FM100901 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD TUESDAY, OCTOBER 9, 2001 The meeting was called to order at 7:08 PM by Mayor De Angelis with Committee Members Slocomb and Sanders present. Also present were Ald. Petfalski and Deputy Clerk Blenski. Ald. Le Doux and Patterson arrived during the meeting. Ald. Salentine was absent. The Mayor stated the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Ald. Slocomb moved to approve the October 3, 2001 minutes. Ald. Sanders seconded; motion carried. UNFINISHED BUSINESS Status of Military Leave Police Chief Johnson submitted a memo for the Committee’s consideration. Two additional issues need to be addressed: annual holiday pay and uniform maintenance allowance. The Chief recommends payout of the holiday allowance for 2001 and 2002. Regarding uniform maintenance, he recommends a 100% payout of the 2001 allowance, with a prorated payment for 2002. Ald. Sanders asked if an opinion was received regarding paying the differential between the employee’s military salary and City salary. Mayor De Angelis stated the legislature would be addressing the issue soon. The City’s labor counsel found that there is no federal or state standard and no case law regarding this issue. An opinion from the Attorney General will be requested. Ald. Slocomb moved to defer. Ald. Sanders seconded; motion carried. NEW BUSINESS Preliminary Review of RFP Received for Planning & Engineering Services Plan Director Turk submitted a memo to the Committee recommending the preparation 2 of a contract with BT,Inc. for planning and engineering services relating to the facility proposed by El Paso. The Mayor stated some minor details need to be worked out. Ald. Slocomb moved to approve. Ald. Sanders seconded; motion carried. 2 Representatives of BT, Inc. were present. They stated that the fact that the company is based out of Madison would not pose a problem regarding meeting attendance. Information should be able to be posted electronically. Review Salary for Municipal Judge Ald. Petfalski stated that the City did not experience a shortage of candidates when the position recently became vacant. Based on salary information of municipal judges in the area, Ald. Sanders stated the current salary is within range. Ald. Sanders moved to retain biweekly salary of $423.08 for the 2002 - 2003 term. Sanders moved to recommend approval of payment of General Vouchers in the amount of $663,248.28 and Utility Vouchers in the amount of $56,345.53. Ald. Slocomb seconded; motion carried.
