FM100202 CITY OF MUSKEGO FINANCE COMMITTEE MINUTES Approved Wednesday, October 2, 2002 7:00 PM Muskego City Hall, Aldermen’s Room W182 S8200 Racine Ave. Mayor Slocomb called the meeting to order at 7:02 PM. Also in attendance were Committee Members Ald. Salentine, Ald. Sanders, and Ald. Petfalski, Finance Director Dawn Gunderson, and those per attached sheet. Those present recited the Pledge of Allegiance. The meeting was posted in accordance with the Open Meeting Law on September 27, 2002. REVIEW OF MINUTES OF PREVIOUS MEETING The minutes of the September 24, 2002 Finance Committee Meeting were reviewed. Ald. Salentine moved to approve the minutes. Seconded by Ald. Petfalski. Carried by all. LICENSE APPROVALS Ald. Salentine moved to recommend approval of Operator’s License for Iris Bohan, subject to receipt of fees, favorable police reports and verification of schooling. Seconded by Ald. Petfalski. Carried by all. Temporary Class “B”/”Class B” Retailer’s License – St. Leonard Congregation – 11/2/2002 – An application for Temporary Class “B”/”Class B” Retailer’s License was received from St. Leonard Congregation, W173 S7743 Westwood Dr., for a special event to be held in their new community center on November 2, 2002 from 5:00 PM to 10:00 PM. After discussion, Ald. Salentine moved to recommend approval of Temporary Class “B”/”Class B” Retailer’s License for special event to be held on November 2, 2002. Ald. Sanders seconded. Carried by all. PERIODIC LICENSE REVIEW – Review liquor license violations – Pick N Save - A letter was sent to Randal Beck, Agent for Pick N Save requesting his presence at the October 2, 2002 Finance meeting to discuss the two citations in the past four months for sale to an underage person in a license check (liquor/beer retailer license violations). Randal Beck and Patrick McAdams were present to answer questions and explain what is being done to prevent future violations. Beck and McAdams explained that after the first violation they required every employee over 18 years to attend the Responsible Beverage Service Class and also obtain an Operator’s License. It is mandatory that employees card anyone 30 years or younger. If the employees have any question they have been instructed to see the manager or head cashier. Pick N Save will only except Wisconsin and Military Identifications. Military Identification must sign in book. The two employees involved in the citations have been terminated. Pick N Save will also run its’ own license premise check. The Committee stated the seriousness of the violations and that future violations could result in suspension or revocation of license. The Committee was satisfied with the steps Pick N Save has taken to ensure that this type of violation does not occur in the future. UNFINISHED BUSINESS - None NEW BUSINESS Review of salaries for elected officials – Mayor Slocomb presented survey of area Communities pay schedules and expense allowances for Aldermen. After discussion, Ald. Salentine moved to recommend leaving the salaries for the upcoming terms the same as the current rate, $7,639.00 for Aldermen and $8,239.00 for Council President. Seconded by Ald. Petfalski. Carried by all. Review agreement with Time Warner Cable for fiber connection – Mayor Slocomb presented letter from Bev Greenberg, Vice President, Public Affairs of Time Warner Cable along with a copy of the agreement between the City of Muskego and Time Warner Cable to construct a fiber connection between the Muskego Police Department, Parks Building and Muskego Public Library with potential drop to Muskego Fire House. It was noted that Attorney Molter had not reviewed agreement. Ald. Petfalski moved to recommend agreement with Time Warner Cable for fiber connection subject to technical changes by Attorney Molter and Mayor Slocomb. Seconded by Ald. Salentine. Carried by all. Finance Committee Meeting October2, 2002 - Page 2 MAINTENANCE AGREEMENTS – None RELEASE OF FUNDS – None REDUCTION IN LETTER OF CREDIT – None VOUCHER APPROVAL - None FINANCE DIRECTOR’S REPORT – Finance Director Dawn Gunderson stated at the October 3, 2002 Committee of the Whole meeting discussion will continue on 2003 Operating Budget, 2003 Special Revenue Funds, 2003 Capital Budget, and impact on borrowing. Gunderson stated that today a letter was received from the State stating that the City’s Transportation Aid will increase $53,000.00. Previously notice was received that the City’s State Aid would be increased by $43,000.00. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW – None ADJOURNMENT – Being no further business to discuss, Ald. Sanders moved to adjourn the meeting at 7:37 PM. Seconded by Ald. Petfalski.
