FM20040922 CITY OF MUSKEGO Approved FINANCE COMMITTEE MINUTES Wednesday, September 22, 2004 7:00 PM Muskego City Hall, Aldermen’s Room W182 S8200 Racine Ave. Mayor Slocomb called the meeting to order at 7:05 PM. In attendance were Committee Members Ald. Salentine, Ald. Schroeder, and Ald. Madden, Finance Director Dawn Gunderson, and those per attached sheet. Those present recited the Pledge of Allegiance. The meeting was posted in accordance with the Open Meeting Law on September 17, 2004. REVIEW OF MINUTES OF PREVIOUS MEETING The minutes of the September 14, 2004 Finance Committee Meeting were reviewed. Ald. Salentine moved to approve the minutes. Seconded by Ald. Schroeder. Motion carried 3 - 0. LICENSE APPROVALS Ald. Salentine moved to recommend approval of Operator’s License for Lisa Garner, Michael Rahm, Nicole Wilbur, Sandra Rakowski, and Rita Sullivan subject to receipt of fees, favorable police reports, and verification of schooling. Seconded by Ald. Madden. Motion carried 3 - 0. Recommend Approval of Dog Fancier Permit - Schachner – An application for Dog Fancier Permit was received from Tanya Schachner. Ms. Schachner presented pictures of her home and fenced in yard. Ms. Schachner explained that she would like to operate a pet sitting business from her home. After discussion, Ald. Schroeder moved to approve Dog Fancier Permit for Tanya Schachner. Seconded by Ald. Salentine. Motion carried 3 – 0. PERIODIC LICENSE REVIEW Six-Month Review for Operator’s License – J. Stewart – A check with the Wisconsin Crime Information Bureau and the City of Muskego Police Department Records revealed no new record of arrest since June 11, 2004, the date of last report. UNFINISHED BUSINESS Approve SBC Centrex Contract (deferred 5/5/04, 5/19/04, 6/2/04, 7/21/04, 8/4/04, 8/18/04) – Ald. Madden moved to defer to the October 20, 2004 Finance Meeting. Seconded by Ald. Schroeder. Motion carried 3 - 0. Approve SBC CompleteLink Contract (deferred 5/5/04, 5/19/04, 6/2/04, 7/21/04, 8/4/04, 8/18/04) - Ald. Madden moved to defer to the October 20, 2004 Finance Meeting. Seconded by Ald. Schroeder. Motion carried 3 - 0. NEW BUSINESS Approve Denoon Park Turf Restoration Cost – The Parks & Recreation Board is recommending for approval the soccer field turf restoration at Denoon Park (upper area of the park). The restoration includes topsoil, starter fertilizer, and seed and mulch in with straw. The quote of $2,600.00 from F & W Landscape Specialists will be split 50/50 with the Muskego Kickers. Ald. Schroeder moved to approve $1,300.00 for Denoon Park soccer field turf restoration, money paid from Park Dedication account. Seconded by Ald. Salentine. Motion carried 3 – 0. Approve Mill Valley Parking Lot Paving Cost – Parks and Recreation Director Craig Anderson stated in a letter to Committee that the Parks & Recreation Board is recommending for approval the obligated payment, by facilities agreement, for the Mill Valley Elementary School parking lot paving. The Committee received a copy of page-two of the General Facility Agreement that covers Section III Improvements, part B Parking Lot – Mill Valley. This section states the City shall budget one-third of estimated improvement costs of the east parking lot parallel to Hillendale Drive. Ald. Schroeder moved to approve $13,809.00, money paid from Parks Dedication Account. Seconded by Ald. Salentine. Ald. Schroeder questioned if this was for the east parking lot or the entire parking lot. Mayor Slocomb to verify that it is the east parking lot. Discussion continued on fabric option. The pave dry fabric over the existing pavement will extend new pavement life by fifty percent. Motion carried 3 – 0. Finance Committee Meeting September 22, 2004 - Page 2 MAINTENANCE AGREEMENTS - None RELEASE OF FUNDS--None REDUCTION IN LETTER OF CREDIT - None VOUCHER APPROVAL – None FINANCE DIRECTOR’S REPORT - Finance Director Gunderson distributed Finance Director’s Report (see attached) for the Finance Committee to read. Finance Director Gunderson stated the Committee of the Whole will be meeting on September 23, 2004 for their second discussion on 2005 Operating Budget and follow up on the 2005 Capital Budget. Engineering/Building Inspection Director Sean McMullen and Chief John Johnson will be present at this meeting. Mayor Slocomb and Finance Director Gunderson will be meeting with the Fire Departments for the second time this week on September 23, 2004. Library Director Holly Sanhuber e-mailed Committee of the Whole information on vandalism at the Library. Interim Planning Director Jeff Muenkel is putting together Economic Development costs. Finance Director Gunderson has received the estimate for State Shared Revenue and the final budget number from County on Radio. Transportation aids are still unknown.
