FM20030128 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD TUESDAY, JANUARY 28, 2003 The meeting was called to order at 7:03 pm by Ald. Petfalski with Committee Members Salentine and Patterson present. Also present were Ald. Damaske, Le Doux, Madden, and Schroeder, and Plan Director Turk. Mayor Slocomb was excused. Those present recited the Pledge of Allegiance. APPROVAL OF MINUTES Ald. Patterson moved to approve the minutes of the meeting held January 22, 2003. Ald. Salentine seconded; motion carried. NEW BUSINESS 1. Review Revised Developer Deposit Policy Mr. Turk stated revision to the policy was initiated by Mayor Slocomb. The City has a policy in place that requires developers to establish a cash deposit account to cover initial review costs. As the funds are depleted for the payment of invoices, the City requests that the account be replenished. A revision to the policy is requested at this time, primarily to increase the initial amount to be deposited. A new category for wireless communication facilities is also proposed to be added to the policy. In addition, a $500 rider is proposed to be added to the base deposit for rezoning and conditional use petitions. Mr. Turk stated the dollar amounts were conservative and he did not recommend that they be any higher than the increase being proposed because the accounts are not interest bearing. Ald. Petfalski asked how our fees compared to those charged by other communities. Mr. Turk responded that the initial fee is low but the overall charge to the project is generally high. Ald. Salentine moved for approval. Ald. Patterson seconded; motion carried. 2. Approval of Developer’s Agreement, Cost Breakdown and Establishment of Cash Deposit Account in Lieu of Letter of Credit - Russet Court Utility Extensions-Ihde Mr. Turk stated there is an existing parcel located on the west side of Hillendale Drive. The property owner is proposing to construct one single family home on the site at this time. The property does have future development potential and the owner is requesting to run sewer and water mains to serve the single-family residence and future development of the parcel. The Developer’s Agreement addresses about 400’ of sewer and water mains off of Hillendale Drive to the property. A warranty deed to the City to convey the land the utilities will be located on is also required. City Attorney Molter is already working on the documentation. A cash deposit account in the amount of $50,000 will be required in lieu of a letter of credit. Mr. Turk stated that minor technical corrections to the agreement may be required by the City Attorney. Ald. Salentine moved to recommend approval subject to technical review by the City Attorney. Ald. Patterson seconded; motion carried. Salentine moved to approve the above reductions pursuant to recommendation of Engineering/Building Inspection Director McMullen (dated 1/24/2003). Ald. Patterson seconded; motion carried. VOUCHER APPROVAL Ald. Salentine moved to recommend approval of payment of General Vouchers in the amount of $652,100.62, Tax Checks in the amount of $8,689.83 and Utility Vouchers in the amount of $53,286.03. Ald.
