FM032602 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD TUESDAY, MARCH 26, 2002 The meeting was called to order at 7:05 pm by Mayor De Angelis with Committee Members Slocomb, Sanders and Salentine present. Also present were Ald. Le Doux, and Petfalski, Finance Director Gunderson, Clerk-Treasurer Marenda, Deputy Clerk Blenski, and Dave Anderson of Ehlers & Associates, Inc. Ald. Patterson and Wichgers arrived during the meeting. Those present recited the Pledge of Allegiance. The Mayor stated the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Ald. Salentine moved to approve the March 20, 2002 minutes. Ald. Sanders seconded; motion carried. LICENSE APPROVAL Temporary Class “B”/ “Class B” License - Catholic Singles - 4/20/2002 and 5/18/2002 This item was deferred by the Committee on March 20, 2002. A member of Catholic Singles informed the Deputy Clerk that the organization has contacted an individual from St. Leonard’s Parish who is willing to serve as the licensed operator at their events. Ald. Slocomb moved to recommend license be granted subject to the individual amending previous application for an Operator’s license to include the April and May dates for the dances to be held by Catholic Singles. Ald. Salentine seconded; motion carried. It was noted that the individual was just recently interviewed by the Finance Committee for events held at St. Leonard. UNFINISHED BUSINESS Closed Session and Review of Grievance 01-332 (out of class compensation) submitted by Muskego Police Associati,on This item was deferred by the Committee on March 20, 2002 to obtain legal opinion. The Mayor read the notice of closed session and noted that he had not received any information from the parties involved. Ald. Slocomb moved to defer. Ald. Sanders seconded; motion carried. NEW BUSINESS Review Agreements with Water Bugs Ski Team, Inc. Ald. Petfalski expressed concern about one group monopolizing use of the lake. As a condition of last year’s approval, the organization was specifically requested to come up with an alternative plan for this year. The current president of the organization was not aware of the concerns expressed in the past. Ald. Petfalski requested that this item be sent back to the Parks and Recreation Board for additional discussion and review. Water Bugs representative, Dave Birkle, was present and agreed to further discussion at next Parks and Recreation Board meeting. Ald. Slocomb moved to defer. Ald. Sanders seconded; motion carried. Review Amendment to Road Assessment Policy Clerk-Treasurer Marenda was present to outline proposed changes. The first paragraph was inadvertently omitted on the final policy as adopted. Other minor Finance Committee Minutes Page 2 3/26/2002 corrections are necessary and have been made within the policy. Ald. Salentine moved to recommend approval. Ald. Sanders seconded; motion carried. Consider 2001 Budget Amendment Finance Director Gunderson outlined the proposed amendments to the 2001 budget. The Committee had previously reviewed and approved some of the amendments. Ald. Sanders moved to recommend approval. Ald. Salentine seconded; motion carried. Review Results of Sale of Sewer Revenue Bonds Mr. Dave Anderson presented the results of the sale. The City received four bids; the best bid was received from Griffin, Kubik, Stephens & Thompson, Inc. with a TIC of 4.9599%. The interest rate received was substantially lower than originally estimated and will provide a savings of approximately $180,000 to the utility. Mr. Anderson noted Moody’s rating of A-1 is extremely high and a compliment to the way the utility is run. Ald. Sanders moved to recommend approval. Ald. Salentine seconded; motion carried. VOUCHER APPROVAL Ald. Salentine moved to recommend approval of payment of General Vouchers in the amount of $273,092.87, Tax Checks in the amount of $89.14 and Utility Vouchers in the amount of $1,401,853.80. Ald.
