FM082702 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD TUESDAY, AUGUST 27, 2002 The meeting was called to order at 7:10 PM by Mayor Slocomb with Committee Members Petfalski and Salentine present. Committee Member Sanders was absent. Also present were Ald. Madden, Damaske and Patterson (arrived during the meeting), Clerk-Treasurer Marenda and Engineering/Building Inspection Director McMullen. Those present recited the Pledge of Allegiance. The Mayor stated the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Ald. Petfalski moved to approve the minutes of meeting held August 21, 2002. Ald. Salentine seconded; motion carried. LICENSE APPROVALS Ald. Salentine moved to recommend approval of a Temporary Class “B”/“Class B” Retailer’s License for the Muskego Volunteer Fire Co. Ladies Auxiliary for 9/21/2002 from 8:00 PM to 1:00 AM. Petfalski seconded; motion carried. UNFINISHED BUSINESS 1. Economic Development Strategic Plan Contract Mayor Slocomb stated this item was deferred at the 8/21/2002 meeting to determine funding sources. Ald. Petfalski moved to recommend approval subject to the Common Council passing a resolution to commit funds in 2002 and 2003. Ald. Salentine seconded. The Mayor stated there appears to be money in contingency to cover the cash requirements for the 2002 payments. The entire contract amount would be budgeted as a 2003 capital expense. Motion carried. NEW BUSINESS 1. Discuss Training Requirement for Temporary Operators Clerk-Treasurer Marenda presented additional information regarding requiring applicants for temporary operators’ licenses to complete the responsible beverage server training course. She stated that the League of Wisconsin Municipalities has now reversed its opinion that the course is required. The Committee made a determination at the 8/13/2002 meeting to require the training course based on the opinion of the League as well as City Attorney John Macy. This is still the recommendation of the city attorney even though it is not a legal requirement. Mayor Slocomb and Ald. Salentine both stated they supported the course requirement. Ald. Petfalski used the Community Festival as an example stating that the intent of the requirement has no bearing when only one person may have to take the course and there are many other operators working at the same event that do not have to take it. The Mayor noted the responsibility is on the licensed operator to communicate the regulations to the other volunteers. Ald. Salentine stated the notification letters and the October 1 effective date will give the affected organizations time to plan accordingly. Petfalski suggested that information be provided to the organizations outlining operator responsibilities and they be requested to provide copies to all their volunteers. The Clerk agreed that could be done and stated that her office would operate under the determination made by the Committee at the 8/13/2002 meeting. Finance Committee Minutes Page 2 8/27/2002 2. Review Agreement with Waukesha County - Traffic Signal Pre-emption Mr. McMullen stated the City received a standard letter from Waukesha County giving the City permission to install traffic signal pre-emption for emergency vehicles. Ald. Salentine stated this was approved at the Public Works Committee. Ald. Salentine moved to approve and to authorize the City’s execution of the letter. Ald. Petfalski seconded; motion carried. VOUCHER APPROVAL Ald. Petfalski moved to recommend approval of payment of General Vouchers in the amount of $706,102.72 and Utility Vouchers in the amount of $803,580.40. Ald.
