Ald. Petfalski called the meeting to order at 7:03 PM. In attendance were Committee Members Ald.
Salentine and Ald. Schroeder, Finance Director Dawn Gunderson, and those per attached sheet. Mayor
Slocomb was excused.
Those present recited the Pledge of Allegiance.
The meeting was posted in accordance with the Open Meeting Law on August 15, 2003 and the amended
agenda on August 19, 2003.
REVIEW OF MINUTES OF PREVIOUS MEETING
The minutes of the August 12, 2003 Finance Committee Meeting were reviewed. Ald. Salentine moved to
approve the minutes. Seconded by Ald. Schroeder. Carried by all.
LICENSE APPROVALS
Ald. Salentine moved to recommend approval of Operator’s License for Pamela Alderton, Joanne
Tobin and Jenna Kantak subject to receipt of fees, favorable police reports, and verification of
schooling. Seconded by Ald. Schroeder. Carried by all.
Temporary Class “B” License to Sell Fermented Malt Beverages for the Muskego Volunteer Fire Co.
Ladies Auxiliary on 9/20/2003 – Deputy Clerk Jill Blenski sent memorandum stating the Muskego Volunteer
Fire Co. Ladies Auxiliary has applied for “Gathering Permit” for its’ annual dance. The Fire Company has
members that are licensed bartenders and will serve in that capacity. Ald. Salentine moved to
recommend approval of a Temporary Class “B” License to sell fermented malt beverages for event to
be held at W195 S10030 Racine Avenue on September 20, 2003 from 8:00 PM to 1:00 AM. Seconded
by Ald. Schroeder. Carried by all.
PERIODIC LICENSE REVIEW
Anthony Guzman – 9-month review – A check with the Wisconsin Crime Information Bureau and the City
of Muskego Police Department records revealed no new record of arrest since the last review on May 17,
2003.
Michelle Kuehl – 3-month review - A check with the Wisconsin Crime Information Bureau and the City of
Muskego Police Department records revealed no new record of arrest since the last review on June 24,
2003.
Convene into Closed Session – Ald. Petfalski read the Notice of Closed Session – Please take notice that
the Finance Committee of the City of Muskego will convene upon passage of the proper motion, into closed
session pursuant to: §19.85(1)(c) Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or exercises
responsibility, more specifically, grievance filed by the Wisconsin Police Association, Grievance #03-338
(Overtime Denial). Closed session not held.
UNFINISHED BUSINESS
Review proposal for non-represented retiree insurance – Ald. Petfalski stated Mayor Slocomb has asked
for a deferral. Ald. Salentine moved to defer to the Wednesday, September 3, 2003, Finance Meeting.
Seconded by Ald. Schroeder. Carried by all.

NEW BUSINESS
Exemption from County Library Tax – Memorandum was received from Deputy Clerk Jill Blenski, CMC in
regard to exemption from Waukesha County Library Levy for 2004. A Notice of Exemption must be filed no
later than September 30, 2003 with the Waukesha County Federated Library System and must be supported
by an ordinance or resolution. The City is pledging to appropriate the expenditure of at least $483,647.41,
which is the rate of $0.2643 per $1,000.00 of the actual state Equalized Value. The 2003 adopted Library
Budget is $872,722.00. Pursuant to §43.64 Wisconsin Statutes, in order to obtain an exemption from the
2003 County library levy for 2004 purposes, the City of Muskego must certify that during budget year 2004,
its’ library will be provided and be allowed to expend no less that the County rate in prior year. Ald.
Salentine moved to recommend approval of appropriating and allowing the Library to expend no less
than $483,647.41, a rate of $0.2643 per $1,000.00 of the actual state Equalized Value. Seconded by
Ald. Schroeder. Carried by all.
Consider Police Association Overtime Grievance – Ald. Petfalski stated the Wisconsin Professional
Police Association requested this item be deferred. Ald. Schroeder moved to defer to the September 3,
2003 Finance Meeting. Seconded by Ald. Salentine. Carried by all.
Recommend approval of Letter of Credit for WE Energies – Wireless Facility – A copy of Irrevocable
Standby Letter of Credit was presented to Committee. The City Attorney has reviewed the Letter of Credit
and it is in acceptable format. Ald. Salentine moved to recommend approval of Letter of Credit for WE
Energies – Wireless Facility. Seconded by Ald. Schroeder. Carried by all.
MAINTENANCE AGREEMENTS - None
RELEASE OF FUNDS - None
REDUCTION IN LETTER OF CREDIT – None
VOUCHER APPROVAL – None
FINANCE DIRECTOR’S REPORT – The first Committee of the Whole meeting to discuss 2004 Capital
Budget requests will be held Thursday, August 21, 2003. Requests from Park & Recreation Department,
Historical Society, Mayor’ Office, Public Works, Building Department, Engineering, and Stormwater will be
reviewed.
COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW – None
ADJOURNMENT – Being no further business to discuss, Ald. Schroeder moved to adjourn the
meeting at 7:22 PM. Seconded by Ald. Salentine. Carried by all.
