Mayor Johnson called the meeting to order at 6:01 PM. In attendance were Committee
Members Ald. Madden and Borgman, City Administrator Sheiffer, Clerk-Treasurer
Moyer, Police Chief Geiszler, Ald. Melcher, Ald. Schaefer, Deputy Clerk Blenski and
those per the attached sheet. Ald. Salentine was excused.
Those present recited the Pledge of Allegiance.
The Deputy Clerk noted that the meeting was noticed in accordance with the Open
Meeting Law.
REVIEW OF MINUTES OF PREVIOUS MEETING
Ald. Borgman moved to approve the minutes of March 27, 2007. Ald. Madden
seconded; motion carried.
LICENSE APPROVALS
Ald. Borgman moved to recommend approval of an Operator’s License for
Christopher Case, Pietro Balistreri, Richard Bonner and Jasvinder Kour subject
to the licensing requirements being completed prior to issuance. Ald. Madden
seconded, motion carried.
Ald. Borgman moved to recommend approval of a “Class B” Retailers’ License
for the Sale of Fermented Malt Beverages and Intoxicating Liquors for LaLicata
Equipment & Leasing, LLC. Ald. Madden seconded; motion carried.
PERIODIC LICENSE REVIEW
The periodic reviews for Kevin Dobson, Susan Sankey, Karla Docter and Shawn
Weltzin did not reveal any new violations.
UNFINISHED BUSINESS
Continued Discussion and Recommendation to Council Regarding a Permit
System for Owners of Vehicles Registered to Addresses on Streets Posted “No
Parking”
The Mayor stated this issue was brought up by Ald. Salentine and deferred at the last
meeting. Police Chief Geiszler and Clerk-Treasurer Moyer were present to discuss the
proposed parking permit ordinance. Chief Geiszler proposed a solution to what is an
isolated problem on Sue Marie Court. He suggested that the existing language in the
Municipal code be amended to allow a vehicle registered to an address in a restricted
parking area to park in that area during the time otherwise prohibited. This would not
apply to other parking restrictions that may exist or arise, such as snow emergencies.
He suggested the following requirements:

(1) The vehicle must be parked on the street immediately adjacent to the
property address to which the vehicle is registered.
(2) The property address must be a residence within a residential zoning
district.
(3) The vehicle owner must reside within such residence.
(4) Only motor vehicles with a gross weight under 10,000 pounds are
eligible.
The Police Department currently allows parking in restricted areas as long as there are
no safety issues. Clerk-Treasurer Janice Moyer stated that she agreed with what the
Police Department was proposing. She requested an opportunity to do more research if
the Committee recommends that the ordinance drafted by Attorney Larson move
forward. Ald. Madden would like to try what the Chief has recommended. Mayor
Johnson concurred. In his experience, most people do not park on the street. He does
not believe a permit system is needed at this time and opposes the idea of people
having to pay for a permit to park in front of their own homes. Ald. Borgman moved to
recommend that the existing ordinance be amended as suggested by Police Chief
Geiszler. Ald. Madden seconded; motion carried.
Recommend Approval of 2007 Agreements for Water Bugs Regarding Water Ski
Jump and Pier Placement
Ald. Borgman stated discussion has taken place with the Water Bugs and concerned
citizens. The Water Bugs have been asked to find a different place on the lake to put
the ski jump when not being used. Ald. Borgman moved to defer a recommendation
regarding the ski jump. Ald. Madden seconded; motion carried. Ald. Borgman
moved to recommend approval of the pier placement for the Water Bugs Ski
Team. Ald. Madden seconded; motion carried.
NEW BUSINESS
Review and Recommendation Regarding Subdivider’s Agreement and Letter of
Credit for Baseler
Mr. Wayne Salentine and Mr. Tim Baseler were present. Mayor Johnson stated the City
Attorney expressed concern about the maintenance of the ditches. A section was
included in the Subdivider’s Agreement that states if the ditches are not maintained to
City standards, the City has the right to repair them and assess the property owners for
the expense. Ald. Madden moved to recommend approval of the Subdivider’s
Agreement and Letter of Credit for Baseler. Ald. Borgman seconded; motion
carried.
Recommend Approval of 2007 Access Agreement Between the City and Lyle
Fickau
The Agreement allows access through the Engel Conservation area to agricultural land
Mr. Fickau leases located to the west. Mayor Johnson stated that the City Attorney
has recommended that the words, “after the one (1) year period” be removed from the
second sentence in the Terms and Renewal section of the Agreement. Ald. Madden
moved to recommend approval. Ald. Borgman seconded; motion carried.

Review and Recommendation Regarding Proposed Ordinance to Amend
Chapter 1, Section 1.10, of the Municipal Code of the City of Muskego
(Department of Engineering)
City Administrator Sheiffer stated the proposed ordinance would reflect the new City
Engineer position would head the Engineering Department and not a combined
Engineering/Building Department as currently referred to in the Municipal Code. Some
of the ordinance language is directly from state statutes. Ald. Borgman moved to
recommend approval. Ald. Madden seconded; motion carried.
Review and Recommendation Regarding Second Amendment to Agreement for
Access and Groundwater Monitoring Between the City of Muskego and Muskego
Site Groundwater Remediation Group
Mayor Johnson stated the proposed amendment allows for additional well monitoring
sites for Well #7. Ald. Borgman moved to recommend approval. Ald. Madden
seconded; motion carried.
VOUCHER APPROVAL
Ald. Madden moved to recommend approval of General Vouchers in the amount
of $545,444.32, Utility Vouchers in the amount of $48,662.93 and Tax Checks in
the amount of $418,233.79. Ald. Borgman seconded; motion carried.
ADJOURNMENT
Ald. Madden moved to adjourn the meeting at 6:45 PM. Seconded by Ald.
Borgman, motion carried.
