FM20041012 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD TUESDAY, OCTOBER 12, 2004 The meeting was called to order at 7:18 pm by Mayor Slocomb with Committee Members Salentine and Schroeder present along with Aldermen Buckmaster, Borgman, Melcher and Patterson, and Deputy Clerk Blenski. Alderman Madden was not present. Those present recited the Pledge of Allegiance. Mayor Slocomb stated the meeting was noticed in accordance with the open meeting law. APPROVAL OF MINUTES Ald. Salentine moved to approve minutes of the meeting held October 6, 2004. Seconded by Ald. Schroeder; motion carried. UNFINISHED BUSINESS Amendment to Personnel Code for Management and Other Nonrepresented Employees (Health Insurance Co-Payment) The Mayor noted this item was deferred by the Committee at the October 6 meeting. Ald. Salentine moved to recommend approval. Ald. Schroeder seconded. Ald. Schroeder asked if the Police Association had signed the Settlement Agreement. The Mayor responded no; only the Public Works/Public Utilities Settlement Agreement has been signed. He stated the health insurance language in the Personnel Code is consistent with the language in the Settlement Agreements. Motion carried. Amendment to Personnel Code for Management and Other Nonrepresented Employees (Payment in Lieu of Health Insurance Coverage) The Mayor noted this item was also deferred by the Committee at the October 6 meeting. Ald. Salentine moved to recommend approval. Ald. Schroeder seconded; motion carried. NEW BUSINESS Review 2005 Urban Forestry Grant Program Application Mayor Slocomb stated the grant requires a 50% match by the City, which can be contributed through labor and equipment. Ald. Salentine moved to recommend approval. Ald. Schroeder seconded; motion carried. Approval of 2004 and 2005 Public Works/Utilities Settlement Agreement Ald. Schroeder moved to recommend approval. Ald. Salentine seconded; motion carried. Review Bids for Freedom Square Dredging Project The following bids were received: C. W. Purpero, Inc. $110,450.00 Western Contractors, Inc. $ 82,110.00 Finance Committee Minutes Page 2 October 12, 2004 Terra Engineering and Construction $ 68,237.00 Ald. Salentine moved to recommend acceptance of the low bid submitted by Terra Engineering and Construction in the amount of $68,237. Ald. Schroeder seconded; motion carried. REDUCTION IN LETTER OF CREDIT Reduction in Letter of Credit for Nature Estates - $54,692 Ald. Salentine moved to approve Letter of Credit reduction for Nature Estates in the amount of $54,692 pursuant to a recommendation of Engineering/Building Inspection Director Sean McMullen. Ald. Schroeder seconded; motion carried. Reduction in Letter of Credit for Southeast Water Main for Stonebridge - $340,000 and for St. Andrews - $340,000 Ald. Schroeder moved to defer Letter of Credit reduction for Stonebridge for the Southeast Water Main extension in the amount of $340,000 pursuant to request of Engineering/Building Inspection Director Sean McMullen in memo dated October 11, 2004. Ald. Salentine seconded; motion carried. Ald. Salentine moved to approve Letter of Credit reduction for St. Andrew’s Village for the Southeast Water Main extension in the amount of $340,000 subject to the Developer’s Deposit being brought to a positive balance pursuant to a recommendation of Engineering/Building Inspection Director Sean McMullen. Ald. Schroeder seconded; motion carried. VOUCHER APPROVAL Ald. Salentine moved for approval of payment of General Vouchers in the amount of $562,111.78 and Utility Vouchers in the amount of $28,089.85. Ald. Schroeder seconded; motion carried. ADJOURNMENT Ald.
