On September 15, 2005 1 inspected the Shultz Rod and Gun Club for conformance with the
provisions of the 6-22-05 Memo to the Committee outlining the items needing to be addressed related
to the rifle range operations. During this inspection the following items were noted, please refer to the
attached pictures for a visual depiction of the inspection.
Picture 1
The site has been clearly posted and the gate was secured at the main entrance to the site. The
posted sign also meets the requirements of years past that a range officer be present during ALL
shooting operations and events. The site is in compliance with the provisions of the Finance
Committee.
Picture 2.
The site has continued to be posted no trespassing, and the fencing, while not intended for security is
in good condition and creates a natural barrier for anyone walking on the site.
Picture 3
This is a picture facing west/north-west at the pistol range. The berm has been modified as requested
by the Committee, and the target plates have been modified to reduce or eliminate the errand rounds
from the back of the target site. The inspection of the area and the top of the berm showed no signs of
any errand rounds leaving the pistol range area.
Picture 4,5,6,7
These pictures are of the northern side of the shotgun range facing west The ballistic barriers (baffles)
are in good condition and do not show any new signs of errant rounds or damage to the structure. The
targets have been cut to a maximum of two feet and have been modified to remove the cross bracing,
thus reducing the possibility of an errand round. A review of the back slopes or berms behind the target
showed that the impacts are in the lower 1/3 quadrant of the berm in conformance with the
requirements of the Committee. In picture 6 you can see the evidence of the impact into the base of
the berm, with dense vegetative cover on the top and side slopes of the berm.
Pictures 8-14
The pictures are of the rifle range area facing west. The Committee had several very specific requests
of this area, namely the installation of an "eye brow' and the modification of several of the target areas.
The Club has made all of the changes requested including the installation of the eye -brow barrier. The
inspection has revealed that the impacts of the rifle shots are in the lower % of the berm and a further
investigation has revealed that the structure supporting the "eye -brood' has zero impact hit from any
stray or errant rounds. The pictures also show that the target systems have been further modified to
eliminate or substantially decrease the possibility of an errant round. In pictures 9 and 10 there is
evidence that the impacts of the rifle rounds are completely contained under the eye -brow structure.
The pictures also show that the vegetative cover on top of the berm has not been impacted by the rifle
shots, further evidence that the systems in place are working adequately.
The remainder of the investigation revealed that there are a few more items that need to be addressed
in the up coming months, they are mostly surrounding the pistol ranges and the competition areas. The
berms in these areas need to have additional clean debris free fill material placed on them. The berm
heights should also been increased to a minimum of 6-6 feet. The inspection didn't show any evidence
that these areas were being used, or had been used for quite some time. I would like to see these
areas addressed prior to the spring shooting leagues starting.
Therefore, based on the inspections completed, I recommend that the Finance Committee continue to
allow the operations of the original permit application with an additional 3 month review of the premise
for substantial compliance.
