MINUTES OF MEETING HELD TUESDAY, OCTOBER 23, 2001
The meeting was called to order at 7:04 PM by Mayor De Angelis with Committee
Members Slocomb, Salentine, and Sanders present. Also present were Ald. Le Doux,
Petfalski and Wichgers, Finance Director Gunderson, Tom Zagar and Deputy Clerk
Blenski. Ald. Patterson arrived during the meeting (7:13 PM).
The Mayor stated the meeting was noticed in accordance with the Open Meeting Law.
APPROVAL OF MINUTES
Ald. Slocomb moved to approve the October 17, 2001 minutes. Ald. Salentine
seconded; motion carried.
PERIODIC LICENSE REVIEW (Norman Krukowski)
Finance Director Gunderson presented an update on the licensee. She contacted the
licensee’s employer and was informed that Mr. Krukowski was no longer employed
there. She also stated that her department sent letters to the two known addresses of
the licensee via certified mail, as directed by the Committee. The City did not receive a
return receipt to confirm that the correspondence was received by Mr. Krukowski and
he did not contact Ms. Gunderson as directed. Ald. Slocomb moved to proceed to have
the Finance Committee hold a revocation/suspension hearing regarding Mr.
Krukowski’s operator’s license at the November 7, 2001 meeting. Ald. Salentine
seconded; motion carried. The licensee will be notified in accordance with the
provisions of the City’s Municipal Code.
UNFINISHED BUSINESS
Reconsideration of Manchester Hill Park Shelter Quote
The Finance Director reported that at the October 17 meeting, the Committee moved to
approve a total dollar amount for the Manchester Hill Park shelter. Three quotes were
actually received for the materials and one for the assembly. The Committee should
accept quotes separately. Ald. Slocomb moved to reconsider. Ald. Sanders seconded;
motion carried. Ald. Salentine moved to accept quote in the amount of $15,952 from
Miller & Associates for building materials. Ald. Sanders seconded; motion carried. Ald.
Sanders moved to accept quote in the amount of $6,850 from Miller & Associates for
on-site assembly. Ald. Slocomb seconded; motion carried.
NEW BUSINESS
Approval of Quote for Park Tree Pruning
Mr. Zagar presented quotes submitted for tree pruning and removal work. Four quotes
were received, with two being rejected because the companies did not employ a
certified arborist. The qualifying quotes were:
American Tree Experts, Inc. $6,900
Davey Tree Expert Company $11,990

Mr. Zagar recommends the quote submitted by American Tree Experts, Inc. in the
amount of $6,900 be accepted. He stated he was impressed with the company and will
oversee their work. Ald. Salentine moved to accept quote from American Tree Experts,
Inc. Ald. Sanders seconded; motion carried.
Consideration of $3,150,000 G.O. Bond Resolutions
Ms. Gunderson stated that the City’s financial consultants have recommended that the
City borrow by issuing general obligation bonds to finance its road improvement
projects. The recommendation was made because the general obligation bonds allow
the debt to be spread over a 20-year term; the items financed by the borrowing have a
life expectancy of at least that time. Ald. Salentine moved to recommend approval of
the $3,150,000 general obligation bonds. Ald. Slocomb seconded; motion carried.
VOUCHER APPROVAL
Ald. Salentine moved to recommend approval of payment of General Vouchers in the
amount of $444,928.03 and Utility Vouchers in the amount of $298,149.22. Ald.
Sanders seconded; motion carried.
FINANCE DIRECTOR’S REPORT
The Finance Director reported that she just received information that the City’s current
health insurance provider, Compcare Blue, would increase rates for 2002 by 32%. The
budget was prepared with an anticipated 20% increase based on the information
submitted to the City. The impact to the budget with the proposed increase would be
about $100,000. The City will research other providers in addition to potentially
meeting with the current one.
