Acting Mayor Slocomb called the meeting to order at 7:05 PM. Also in attendance were Committee
Members Ald. Salentine and Ald. Sanders, Finance Director Dawn Gunderson, Ald. Damaske, and those per
attached sheet.
Those present recited the Pledge of Allegiance.
The agenda was posted in accordance with the Open Meeting Law on April 12, 2002.
REVIEW OF MINUTES OF PREVIOUS MEETING
The minutes of the April 9, 2002 Finance Committee Meeting were reviewed. Ald. Sanders moved to
approve the minutes. Seconded by Ald. Salentine. Carried by all.
LICENSE APPROVALS
Ald. Salentine moved to recommend approval of Operator’s License for Jessica Larson and Lucas
Lemaster subject to receipt of fees, favorable police reports and verification of schooling. Seconded
by Ald. Sanders. Carried by all.
After discussion, Ald Salentine moved to recommend approval of Operator’s License for Kristle Morin
contingent on results of Police interview and subject to receipt of fees, favorable police reports and
verification of schooling. After further discussion decision was made to review at the Tuesday, April 23,
2002 Finance Meeting. Ald. Salentine withdrew motion.
Application for Outside Dance Permit – Pioneer Inn – Request for Outside Dance Permit was made for
an event to be held on June 15, 2002 from 7 PM to 12 PM at the Pioneer Inn, W180 S7808 Pioneer Dr.
Applicant (Licensee) Travis Podrug was present to answer committee questions. Discussion occurred on
number of bands (3 outside and 1 inside), location of bands, type of music, hours of event, and letters to
surrounding area. Further discussion on tents occurred noting that last year two tents were set up. Each
tent had a side set up behind the band with the band facing west toward the bar. Committee made
recommendation to have the base of the music kept down. Ald. Salentine moved to recommend approval
of Outside Dance Permit for Pioneer Inn for event to be held on June 15, 2002 contingent on music
ending at 11 PM, band directed to the West, having a tent for the band with the side being located
behind the band (side facing west), information letters on event being sent to neighbors surrounding
Pioneer Inn including Valley Drive, and application made for permit to extend outside hours.
Seconded by Ald. Sanders. Carried by all.
PERIODIC LICENSE REVIEW - None
UNFINISHED BUSINESS
Establish increase for non-represented personnel for 2002 – Memorandum was received from the
Mayor’s Office explaining the cost of living index. Mr. Bill Zellmer, Department of Commerce was contacted
and he explained that the Midwest/Milwaukee Urban CPI is 3.00%. Two of the bargaining units (City
Hall/Library and Public Works/Utilities) have settled their contracts for a pay increase of 3%. The Mayor’s
Office has not heard results from Telecommunicators. The Police Department has not settled their contract.
Ald. Salentine moved to recommend approval of a 3% increase for non-represented personnel for
2002. Seconded by Sanders. Carried by all.
NEW BUSINESS
Designating public depositories and authorizing withdrawal of monies – Proposed Common Council
Resolution “Designating Public Depositories and Authorizing Withdrawal of City of Muskego Monies” was
presented. The following banking institutions qualified as public depositories under Chapter 34 of the
Wisconsin Statues:
U.S Bank – Muskego Branch St. Francis Bank – Muskego Branch
Bank One – Muskego Branch State Financial Bank – Muskego Branch
Maritime Savings Bank – Muskego Branch Citizens Bank of Mukwonago – Muskego Branch
Lincoln State Bank – Muskego Branch Guaranty Bank – Muskego Branch
Withdrawal or disbursement from any one of the above depositories shall be only by order check, as

Designating public depositories and authorizing withdrawal of monies – continued
provided in Sec. 66.0607 of the Wisconsin Statutes; that in accordance therewith all order checks shall be
signed by the following persons, effective April 23, 2002:
Jean K. Marenda, Clerk-Treasurer; countersigned by Mark A. Slocomb, Mayor
In lieu of their personal signatures, the facsimile signatures of each person may be affixed on such order
checks. Ald. Sanders moved to recommend approval of the proposed Resolution “Designating Public
Depositories and Authorizing Withdrawal of City of Muskego Monies”. Seconded by Ald. Salentine.
Carried by all.
Review request of Steve Oschmann to waive interest and penalty due on taxes – Memorandum, copy
of 2001 Real Property Tax Bill, and copy of 2001 Property Tax Collection Status was received from Clerk-
Treasurer Jean Marenda. Mr. Oschmann’s tax bill became delinquent as of February 1, 2002, with interest
and penalty added because the first installment was not paid in full. Also, the option of installments was lost.
Mr. Oschmann is disputing the interest and penalty being charged. Mr. Oschmann paid $6,314.00 on
January 30, 2002 towards his tax bill of $19,113.75. The tax bill included $89.60 for Delinquent Lake Bill and
$164.80 for Refuse/Recycling. The amount that was due for the first installment was $6,485.75. The total
now due is $13,375.74, which includes interest and penalty of $575.99. Clerk-Treasurer Marenda is not
recommending waiving these fees. The City has many taxpayers who do the same thing, or simply forget to
make their payment. According to the State Statue requirement the City can’t waive interest or penalty.
After discussion, it was determined that further information was needed. Ald. Sanders moved to defer to
Tuesday, April 23, 2002 Finance Meeting. Seconded by Ald. Salentine. Carried by all.
Designating Trustees for Deferred Compensation Plan – Equitable – Proposed Common Council
Resolution was presented designating trustees of the City of Muskego Employee Deferred Compensation
Plan (Equitable Life Assurance Society of the United States) be changed from David L. De Angelis, Mayor
and Jean K. Marenda, Clerk-Treasurer to Mark A. Slocomb, Mayor and Dawn R. Gunderson, Finance
Director, effective immediately. Ald Salentine moved to recommend approval of proposed Common
Council Resolution “Designating Trustees of the City of Muskego Employee Deferred Compensation
Plan”. Seconded by Ald. Sanders. Carried by all.

VOUCHER APPROVAL - None
FINANCE DIRECTOR’S REPORT – Finance Director Gunderson stated the City has just completed audit
that included the City, Sewer Utility, and Big Muskego Lake. Draft of Sewer audit has been received and the
final draft of the City audit is expected by the first of May. Next step is for Partner of auditing firm to meet
with Gunderson to go over draft audits and then a meeting will be scheduled with Mayor Slocomb. The
auditors made a couple of recommendations for maintaining records.
COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW – Acting Mayor Slocomb
stated he is adding to the Tuesday, April 23, 2002 Finance Agenda allowing the release or unfreezing of
replacement positions without having to come through the Finance Committee with letter of authorization. In
the future there will be the same notification, as in the past, to Aldermen. If there is an objection there will
still be time to react.

at 8:15 PM. Seconded by Ald. Salentine. Carried by all.
