Mayor Damaske called the meeting to order at 7:08 PM. In attendance were Committee Members Ald.
Melcher and Ald. Salentine, Engineering/Building Inspection Director Sean McMullen, and those per
attached sheet. Ald. Madden was excused from the meeting.
Those present recited the Pledge of Allegiance.
The meeting was posted in accordance with the Open Meeting Law on May 13, 2005.
REVIEW OF MINUTES OF PREVIOUS MEETING
The minutes of the May 10, 2005 Finance Committee Meeting were reviewed. Ald. Salentine moved to
approve the minutes. Seconded by Ald. Melcher. Motion carried 2 - 0.
LICENSE APPROVALS
Ald. Salentine moved to recommend approval of Operator’s License for Michael Slifka, Jennifer
Timmerman, Lisa Marie Fox, Nicholas Blawat, and Kristine Froehlich and Temporary Operator’s
License for Eloise Wilde-Lembcke, subject to receipt of fees, favorable police report, and verification
of schooling. Seconded by Ald. Melcher. Motion carried 2 - 0.
The Finance Committee continued their interview with Athena Webster. Ald. Salentine moved to
recommend approval of Operator’s License for Athena Webster subject to receipt of fees, verification
of schooling, and three, six, nine, and twelve month reviews. Seconded by Ald. Melcher. Motion
carried 2 – 0.
A Class B and Class C Liquor License for the year 2005 – 2006 was applied for by Beef ‘O’ Brady’s located
at W189 S7761 Racine Ave. The Finance Committee met with the Agent, John Williams. Ald. Salentine
moved to recommend approval of Class B and Class C Liquor License for Beef ‘O’ Brady’s.
Seconded by Ald. Melcher. Motion carried 2 – 0.
Bethlehem Lutheran Church applied for a Class “B” Liquor License for their Strawberry Festival – Civil War
Living History Event. The event will take place on June 18, 2005 from 9:00 AM to 10:00 PM and on June 19,
2005 from 11:00 AM to 2:00 PM, (event ends at 2:00 PM, cleanup taking place from 2:00 PM until 4:00 PM).
Ald. Salentine moved to recommend approval of a Class “B” Liquor License being issued to
Bethlehem Lutheran Church for their event to be held June 18 and 19, 2005. Seconded by Ald.
Melcher. Motion carried 2 – 0.
The Muskego Volunteer Fire Company Ladies Auxiliary applied for a Temporary Class “B”/”Class B” Liquor
License for pig roast to take place on July 29, 2005 with sale of fermented malt beverages and wine taking
place from 5:00 PM to 9:00 PM. The event will be held at the Regency, W181 S8540 Lodge Blvd. Ald.
Melcher moved to recommend approval of a Temporary Class “B”/”Class B” Liquor License being
issued to the Muskego Volunteer Fire Company Ladies Auxiliary for their event to be held on July 29,
2005. Seconded by Ald. Salentine. Motion carried 2 – 0.
PERIODIC LICENSE REVIEW
Review violation at Pioneer Inn – closing hour – In a memorandum to the Finance Committee Chief
Johnson recommended that the owner of the Pioneer Inn appear before the Finance Committee to discuss
the violation of bar closing hours. Ald. Salentine moved to request the presence of Travis Podrug,
Agent for Pioneer Inn, at the Wednesday, June 8, 2005 Finance Committee Meeting. Seconded by
Ald. Melcher. Motion carried 2 – 0.

Request to replace City Hall printer – The printer from the Engineering Department has been installed in
the Clerk-Treasurer’s Office. Item removed agenda.
Consideration of Printer SeNSe program for printer maintenance – Ald. Melcher moved to defer to the
June 8, 2005 Finance Committee meeting. Seconded by Ald. Salentine. Motion carried 2 – 0.
Review recommendation to disallow claim - Kleppin – Clerk/Treasurer Janice Moyer forwarded letter
received from Midwest Claims Service, the claim administrator for the League of Wisconsin Municipalities
Mutual Insurance Plan and the Police Department report regarding the incident. Midwest Claims Service
received notice of claim in which the claimants have sustained property damage. The City of Muskego
Police Department breached two doors at the claimant’s home, while responding to a 911 call. Midwest
Claims Service has completed their investigation of this claim and recommends that the City of Muskego
deny this claim pursuant to the Wisconsin statue for disallowance of claim 893.80(1g). The disallowance of
the claim will allow Midwest Claims Service to shorten the statue of limitations period to six months. The
basis of the denial is that the City of Muskego is entitled to governmental immunity. Their investigation has
revealed that the City Police Department deemed it necessary to breach the doors in order to determine if
the residents needed aid. The City of Muskego Police Department was performing a governmental function.
Mr. Kleppin explained that he understood their action. He distributed copy of note left by the responding
officer. Mr. Kleppin stated he had to do some emergency repairs and continued to explain the damage to
both doors. Mr Kleppin presented the question he asked of the Lieutenant, why didn’t the officers while they
were working on one door, just take out the window? The window maybe would cost $10.00 to replace. Ald.
Melcher recommended approval of paying the $1,822.35 claim submitted by Mr. Kleppin. Seconded
by Ald. Salentine. Motion carried 2 – 0.
Recommend approval of the creation of Building Inspector position – Engineering/Building Inspector
McMullen is requesting an earlier start date (2005 budget allowed for a July start) for the new Building
Inspector position. The department has been stretched with the limited services of two inspectors. He
presented reports of permits, inspections and revenue for 2002 – 2005, built and proposed subdivisions from
2000 – 2005, breakdown of permits issued 2002 – 2005, and 2003 – 2005 budget for contracted services.
Engineering/Building Inspector Director McMullen believed the salary scale was between $37,500.00 to
$51,000.00. The new employee would be starting at one hundred percent of midpoint. The purpose of this
position is to inspect construction for compliance with building, plumbing, electrical, HVAC, erosion control
and zoning ordinances, codes, standards and statues. The position is also responsible for reviewing plans
for new commercial buildings, new homes, additions, alterations, accessory buildings and repairs. Grade
points for the position are KN:5IIIp (187); PR: 4De (61); A/R D112c (81); WC: B3s (18), total points 347. The
earlier start date has been discussed with Interim Finance Director Sharon Mueller and funding is available.
The Public Works Committee at their April 26, 2005 meeting recommended to the Common Council the need
for an additional building inspector pursuant to Resolution #200-2004. Ald. Salentine moved to
recommend approval of Building Inspector position. Seconded by Ald. Melcher. Motion carried 2 –
0.
Review cost to frame paintings by Karry Wohlust (paintings donated to City) – Mayor Damaske stated
that Artist Karry Wohlust, a past Muskego resident, donated thirteen oil paintings to the City depicting
historical scenes of Muskego. The paintings will be hung at the City of Muskego Public Library. A Muskego
gentleman has offered to frame the paintings in mission style and hang the paintings for $1,855.00. This
price includes a security system so the paintings can’t be removed from the wall. A key would be required
for removal. The money for the framing and hanging of the paintings will be paid from account
100.01.06.00.5704. Ald. Salentine moved to approve $1,855.00 for the framing and hanging of the
pictures. Seconded by Ald. Melcher. The $1,855.00 does not include brass plaques. When price is
available for the brass plaques it will be brought before the Finance Committee for approval. Motion carried
2 – 0.
Create City Administer Position, approve job description including points and pay grade, and
approve employment advertisement – Ald. Melcher moved to recommend approval of the creation of
the City Administer Position, job description including points and pay grade, authorizing quote of
$325.00 for point evaluation from the consulting firm of PSPC, and employment advertisement.
Seconded by Ald. Salentine. Motion carried 2 – 0.

Discussion in regard to RFP’s for accounting consultants – Ald. Salentine stated at the COW meeting it
was decided to wait until a City Administer was hired. Engineering/Building Inspector McMullen stated that it
could take about a month to put together a RFP (Request for Professional Service). He explained the steps
involved. The staff at City Hall could write a basic request for RFP that would list all of the duties for the
audits, GASB 34, and other documents that need to be prepared. The Finance Committee then could
approve a firm scope that would be sent to auditing firms. The auditing firms would have about two weeks to
two and a half weeks to submit their proposal. The committee would review proposals and score the firms
blindly. During this process the dollar amounts are in a sealed envelope. The reason for this is the firm that
is the cheapest may not be the best for the City. This is not a bid; you do not have to change if you do not
like the results. A line item should be included in request for proposal that states all contacts/questions
should be directed to a specific person. If there is any contact made by any of the firms in regard to the RFP
to anyone within the City it is cause for dismissal. A decision will then have to be made to invite firms to the
City. The Committee of the Whole may want to be involved. Interim Finance Director Sharon Mueller should
also be involved in review procedure. Engineering/Building Director McMullen would meet with Interim
Finance Director Mueller and Clerk-Treasurer Janice Moyer to prepare a draft scope that then would be
presented. Ald. Salentine moved to defer to the June 8, 2005 Finance Committee meeting. Seconded
by Ald. Melcher. Motion carried 2 – 0.
MAINTENANCE AGREEMENTS
Approve maintenance agreement for Materials Security System $1,295.00, 2004 $1,250.00 – Library
Director Holly Sanhuber sent memorandum requesting maintenance for the materials security system. The
agreement includes “…virtually all labor, parts and any other equipment modifications necessary …”.
Without a maintenance agreement in place, there is a callout charge of between $285.00 and $385.00, labor
at $200.00 per hour, and parts. Ald. Melcher moved to approve the Materials Security System
maintenance agreement with 3M for $1,295.00. Seconded by Ald. Salentine. Motion carried 2 – 0.
