melcher moved to recommend approval of Utility Vouchers in the amount of $111,892.45. Ald. Borgman seconded; motion carried. CITY ADMINISTRATOR’S REPORT Ms. Sheiffer reported that the final billing for the fire study reflected a total cost of $49,075. FINANCE SUPERVISOR’S REPORT Ms. Mueller stated the 2006 financial statements would be available in the next few weeks. ADJOURNMENT Ald. Melcher moved to adjourn the meeting at 6:58 PM.
