FM20050921 CITY OF MUSKEGO Approved FINANCE COMMITTEE MINUTES Audio Recording Available Wednesday, September 21, 2005 7:00 PM Muskego City Hall, Aldermen’s Room W182 S8200 Racine Ave. Mayor Damaske called the meeting to order at 7:08 PM. In attendance were Committee Members Ald. Melcher, Ald. Salentine, and Ald Madden, and those per attached sheet. Those present recited the Pledge of Allegiance. The meeting was posted in accordance with the Open Meeting Law on September 16, 2005. REVIEW OF MINUTES OF PREVIOUS MEETING The minutes of the September 13, 2005 Finance Committee Meeting were reviewed. Ald. Melcher moved to approve the minutes. Seconded by Ald. Madden. Motion carried 3 - 0. LICENSE APPROVALS Ald. Salentine moved to recommend approval of Operator’s License for Stephanie Schuler and Jean Boettcher subject to receipt of fees, favorable police report, and verification of schooling. Seconded by Ald. Madden. Motion carried 3 – 0. Ald. Salentine moved to recommend approval of Operator’s License for Amber Salla subject to three, six, and nine-month reviews, receipt of fees, and verification of schooling. Seconded by Ald. Madden. Motion carried 3 – 0. Ald. Salentine moved to recommend approval of Operator’s License for Sara Korotka subject to three, six, and nine-month reviews, receipt of fees, and verification of schooling. Seconded by Ald. Madden. Motion carried 3 – 0. Ald. Salentine moved to recommend approval of Operator’s License for James Brinks subject to receipt of fees, favorable police report, and verification of schooling. Seconded by Ald. Madden. Motion carried 3 – 0. Outside Dance Permit and Amendment to Premise – Vera Pires d/b/a Spitfire Food & Spirits – 10/1/2005 – Application for Outside Dance Permit and Temporary Amendment to Licensed Premise was submitted for a poker run fund raiser to be held by Spitfires Food & Spirits on October 1, 2005. Licensee Vera Pires met with Committee. At this time Ms. Pires is not sure if a band would be performing. The temporary amendment to licensed premise is to cover the time of 8:30 AM to 11:30 PM and includes tent and fenced outside area located at side of premise, and outside music east of building and front of building. The early hour was requested because people will be registering outside for the Poker Run. The Outside Dance Permit request is from 8:30 AM to 11:00 PM, outside band and beer sales. This also would cover the people registering for the poker run. Outside hours for band would be from 7:00 PM to 11:00 PM. Ms. Pires answered the Committee’s questions in regard to recent complaints. Ald Salentine moved to recommend approval of Outside Dance Permit and Amendment to Premise for the event to be held on October 1, 2005 with music ending by 11:00 PM. Seconded by Ald. Melcher. Motion Carried 3 – 0. PERIODIC LICENSE REVIEW The Lakeview Tavern – Lucht, 3 month review – In response to the Record Check Form submitted by the Clerk-Treasurers Office to the Muskego Police Department, the Muskego Police Department reported no new violations on record. Finance Committee Meeting September 21, 2005 - Page 2 Archery/Trap/Shooting Range at Schultz’s Gun Club – 3 month review – At the June 22, 2005 Finance Meeting the Committee recommended approval of Archery/Trap/Rifle License contingent on three, six, nine, and twelve-month review and other conditions as stated in Engineering/Building Inspection Director Sean McMullen’s memorandum dated June 22, 2005 including recommended timeline of three months. Representatives of Schultz Gun Club and residents from the area met with the Finance Committee. Ald. Salentine read Engineering/Building Inspection Director Sean McMullen’s memorandum dated September 15, 2005; see attached, and reviewed pictures submitted with memorandum. Representatives from Schultz’s Gun Club stated they would be moving forward shortly in regard to competition areas and have been in touch with Engineering/Building Inspection Director McMullen. It was noted that an incident was made to the Police Department on September 14, 2005. Ald. Salentine moved to approve continuation of license with three-month review and to defer September 14, 2005 report until investigation is completed by Police Department. Discussion continued on the increased noise level now that new safety devices have been installed. Representatives from Schultz’s Gun Club mentioned that they are continuing to pursue purchasing the land. After the land is purchased their goal is to turn the rifle range ninety degrees toward the lake and put the rifle bays in an enclosed shooting structure. Shooting in an enclosed structure should contain about ninety-nine percent of the noise. What is heard now is echo off of the baffles. The structure would be built ten to fifteen feet high with baffles so that everything is aimed downward. The last point of impact should be approximately 500 yards from the lake. Another resident stepped forward to speak about the safety to residents bordering the range. Hunting that occurs on Mystic Drive was discussed. A resident made an offer to invest money in the Gun Club if the rifle bay structure was erected in nine months. Representatives from the Gun Club want to continue discussion with the resident outside of the Finance Committee Meeting. The hours of the range are 10:00 AM to dusk. The September 14 incident was discussed. The resident stated his vehicle was shot seven times. This incident is being investigated. Seconded by Ald. Madden. The date for the next review is Wednesday, January 4, 2006. Motion carried 3 – 0.
