FM20040505 CITY OF MUSKEGO Approved FINANCE COMMITTEE MINUTES CORRECTED* Wednesday, May 5, 2004 7:00 PM Muskego City Hall, Aldermen’s Room W182 S8200 Racine Ave. Mayor Slocomb called the meeting to order at 7:08 PM. In attendance were Committee Members Ald. Salentine and Ald. Schroeder, Finance Director Dawn Gunderson, Information Systems Director Joe Sommers, Ald. Borgman, and those per attached sheet. (Ald. Madden excused.) Those present recited the Pledge of Allegiance. The meeting was posted in accordance with the Open Meeting Law on May 4, 2004. REVIEW OF MINUTES OF PREVIOUS MEETING The minutes of the April 27, 2004 Finance Committee Meeting were reviewed. Ald. Salentine moved to approve the minutes. Seconded by Ald. Schroeder. Motion carried 2-0. LICENSE APPROVALS Ald. Salentine moved to recommend approval of Operator’s License for Angela Lord, Tina Verhalen, Martha Shepherd only subject to receipt of fees, favorable police reports, and verification of schooling and to recommend approval of Operator’s License for Brandon Wier for a limited Class A only subject to receipt of fees, favorable police reports, and verification of schooling. Seconded by Ald. Schroeder. Motion carried 2-0. Outside Dance Permit and Extension of Time for Outside Premise (Bushy’s) June 4, 5 & 6 – Lynn Kurer appeared before the Finance Committee to discuss the application for an outside dance permit and extension of time for outside premise for Bushy’s. The event will be held June 4, 5 and 6. The application stated a request for music until 12:00 a.m.(Mayor Slocomb mentioned a time of 11:59 p.m. would be more accurate.) on June 4 and June 5 and music until 10:00 p.m. on June 6. No outside sales after 1:30 a.m. on June 4 and June 5 and no sales after 11:00 p.m. on June 6. Tent with side screening to be placed on west side of the building. Finance Committee reviewed police reports for the 2003 event. Ald. Schroeder moved to recommend approval of the Outside Dance Permit and the Extension of Time for Outside Premise with the addition that a memo be sent to the Muskego Police Department to have *the Police Department present AT midnight on Friday and Saturday and AT 10:00 p.m. on Sunday to monitor that the band discontinues playing AT the prescribed times. Seconded by Ald. Salentine. Motion carried 2– 0. UNFINISHED BUSINESS Review Dedication Fees for Parks and Conservation–The members of the Finance Committee received the update from Ruekert/Mielke just before the meeting which was not enough time to review the document. Ald. Schroeder moved to defer. Seconded by Ald. Salentine. Motion carried 2–0. This will be an agenda item for Wednesday, May 12. NEW BUSINESS Information Systems Director Joe Sommers presented the three SBC contracts for the city’s telephone service. All contracts are for a three-year period. He recommended approval of all three contracts at this time. However, if the city were looking at changing phone systems within the three years, then it would not be recommended. Item #1 Approval SBC Centrex Contract–-This contract is for the phone system and will reduce the monthly fee from $12.50 to $12.00 per month. Currently the city has 239 lines. A lot of the lines are for utilities, for lift stations and water power. They are control mechanisms and the lines can be used as intercom. This will save about $119 per month from the current cost. The current contract expires May, 2004. Item #2 Approval SBC Complete Link Contract–-This charge is for local calls. The city has about 10,000 calls per month. The contract will reduce the cost of local calls from $.078 to $.066, which will save about $120 per month. In addition, there would be a one-time credit of $1,400 in the fourth month of the contract. The current contract expires November, 2004. Finance Committee Meeting May 5, 2004 - Page 2 Mayor Slocomb shared that there is something else being looked at right now in the way of telephone service. Ald. Salentine moved to defer Items #1 and #2. Ald. Schroeder seconded. Motion carried, 2- 0. A decision should be made within the next two weeks. Item #3 Approval SBC Parks Department Circuit–-This “Base Rate Two-Point” contract is for the circuit that connects the Parks Headquarters to the city network. They use the system for their fleet maintenance and attach to the financials and run their reports. Previously they had a DLS line until the DLS went out of business. This is on a month-to-month charge. The contract would allow the city to reduce the costs for the line from $233 per month to $160 per month. Other alternatives would be a 1-year contract for $220 per month and a 3-year contract for a T1 line for $224 per month. Ald. Salentine moved to defer Item #3. Ald. Schroeder seconded. Some discussion on a DLS service and Director Sommers was asked to check into a DLS service. Motion carried, 2-0. Approval Disposal of Old PCs (Personal Computers)–-Director Sommers informed the Finance Committee that the city has about 65 personal computers in storage that are no longer needed. Further, in the past, PCs have been donated to the schools. Of the 65 computers, St. Leonard’s would accept 12 and St. Paul’s would accept 5 of them. It was his recommendation that the balance of the computers be sold to city residents. The suggested cost of $100 per computer and $25, $50 and $100 for the monitors, 15”, 17” and 19” is comparable to what is being sold on eBay. Ald. Salentine moved to donate 12 computers to St. Leonard’s and 5 computers to St. Paul’s and sell the rest and advertise the sale two weeks in THE MUSKEGO SUN. Ald. Schroeder seconded. Motion carried, 2-0. PERIODIC LICENSE REVIEW--None MAINTENANCE AGREEMENTS—None. RELEASE OF FUNDS – None REDUCTION IN LETTER OF CREDIT - None VOUCHER APPROVAL – None FINANCE DIRECTOR’S REPORT – Finance Director Gunderson distributed her Finance Director Report (see attached) for the Finance Committee to read. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW – None ADJOURNMENT – Being no further business to discuss, Ald. Salentine moved to adjourn the meeting at 7:42 PM. Seconded by Ald.
