Mayor Damaske called the meeting to order at 7:04 PM. In attendance were Committee Members Ald.
Melcher, Ald Salentine, and Ald. Madden, Police Chief Johnson, Information Systems Director Sommers,
Recording Secretary Warhanek, and those per attached sheet. City Administrator Sheiffer was absent and
excused.
Those present recited the Pledge of Allegiance.
The meeting was posted in accordance with the Open Meeting Law on November 11, 2005.
REVIEW OF MINUTES OF PREVIOUS MEETING
The minutes of the November 8, 2005 Finance Committee Meeting were reviewed. Ald. Melcher moved to
approve the minutes. Seconded by Ald. Madden. Ald. Melcher stated the minutes should be corrected to
read, Voucher Approval: Ald. Salentine moved for approval of payment of General Vouchers in the amount
of $770,375.35 and Utility Vouchers in the amount of $322,457.47. Motion carried 3 - 0.
LICENSE APPROVALS
Recommend approval of Operator’s Licenses
Ald. Salentine moved to recommend approval of Operator’s License for Michael Rekowski, Heidi
Reise, Michael Bucek, Tonya Trzecinski, Eldora Lochowicz, and Christina Angelone subject to receipt
of fees, favorable police report, and verification of schooling. Seconded by Ald. Melcher. Motion
carried 3 – 0.
Ald. Salentine moved to recommend approval of Operator’s License for Angela Kintop subject to
three, six, nine, and twelve-month reviews, receipt of fees, and verification of schooling. Seconded
by Ald. Madden. Motion carried 3 – 0.
Ald. Salentine moved to recommend approval of Operator’s License for Wendy Kurk subject to
receipt of fees, favorable police report (waiting for background check from Police Department), and
verification of schooling. Seconded by Ald. Madden. Motion carried 3 – 0.
The Finance Committee continued their interview with Russell Thomas. Ald. Madden moved to
recommend approval of Operator’s License for Russell Thomas subject to receipt of fees and
verification of schooling. Seconded by Ald. Salentine. Motion carried 3 – 0.
Consider “Class B” Beer & Liquor License and Dance Hall License for Villa Italian Pizza – Police Chief
Johnson appeared before the Finance Committee to express his concerns in regard to the “Class B” Beer &
Liquor License applied for by Piero Collura and to recommend the Committee deny the liquor license
application for Villa Pizza of Muskego LLC. Chief Johnson’s concerns included amended application
containing too broad of a description for the area where alcohol will be sold. The line item includes the
address of the property, which would allow the applicant to sell or store alcohol at any location in that
building. Also, the applicant’s father was recently charged with serving alcohol without a license at Villa
Italian Pizza. There were also concerns about recent violations at the establishment in Rockford that was
owned by the father, Guiseppi Collura. Chief Johnson stated it is his belief that Piero Collura and Guiseppi
Collura were in family partnership when they operated The Flag in Rockford and continue to be in family
partnership in attempting to license the Villa Italian Pizza in Muskego. It is Chief Johnson’s belief that Piero
Collura, son of Guiseppi, applied for the license in Muskego so that his father, Guiseppi, whose name was on
the license in Illinois, would not be challenged as an applicant based on his past record. Chief Johnson
stated there was also a State Law in Wisconsin that provides broad discretion for a community in granting
liquor licenses. The broad discretion should include a rational basis (per Municipal Licensing and Regulation
of Alcohol Beverages, League of Wisconsin Municipalities) for denial. A rational basis for denial would be
the adverse impact on the peace, quiet, and cleanliness of the neighborhood where the establishment is
located. The neighborhood affected contains, within 1,000 feet, an elementary and middle school as well as
a high volume bike/recreation path that is directly adjacent to the business. Piero Collura stated he was not
sure of the questions on the application and will change answers if need be. He explained the
circumstances that lead to Villa Italian Pizza operating without a licensed bartender. In regard to the
Rockford incidences Piero Collura stated he was not involved. The owners of the building where Villa Italian
Pizza is located were present and spoke on behalf of Piero Collura. After continued discussion, Ald.
Melcher recommended denying the “Class B” Liquor License for Villa Italian Pizza that Piero Collura
applied for. Seconded by Ald. Salentine. Motion carried 3 – 0.

PERIODIC LICENSE REVIEW
Anthony Bushberger, 9-month review (Operator’s License) - A check with the Wisconsin Crime
Information Bureau and the City of Muskego Police Department Records revealed no new arrest since
August 5, 2005 the date of last report.
Tami Somers, 12-month review (Operator’s License) - A check with the Wisconsin Crime Information
Bureau and the City of Muskego Police Department Records revealed no new arrest since August 5, 2005
the date of last report.
UNFINISHED BUSINESS
Approve voicemail system – Information Systems Director Sommers explained the current voicemail
system that was purchased in 2000. It is a PC based system and runs on Intel computer, Windows NT.
When purchased it was planned to upgrade or replace in five years. Callware no longer supports Client,
viewing of messages on the PC. The company does support the rest of the software but it is unclear for how
long. Information Systems Director Sommers presented the quote for $12,130.00 from Computer Telephony
Inc. The Callegra voicemail upgrade runs on Microsoft Data Engine. The new Callegra software, Unified
Communications, is written on Microsoft.net platform. Client can be used on either Internet Explorer or
Outlook making the new system easier to use. It still has to be determined which system will be used,
Internet Explorer or Outlook. Client licenses for people who receive a lot of voicemail messages will be
increased from five to ten or twenty. Client allows people to view, save, delete, and undelete messages.
Information Systems Director Sommers explained that Callware is the voicemail system and Callegra is the
client piece. Callegra is what lets you use the computer to get voice mail messages back. The client
licenses are paid for per user. Information Systems Director has not received a firm answer as to whether
there will be five or ten free licenses. If additional licenses were purchased they would be $50.00 each. A
life expectancy of five years is expected with the voicemail upgrade. Since it is unknown whether the new
voicemail system will integrate with new phone system, Ald. Madden asked when a new phone system might
be looked at. Information Systems Director Sommers noted that phone systems were recently looked at
thoroughly and knowing what is on the market now, he did not think it was unreasonable to wait five years to
look at a new phone system. Ald. Madden moved to approve the purchase and installation of the
Callware UC system from Computer Telephony Inc. Seconded by Ald. Melcher. Motion carried 3 – 0.
Recommend approval of Muskego Chamber of Commerce Lease Agreement – Mayor Damaske
presented the amended lease agreement between the City of Muskego and the Muskego Chamber of
Commerce. Attorney Molter reviewed the amended agreement and noted the dates of the term be changed
from January 1, 2005 to December 31, 2005 to the corresponding dates for 2006. New terms of the
agreement are:
The rental cost shall be One hundred Seventy-Five dollars ($175) per month during the term of the
lease.
The lease may be renewed at the expiration of the term provided neither party to the lease has invoked
the termination notification provisions of this lease. The rental amount shall automatically increase 5%
per year beginning for the year 2007.
The Lessee has the right to terminate this lease upon thirty (30)-days written notice to the City. The City
has the right to terminate this lease upon ninety days (90) days written notice to the Lessee. The Lessee
agrees that at the termination of this lease or any renewal thereof, they will promptly surrender the
premises to the City and will have removed all Lessee owned property (equipment, etc.). Lessee shall
not be required to remove any walls or other items that it may have constructed during the term of the
lease and shall not do so. Any Lessee owned property remaining on the premises 30 days after
expiration or other termination of this lease shall be deemed abandoned and shall become property of
the City.

Ald. Salentine moved to recommend approval of Muskego Chamber of Commerce Lease Agreement
as amended and with the following correction: This lease shall commence on January 1, 2006 and
terminate on December 31, 2006. Seconded by Ald. Melcher. Motion carried 3 – 0.

November 22, 2005 Finance Agenda was distributed for review. Mayor Damaske noted the meeting would
be starting at 6:00 PM.
ADJOURNMENT – Being no further business to discuss, Ald. Madden moved to adjourn the meeting
at 8:15 PM. Seconded by Ald. Melcher. Motion carried 3 - 0.
