FM20040511 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD TUESDAY, MAY 11, 2004 The meeting was called to order at 7:10 PM by Mayor Slocomb with Committee Members Salentine, Schroeder and Madden present along with Aldermen Buckmaster, Patterson and Borgman, Building/Engineering Inspection Director McMullen and Acting Clerk-Treasurer Blenski. Mayor Slocomb stated the meeting was noticed in accordance with the open meeting law. APPROVAL OF MINUTES Ald. Salentine moved to approve minutes of the meeting held May 5, 2004. Seconded by Ald. Schroeder, motion carried. NEW BUSINESS Review Bid for Official City Newspaper CNI submitted the following bid: stnd 1 2 Insertion Insertion Per Line Common Council Proceedings $ 0.49 $ 0.39 City’s Legal Notices $ 0.49 $ 0.39 Per Column Inch For Display Ads, Sample Ballots, and Other Matter Set in a Display Format $ 3.94 $ 3.10 Affidavit $1.00 each The bid amounts are less than those submitted in 2003. Ald. Salentine moved to recommend approval. Ald. Schroeder seconded; motion carried. Approval of Lease - Engel Property Mr. McMullen was present to discuss the proposed lease for the Engel property. The lessee will be Lyle Fickau who has leased the tillable portion of the property for the last 10 to 15 years. The total area to be leased is approximately 90 acres. The total tillable acreage will be determined by the Engineering/Building Inspection Department prior to the annual crop harvest with payment of $55 per tillable acre due on or before December 31, 2004. During a bad year, only about 47 acres are tillable. Ald. Salentine expressed concern about the rental amount. The City has existing leases for $1; there should be consistency to be equitable. The rental amount could be increased next year for all of them. Mayor Slocomb stated each should be reviewed parcel by parcel. There is a difference between the parcels. Mr. Fickau has paid $55 per acre in the past. To now say, the rent is only $1 makes the rest of the community subsidize his benefit. Ald. Madden stated the price does vary based on the amount of land available to be farmed. It is not easy to make it cut and dry across the board. Mayor Slocomb stated the property was purchased for conservation. Ald. Schroeder moved to Finance Committee Minutes Page 2 May 11, 2004 recommend approval. Ald. Madden seconded. Motion carried 2 in favor and Ald. Salentine voting “no.” VOUCHER APPROVAL Ald. Salentine moved for approval of payment of General Vouchers in the amount of $1,954,277.79, Utility Vouchers in the amount of $74,424.34 and Tax Checks in the amount of $2,008,243.42. Ald.
