Mayor De Angelis called the meeting to order at 7:05 PM. Also in attendance were Committee Members
Ald. Slocomb, Ald. Salentine and Ald. Sanders, Police Chief John Johnson, Officer Hendrickson, John
Dillon - WPPA, and those per attached sheet. Finance Director Dawn Gunderson was excused.
Those present recited the Pledge of Allegiance.
The agenda was posted in accordance with the Open Meeting Law on March 15, 2002, amended agenda
on March 18, 2002.
REVIEW OF MINUTES OF PREVIOUS MEETING
The minutes of the March 12, 2002 Finance Committee Meeting were reviewed. Ald. Salentine moved
to approve the minutes. Seconded by Ald. Slocomb. Carried by all.
LICENSE APPROVALS
After discussion with applicant Yvonne Rindah recommendation was made to return to a future Finance
Meeting after reviewing information sheet received when application was made.
Temporary Class “B”/”Class B” License – Catholic Singles, to be held at St. Leonard’s on
4/20/2002 and 5/18/2002 – Catholic Singles has applied for a Temporary Class “B”/”Class B” Retailer’s
License for events to be held at St. Leonard’s Parish Hall, W173 S7743 Westwood Dr. The events
(dances) on April 20, 2002 and May 18, 2002 will be held from 8:00 PM to 12:00 PM. After discussion
noting that the application did not state who the license person in charge would be, Ald. Sanders moved
to defer application request to Tuesday, March 26, 2002 Finance Meeting. Seconded by Ald.
Slocomb. Carried by all.
PERIODIC LICENSE REVIEW - None
Convene into Closed Session - Ald. Slocomb moved to convene into closed session at 7:12 PM
pursuant to §19.85(1) (c), Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility; more specifically, the three grievances filed by the Police Association:
Grievance 02-149 (Off-duty Employment), Grievance 01-332 (out-of-class compensation),
Grievance 01-215(Part-time Work Restrictions). Seconded by Ald. Sanders. Upon roll call vote,
motion carried 3 – 0.
Convene into Open Session - Ald. Slocomb moved to convene into open session at 8:40 PM.
Seconded by Ald. Sanders. Upon roll call vote, motion carried 3 - 0.
New Business
Review grievance submitted by the Muskego Police Association – Grievance 01-332 (out of class
compensation), Ald. Slocomb moved to defer to Tuesday, March 26, 2002 Finance Meeting based
on pending answer to legal question. Seconded by Ald. Sanders. Carried by all.
Grievance 02-149 (off duty employment), Ald. Salentine moved to deny grievance. Seconded by
Ald. Sanders. Carried by all.
The Police Association withdrew Grievance 01-215 (Part-time Work Restrictions).

Establish increase for non-represented personnel for 2002 – Ald. Slocomb moved to defer.

NEW BUSINESS CONTINUED
Consider purchase of prairie seed – Conservation Coordinator Tom Zagar sent memorandum noting
the Planning Department is requesting approval of the purchase of prairie seed, from Taylor Creek
Nursery (Applied Ecological Services) for planting in City parks as part of the 2002 Urban Forestry and
Conservation programs. This is a DNR grant funded project that will collectively establish five acres of
prairie/oak savanna vegetation with Denoon and Guernsey Meadows parks. Costs budgeted for in 2002
Urban Forestry Grant-shared project included $4,600.00 for purchase of prairie seed. The costs for
Taylor Creek Nursery will facilitate the planting of three additional acres within certain acres of Bluhm and
Kurth parks. Ald. Sanders moved to approve $4,528.00 for the planting of 8 acres of prairie seed
@$566.00 per acre. Seconded by Ald. Salentine. Carried by all.
Request for Funds for Accreditation Process – Police Chief John Johnson presented memorandum
along with additional information explaining the Muskego Police Department has been going through a
ten-year process to be accredited by the State of Wisconsin Attorney General as a law enforcement
agency. A final assessment is due to begin in April 2002. The accreditation committee assigns people to
assess the Department’s policies, procedures, and systems. Chief Johnson is requesting funds for travel,
lodging, and meal costs of the expected 2 to 3 member accreditation assessment team. The assessors
are paid their salaries by their respective departments. After discussion, Ald. Salentine moved to
approve a not to exceed amount of $1,000.00 from contingency a/c 100.09.81.00.6601 to the Police
Department Personnel a/c 100.02.20.01.5845 to pay for the pro-diem costs of the assessors.

Approve 2002 Contact Services Agreements – Parks and Recreation Director Craig Anderson sent
letter stating the Parks & Recreation Board is recommending approval of the following 2002 vendors for
contract services:

Ald. Salentine moved to approve $40,678.50 for the above contract services. Seconded by Ald.
Sanders. Discussion continued with review of quotes for lawn mowing service (equipment available and
ability to have flexible schedule) and portable toilets (number of portable toilets) motion was carried by
all.
Approve Jensen Park Baseball Field Improvements – Parks and Recreation Director Craig Anderson
sent letter noting the Parks & Recreation Board is recommending for approval improvements to Jensen
Park ball field. Ald. Sanders moved to approve quote of $4,990.00 from Natural Athletic Turf, Inc.,
monies from Park Dedication account. Seconded by Ald Slocomb. Carried by all.
Consider 2001 Budget Amendment – Carryover to Tuesday, March 26, 2002 Finance Meeting.
Discuss Community Resource Officer position – Chief Johnson requested moving up the filling or
potential filling of the Community Resource Officer position from December. The Police Department
received notice that they are eligible for the Police Corp Academy program that trains a candidate for
police work. The Academy pays for the training, room and board, etc. The candidate has to agree to
work for the department for 4 years after training. The Police Department would receive $10,000.00 for
each of the first four years of employment. This program is June through December. Chief Johnson
noted he has three potential candidates, including one exceptional candidate. After discussion, Ald.
Slocomb moved to approve Chief Johnson proceed with obtaining a candidate for the Police Corp
Academy program based on Common Council adopting the minutes. Seconded by Ald. Salentine.

MAINTENANCE AGREEMENTS
Copier (staff use machine), $32.00 per month, no increase from 2001
Copiers (2 desk-top machines) $90.00 per year, no increase from 2001
Library Director Holly Sanhuber requested maintenance agreements for the staff use copy machine and
two desktop machines. The staff copier maintenance agreement for $32.00 per month is a one-year,
toner-inclusive contract, which allows for 4,000 copies a month. The maintenance agreements for the
two desktop copiers at $90.00 per year are one-year, toner inclusive contracts, which allows for 10,000
copies yearly. After discussion on cost and number of copies, Ald. Salentine moved to approve the
above mentioned maintenance agreements with Gordon Flesch. Seconded by Ald. Slocomb.
