Mayor Damaske called the meeting to order at 7:02 PM. In attendance were Committee Members Ald.
Melcher and Ald. Madden, Police Chief John Johnson, Information Systems Director Joe Sommers, and
those per attached sheet. Ald. Salentine was excused from the meeting.
Those present recited the Pledge of Allegiance.
The meeting was posted in accordance with the Open Meeting Law on July 15, 2005.
REVIEW OF MINUTES OF PREVIOUS MEETING
The minutes of the July 12, 2005 Finance Committee Meeting were reviewed. Ald. Melcher moved to
approve the minutes. Seconded by Ald. Madden. Motion carried 2 - 0.
LICENSE APPROVALS
Ald. Madden moved to recommend approval of Operator’s License for Danielle Sorensen, Crystal
Kellog, and Stephen Panitzke subject to receipt of fees, favorable police report, and verification of
schooling. Seconded by Ald. Melcher. Motion carried 2 – 0.
Outside Dance Permit and Amendment to Premise – The Brick House Bar & Grill – 9/17/05 – William
Weber was present to answer committee questions in regard to event to be held at The Brick House Bar &
Grill. Mr. Weber stated that there will be a band at the event and they will stop playing at 10:00 PM. They
also are planning on having a dunk tank with proceeds going to the Fire Department. Ald. Melcher moved
to recommend approval of Outside Dance Permit for The Brickhouse Bar & Grill for September 17,
2005 from 2:00 PM thru 11:00 PM, band playing until 10:00 PM, and amendment to premise
description to include parking lot on September 17, 2005 from 2:00 PM to 11:00 PM. Seconded by
Ald. Madden. Motion carried 2 – 0.
PERIODIC LICENSE REVIEW
Joseph Gross – 9 Month Review – A check with the Wisconsin Crime Information Bureau and the City of
Muskego Police Department Records revealed no new arrest since April 14, 2005 the date of last report.

NEW BUSINESS
Upgrade of Assessor’s CAMA product to bring in-house – Information Systems Director Joe Sommers
explained that the City of Muskego has utilized Waukesha County to provide CAMA services since 1986 and
has supported the current package since 2000. Waukesha County will not be renewing CAMA services for
2006. In 2003 the City received notice that CAMA services with Waukesha County were to be terminated on
December 31, 2004. Waukesha County later agreed to extend the contract until December 31, 2005. The
Assessor’s Office needs to get a replacement system up and running during 2005, to be on-line for the start
of the calendar year 2006. The upgrade cost includes utilizing CLT to bring the existing system in-house and
run it on a Windows Server. Support will be received from CLT. $43,020.00 was approved in the 2005
Capital Budget. Information Systems Director reviewed other systems looked at. Mayor Damaske
questioned the possibility of working with another community. One of the major disadvantages is the City
would not be able to close out our values until other community on the system closed out theirs. Also, the
network would be shared and someone would have to maintain the network for both communities. Licensing
expense would remain the same so the only saving would be the server cost. The upgrade of the CAMA
system would cost $40,613.00 plus 2006 maintenance costs of $12,490.00 per year. Information Systems
Director presented proposed changes to CLT Articles of Agreement and City of Muskego – 2005 Computer
Assisted Mass Appraisal (CAMA) Requirements (see attached). Information Systems Director Sommers was
asked to look into getting a three-year maintenance contract at a reduced cost per year of $10,000.00. Ald.
Melcher moved to recommend approval of $40,613.00 for the agreement with Tyler Technologies Inc.,
Assessment & Tax Division, Dba: Cole Layer Trumbele Co., Tyler, CLT for CAMA services and
$12,490.00 or less for maintenance. Seconded by Ald. Madden. Motion carried 2 – 0.

Donation of discontinued PCs – Information Systems Director Joe Sommers is requesting the donation of
PCs to St. Leonards and St. Pauls. The PCs were purchased between 1999 and 2001. The City will be
keeping the five best PCs in storage for requests that come up within the City. Ald. Madden moved to
approve the donation of eleven PCs to St. Leonards and eleven PCs to St. Pauls. Seconded by Ald.
Melcher. Motion carried 2 – 0.
Recommend approval of salary step adjustment for Heather Kraus – Police Chief John Johnson
requested an increase in salary for Telecommunicator Heather Kraus commensurate with her experience.
Recently she accepted a full-time Telecommunicator position. Since 1997 she has been employed as a
Clerk/Telecommunicator, working about thirty percent of the time as a Telecommunicator. Ms. Kraus
currently is at her top pay range for Clerk at the thirty-six month step and receives out of class
Telecommunicator pay at the top step also at thirty-six months. The labor contract with the City, Section
20.08 provides that when an employee accepts a promotion he/she shall be paced on the salary schedule at
the next higher rate of pay than his/her present salary. This provision in the contract Chief Johnson believes
is designed for when a person is in the process of learning and is at the mid-step on the
Clerk/Telecommunicator schedule and receives a promotion to Telecommunicator and has not achieved all
the training and experience necessary to get to the top pay level. This request is not without precedent.
Ald. Madden moved to recommend adjustment to the top step at thirty-six months for
Telecommunicator Heather Kraus. Seconded by Ald. Melcher. Motion carried 2 – 0.

at 7:43 PM. Seconded by Ald. Melcher. Motion carried 2 - 0.
