Mayor Slocomb called the meeting to order at 7:03 PM. In attendance were Committee Members Ald.
Salentine and Ald. Schroeder, Finance Director Dawn Gunderson, and those per attached sheet. Ald.
Petfalski was excused.
Those present recited the Pledge of Allegiance.
The meeting was posted in accordance with the Open Meeting Law on June 27, 2003.
REVIEW OF MINUTES OF PREVIOUS MEETING
The minutes of the June 24, 2003 Finance Committee Meeting were reviewed. Ald. Salentine moved to
approve the minutes. Seconded by Ald. Schroeder. Carried by all.
LICENSE APPROVALS
Ald. Salentine moved to recommend approval of Operator’s License for Lorelei Binns, Stephen
Johnson, Lisa Leonard, and Nathan Keller subject to receipt of fees, favorable police reports, and
verification of schooling. Seconded by Ald. Schroeder. Carried by all.
Temporary Class “B” Retailer’s License – Muskego Corvette Club – 8/23/2003 – An application was
received from the Muskego Corvette Club for a license for event to be held at the parking lot of Sindic
Oldsmobile Inc, S78 W18755 Janesville Road on August 23, 2003 from 9:00 AM – 5:00 PM. Ald. Salentine
moved to recommend approval of Temporary Class “B” License for Muskego Corvette Club for their
event to be held August 23, 2003. Seconded by Ald. Schroeder. Carried by all.
Temporary Class “B”/”Class B” Retailer’s License, Temporary Operator’s Licenses and Request to Waive
Fees Muskego Community Festival was removed at the July 8, 2003 Common Council Meeting and sent
back to the July 16, 2003 Finance Committee Meeting to reconsider.
Temporary Class “B”/”Class B” Retailer’s License, Temporary Operator’s Licenses (Bankenbusch
and Benotti) and Request to Waive Fees Muskego Community Festival, Inc. – 8/22/2003, 8/23/2003,
8/24/2003 – A letter was received from Robert Bankenbusch, Chairman, Beer Tent, Muskego Community
Festival requesting the Common Council approve the following permits and waive the respective fees.
Temporary Class “B” license to sell fermented malt beverages at picnics
Temporary “Class B” license to sell wine
Application for renewal of Temporary Operator’s License for Arthur Benotti
Application for renewal of Temporary Operator’s License for Robert Bankenbusch
The schedule of activities is as following:

A discussion took place on having one wide opening for people to enter the beer area and the difficulty in
checking identification, lighting available to check identification, and the use of wristbands. There were
concerns about beer being taken outside the beer tent and being given to under aged people. Bartender
training should be reinforced and instruction should be given that a bartender can deny service to an
intoxicated person. Ald. Salentine moved to recommend approval of Temporary Class “B”/“Class B”
Retailer’s License for Muskego Community Festival with the following additions: change the one
wide entry way to several small isles of entry, provide better lighting stations to check identification,
and the use of wristbands for legal age identification. Also recommended for approval was the
waiving of the respective fees and the applications for renewal of Temporary Operator’s License for
Arthur Benotti and Robert Bankerbusch. Seconded by Ald. Schroeder. Carried by all.

NEW BUSINESS
Review proposed amendment to Chapter 13.01 (Dog Fancier Permit) – Clerk-Treasurer Jean Marenda
sent memorandum stating the Public Services Committee on June 23, 2003 recommended approval to
create an ordinance allowing for Dog Fancier Permits (allowing three to four dogs in a residential dwelling,
with conditions). Enclosed with the memorandum was a copy of Ordinance 1145, an Ordinance to Amend
Chapter 13, Sections 13.01(2), 13.01(3), 13.01(16) of the Municipal Code of the City of Muskego (Dog
Fancier) that will have its first reading at the Common Council Meeting on July 8, 2003. Discussion took
place on the applicant’s lot being 19,500 feet or greater in size, requiring fenced yard, notification to
residences, input from residences at Finance Meeting, and control issues. It was mentioned that there is a
$50.00 fee for the Dog Fancier License per year plus dog license fee for each dog. At license renewal time
the license is reviewed. A dog Fancier Permit may be revoked if the dog fancier fails to comply with the
permit conditions. Ald. Schroeder moved to recommend approval of amendment to Chapter 13.01
(Dog Fancier Permit) subject to the following changes:
Section 2: (3) 3. The Clerk-Treasurer shall notify all residents within a 200 ft. radius of adjacent to
the property
Section 2: (3) 3. e. There shall be no odor, or noise, nuisance, or dog control issues.
Seconded by Ald. Salentine. Carried by all.
Recommend Deposit and Forfeiture (Dog Fancier Permit) – Memorandum from Clerk-Treasurer Jean
Marenda stated that in discussing with Chief Johnson it would not be necessary to require a deposit and
forfeiture for Dog Fancier Permits as there is a forfeiture in place for violation of 13.01 (16) Number of Dogs
Limited in the amount of $25.00. This covers the new ordinance. Ald. Schroeder moved to approve Chief
Johnson’s recommendation. Seconded by Ald Salentine. Carried by all.
Recommend approval of 2003 Road Program bid – Bids for the 2003 Road Program were opened on
June 26, 2003. A letter was received from R.A. Smith & Associates, Inc. recommending that Payne & Dolan,
Inc. be awarded the Muskego 2003 Road Program. There was only one submitted bid and the unit prices
appeared to be fair and submitted in good faith. The 2003 Road Program includes the following:

Ald. Salentine moved to recommend approval of the bid of $454,989.00 from Payne & Dolan for the
2003 Road Program. Seconded by Ald. Schroeder. Carried by all.
MAINTENANCE AGREEMENTS
Approve maintenance agreement for inspection of Police Department and City Hall Elevators, $70.00
per elevator - Finance Director Dawn Gunderson presented letter from Daniel Graham, Bureau Director,
Field Operations, Safety and Buildings Division, Wisconsin Department of Commerce. Wisconsin
administrative rules require the Department of Commerce to inspect elevators, issue Permits to Operate for
code-compliant installations, and charge fees for these inspections and Permits to Operate. National
Elevator Inspection Services (NEIS) has been engaged to conduct elevator inspections as an agent of the
Department. The duration of the contract is three years. Ald. Salentine moved to approve NEIS
Inspection Contracts for the inspection of the Police Department elevator for $70.00 per year and City
Hall elevator for $70.00 per year. Seconded by Ald. Schroeder. Carried by all.
