Mayor Slocomb called the meeting to order at 7:05 PM. In attendance were Committee Members Ald.
Salentine, and Ald. Petfalski, Finance Director Dawn Gunderson, Police Chief John Johnson, and those per
attached sheet. Ald. Schroeder was excused.
Those present recited the Pledge of Allegiance.
The meeting was posted in accordance with the Open Meeting Law on October 17, 2003.
REVIEW OF MINUTES OF PREVIOUS MEETING
The minutes of the October 14, 2003 Finance Committee Meeting were reviewed. Ald. Salentine moved to
approve the minutes. Seconded by Ald. Petfalski. Motion carried 2 - 0.
LICENSE APPROVALS
Ald. Salentine moved to recommend approval of Operator’s License for Jennifer Akset, Vicki Helg,
Consiglio Cirillo, April Bullian, Jamie Freda, Udayan Patel, Patricia Becker, Alvina Gomez, and
Michael Sommers subject to receipt of fees, favorable police reports, and verification of schooling.
Seconded by Ald. Petfalski. Motion carried by 2 - 0.
“Class B” Retailers’ License for the Sale of Fermented Malt Beverages and Intoxicating Liquor –
Fiesta Garibaldi of Muskego, LLC – S90 W13970 Boxhorn Drive – Mr. Escobar was not able to attend the
Finance Meeting for his interview. Ald. Salentine moved to defer to the Wednesday, November 5, 2003
Finance Meeting. Seconded by Ald. Petfalski. Motion carried 2 – 0.
Amended Premise Description for 11/1/03 only – “Class B” Retailers” License – Edward Rupp (Mug-
Z’s) – A memorandum was received from Clerk-Treasurer Jean Marenda stating that an application to
amend the premise description of Mug-Z’s Pub & Grill to allow the sale of beer and liquor in the parking lot of
the establishment at W194 S7060 Hillendale Drive on Saturday, November 1, 2003 until Midnight was
received. A tent will be erected. There will be no outside music. Ald. Salentine moved to recommend
approval of amended premise description for November 1, 2003. Seconded by Ald. Petfalski. Motion
carried 2 – 0.
PERIODIC LICENSE REVIEW
James L. Demitriou (Operator’s License) – 6-month review – A check with the Wisconsin Crime
Information Bureau and the City of Muskego Police Department Records revealed no new record of arrest
since July 12, 2003, the date of last report.
Review Liquor/Beer Retailer License Violations – The Police Department forwarded Liquor/Beer Retailer
License Violations for Clark Gas Station and Muskego Beer and Liquor. Chief Johnson recommended that
the Finance Committee request the agent of Clark Gas Station to appear before the Finance Committee in
regard to licensing of all clerks at the station. Ald. Salentine moved to request the presence of the agent
of Clark Gas Station at the Wednesday, November 5, 2003 Finance Committee Meeting. Seconded by
Ald. Petfalski. Motion carried 2 – 0.
Closed Session No. 1 – Mayor Slocomb read the Notice of Closed Session – Please take notice that
following Periodic License Reviews the Finance Committee of the City of Muskego will convene upon
passage of the proper motion, into closed session pursuant to: 19.85(1)(c) Considering employment,
promotion, compensation or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility, more specifically, grievance filed by the
Wisconsin Professional Police Association, Grievance #03-338 (Overtime Denial). Action may be taken in
closed session. The Finance Committee will then reconvene into open session to continue with agenda
items.

UNFINISHED BUSINESS
Consider Police Association Overtime Grievance - Ald. Petfalski moved to deny grievance #03-338
(Overtime Denial) filed by the Muskego Police Association. Seconded by Ald. Salentine. Motion
carried 2 - 0.
NEW BUSINESS
Recommend warrant service fee – Police Chief John Johnson explained that the Police Department does
not charge a fee when processing warrants and out-of-state citations of people who are arrested on the
highways in our community. When a person is arrested for another jurisdiction’s charge or warrant, in most
cases that person pays the warrant fee to the Police Department and the Department has to process the
documents and issue a check to the jurisdiction whose warrant was served. Additionally, when the State
Patrol arrests an out-of state violator the State Patrol uses the Police Department’s system and
administrative assistance in processing forfeiture. Chief Johnson mentioned Waukesha charges $15.00,
New Berlin $10.00, and Menomonee Falls charges $25.00 for their own warrants and $33.00 for Waukesha
Sheriff’s Department. Ald. Petfalski moved to approve a $25.00 Warrant Service Fee. Seconded by
Ald. Salentine. Motion carried 2 - 0.
Review Lease Agreement between the City and Loreen Klauser (Sign on City Property) –
Memorandum from Clerk-Treasurer Jean Marenda explained that since 1990, the City and Loreen Klauser
have had a Lease Agreement to allow the Hunter’s Nest sign to be located on City property at the
intersection of Durham and Schultz. The original lease was for a five-year term, and renewed in 1995. In
2000 no follow-up was done on the lease. Some of the changes being proposed:
The five-year term eliminated.
Original and renewed lease called for one $50.00 payment for the five-year term of the lease. Proposed
is an annual fee, with amount to be determined by the Finance Committee.
Original and renewed lease allowed termination by the City with thirty-day notice. Proposed is increasing
to ninety day notice.
The language of the lease was cleaned up, with no other material changes.
Clerk-Treasurer Marenda has spoken to Ms. Klauser, and she is interested in continuing the Lease, and had
no problem with the proposed changes. Ald. Salentine moved to approve Lease Agreement, with
proposed changes, between the City of Muskego and Loreen Klauser for an annual fee of $20.00 per
year. The Clerk-Treasurer’s Office should also collect $20.00 for the year 2003. Seconded by Ald.
Petfalski. Motion carried 2 – 0.
Approve Mill Valley baseball field renovation – A letter was received from Park and Recreation
Department Director Craig Anderson stating the Parks and Recreation Board is recommending for approval
baseball field restoration at the Mill Valley Elementary site. The quote from Natural Athletic Turf Inc. is
$19,540.00. The cost to the City will be $9,770.00 and paid out of park dedication. Muskego Athletic
Association will pay the other half or $9,770.00. The City has received approval from school district
representative Gary Rosploch to perform the work. Ald. Petfalski moved to approve baseball field
restoration at Mill Valley Elementary site with the City paying half of the amount or $9,770.00.
Seconded by Ald. Salentine. Motion carried 2 – 0.
Consider funding the grading of Historical Society grounds – A memorandum was received from Public
Works Superintendent Wayne Delikat estimating the material/labor costs involved in grading Historical
Society grounds for the tree lighting ceremony in December 2003. Department of Public Works personnel
will level the ground and fill in low spots. Money will come from Landfill Funds.

6 men @$30.00 per hour for forty hours 7,200.00
Total $10,200.00
Ald. Salentine moved to approve grading of Historical Society grounds for an amount of $10,200.00.
Seconded by Ald. Petfalski. Motion carried 2 – 0.

FINANCE DIRECTOR’S REPORT – Ald. Salentine mentioned the Police Department received a grant
through the Wisconsin Homeland Security Grant Program for $9,345.00 to purchase portable radios and the
Library received a gift of approximately $16,350 from the Friends of the Library to purchase one-third of the
Library’s public access computers. Finance Director Gunderson stated the Public Hearing on November 10,
2003 for the 2004 Budget would be published in the October 23, 2003 issue of the Muskego Sun. Water and
Sewer 2004 Budgets were presented on October 20, 2003 to the Public Utilities Committee. Finance
Director Gunderson stated she is discussing Health Insurance alternatives with the Health Insurance
provider. She is also looking at self-funding higher deductibles. The 2004 Capital Budget will also be
presented at the Public Hearing. It was noted that changes could be made to the Capital Budget after the
Public Hearing. The five-year Capital Plan will be brought up for adoption after the first of the year.
Discussion took place on the 2004 Capital Budget request for a Command Vehicle by Muskego Volunteer
Fire Company. Mayor Slocomb stated this item will be reconsidered and has requested that the Fire
Company present a quote for a scaled down version of the Command Vehicle. Finance Director Gunderson
received a report from Ehlers and Associates on the impact on borrowing and interest for this vehicle.
Information will be distributed to the Aldermen and formally presented at the 2004 Budget Public Hearing.
COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW – Ald. Salentine asked if
the work performed at the right-of way by the property off of Lannon can be charged back to the property
owner. The e-mail letter sent to the property owner by Mayor Slocomb stated this work would be done as a
courtesy this one time.
ADJOURNMENT – Being no further business to discuss, Ald. Petfalski moved to adjourn the meeting
at 8:33 PM. Seconded by Ald. Salentine. Motion carried 2 - 0.
