FM20050907 CITY OF MUSKEGO Approved FINANCE COMMITTEE MINUTES Audio Recording Available Wednesday, September 7, 2005 7:00 PM Muskego City Hall, Aldermen’s Room W182 S8200 Racine Ave. Mayor Damaske called the meeting to order at 7:00 PM. In attendance were Committee Members Ald. Melcher (arrived at 7:04 PM), Ald. Salentine, and Ald. Madden, Conservation Coordinator/Urban Forester Tom Zagar, and those per attached sheet. Those present recited the Pledge of Allegiance. The meeting was posted in accordance with the Open Meeting Law on September 2, 2005. Amended agenda was posted on September 2, 2005 and second amended agenda was posted on September 6, 2005. REVIEW OF MINUTES OF PREVIOUS MEETING The minutes of the August 23, 2005 Finance Committee Meeting were reviewed. Ald. Madden moved to approve the minutes. Seconded by Ald. Salentine. Motion carried 3 - 0. LICENSE APPROVALS Ald. Salentine moved to recommend approval of Operator’s License for Mark Sobczak subject to receipt of fees, favorable police report, and verification of schooling. Seconded by Ald. Madden. Motion carried 3 – 0. Ald. Salentine moved to recommend approval of Operator’s License for Sarah Butke and Katie Shorts subject to three, six, nine, and 12-month reviews, receipt of fees, and verification of schooling. Seconded by Ald. Madden. Motion carried 3 – 0. Outside Dance Permit and Amendment to Premise – Spitfires Food & Spirits – 9/16/2005 and 9/17/2005 – Application for Outside Dance Permit was received for an event to be help by Spitfires Food & Spirits on September 16 and 17, 2005 from 7:00 PM to 11:00 PM. Also received was a request for temporary amendment to licensed premise for September 16 and 17, 2005 from 5:00 PM to 11:30 PM to include tent and fenced outside area located on the side of premise and music to the east of the building and front of the building. Beer will be served at the event. Ald Madden moved to recommend approval of Outside Dance Permit and Amendment to Premise for the events to be held on September 16 and 17, 2005. Seconded by Ald. Salentine. Motion Carried 3 – 0. Recommend approval of Temporary Class “B” License – Make A Wish Foundation of Wisconsin 9/10/2005 – Mr Reid Murphy of Insane Choppers met with the Finance Committee in regard to a fund-raiser for Make-A- Wish- Foundation of Wisconsin to be held on September 10, 2005 from 11:00 AM to 7:00 PM. Times for Temporary Class “B” License, 9:00 AM to 9:00 PM, includes setup and cleanup. The premise to be covered includes front parking lot and Insane Chopper building. Beer will be contained to tent with snow fence around tent. Security will be provided and identification will be checked and wristbands issued to those of legal age. Ald. Salentine moved to recommend approval of Temporary Class “B” License. Seconded by Ald. Madden. Motion carried 3 – 0. Class “B” Beer and Liquor License – Pioneer Enterprises, Inc., DBA Marx Pioneer Inn – An application for Original Alcohol Beverage License Application was received for Marx Pioneer Inn. Agent Mr. Mark Sobczak explained that he would be cleaning the building, paving the parking lot, and fixing the sign. He has been in touch with the historical society and understands there is a history with the building so he wants to keep a historical front. Food including pizza will be served. The correct registered name is Pioneer Inn Enterprises, Inc. The State has made the correction (Inn was left out of name). Ald. Salentine moved to recommend approval of Class “B” Beer and Alcohol Beverage License for Marx Pioneer Inn. Seconded by Ald. Madden. Motion carried 3 – 0. PERIODIC LICENSE REVIEW Review of Operator’s License – Anthony Bushberger (6-Month Check) – In response to the Record Check Form submitted by the Clerk-Treasurers Office to the Muskego Police Department, the Muskego Police Department reported no new violations on record. Review of Operator’s License - Tami Somers (9-Month Check) – In response to the Record Check Form submitted by the Clerk-Treasurers Office to the Muskego Police Department, the Muskego Police Department reported no new violations on record. Finance Committee Meeting September 7, 2005 - Page 2 Review of Operator’s License – Justin Hart (6-Month Check) – In response to the Record Check Form submitted by the Clerk-Treasurers Office to the Muskego Police Department, the Muskego Police Department reported no new violations on record. UNFINISHED BUSINESS NEW BUSINESS Recommend approval of joint funding agreement with U.S. Geological Survey for outlet monitoring on Big Muskego Lake – Conservation Coordinator/Urban Forester Tom Zagar explained that the funding is for ongoing outlet monitoring that began in 1988 at the gauging station located at the Big Muskego Lake dam. The gauging station collects “real time” data for lake water level above dam, water level below dam, dam gate opening, and rain gauge. Water level management is an important tool in the management of Big Muskego Lake for both lake ecology and human recreational use. It is also valuable to continuously track lake levels to alleviate potential flooding situations. The following joint funding is for October 1, 2005 to September 30, 2006: U.S. Geological Survey, United Stated Dept. of the Interior $4,718.00 City of Muskego 3,538.00 Big Muskego Lake District 3,538.00 The City of Muskego’s portion is included in the proposed budget. Ald. Madden moved to recommend approval of the Joint Funding Agreement with the U.S. Department of the Interior, U.S. Geological Survey. $3,538.00 from Priority Lakes Special Revenue Account. Seconded by Ald. Melcher. Motion carried 3 – 0. Authorize expenditure for auditing of Time Warner Cable – Mayor Damaske received a letter from Regional Telecommunications Commission, which Muskego is a member of, requesting Muskego participate with other communities in an audit of Time Warner Cable by Virchow Krause. The purpose of the audit is to see if each community is being paid the appropriate royalties from the shopping channels and QVC. An audit was done in the Appleton area and it was discovered that communities were not receiving the royalties. When the audit was done Time Warner all of a sudden started paying the royalties. There are twenty-nine communities and it is proposed to use the following five communities as a sampling: Glendale, Franklin, Greendale, Wauwatosa, and Waukesha. The Communities would each pay $357.15 toward the audit. At this time a majority of the twenty-nine communities have committed to the audit. Ald. Madden moved to approve $357.15 from account 100.01.01.00.5303 to participate in the auditing of Time Warner Cable by Virchow Krause. Seconded by Ald. Salentine. Motion carried 3 – 0.
