FINANCE COMMITTEE - CITY OF MUSKEGO Approved
MINUTES OF MEETING HELD TUESDAY, SEPTEMBER 11, 2001
The meeting was called to order at 7:01 PM by Mayor De Angelis with Committee
Members Slocomb and Salentine present. Also present were Ald. Le Doux and Tom
Zagar. Committee Member Sanders arrived at 7:06 PM. Ald. Patterson, Petfalski and
Wichgers arrived after the start of the meeting as well as Attorney Molter and Clerk-
Treasurer Marenda.
The Mayor stated the meeting was noticed in accordance with the Open Meeting Law.
APPROVAL OF MINUTES
Ald. Slocomb moved to approve the September 5, 2001 minutes. Ald. Salentine
seconded; motion carried.
LICENSE APPROVALS
The Committee deferred action at the September 5, 2001 meeting regarding the
application for a Temporary Class “B” Retailer’s License submitted by the Muskego
Volunteer Fire Company for further clarification. The event will be held inside the
firehouse (Racine Avenue) with the sale of fermented malt beverages to be from 8:00
PM to 1:00 AM on September 22, 2001-September 23, 2001. Ald. Slocomb moved to
recommend approval. Ald. Salentine seconded; motion carried.
UNFINISHED BUSINESS
1. Request for Proposals (RFPs) - Pruning Park Trees
Mr. Zagar stated that the City’s Urban Forestry Management Plan calls for trees to be
pruned to reduce hazards and promote longevity. There is money currently budgeted.
The Mayor stated that money could only be used for services received this year. If
work will be done next year, money will have to be placed in the 2002 budget. The
RFP identifies four locations. Mr. Zagar requested that the Request for Proposal be
approved so the City can get up to speed on pruning. Some trees are too large for the
City’s equipment and there isn’t sufficient staff to do all the pruning that is needed. Ald.
Salentine moved to approve. Ald. Slocomb seconded; motion carried.
NEW BUSINESS
1. Conservation Acquisition - Outlot 2 of The Settlement on Woods Road
The Mayor stated approval of the preliminary plat for the development is on tonight’s
Council agenda. Staff has recommended that the City consider the acquisition of
Outlot 2 of The Settlement on Woods Road . Ald. Sanders moved to approve that the
concept to acquire the outlot be pursued. Ald. Salentine seconded; motion carried.
The value of the parcel has to be determined.

2. Approval of Bid - Pioneer Drive Demolition
The following bids were received:
1. Midwest Rail & Dismantling $ 87,400.00
2. Berg Construction 45,922.00
3. Dakota Intertek Corp. 74,600.00
4. HMB Contractors 65,466.00
5. Badger Wrecking Inc. 45,154.00
6. Terry’s Excavating 63,727.33
7. Azar LLC 52,786.00
8. Schaefer Snowplowing & Grading LLC 123,800.00
Ald. Salentine moved to recommend award of bid to Badger Wrecking, Inc. in the
amount of $45,154. Ald. Slocomb seconded; motion carried.
3. Approval of Engineering Services Agreement with Ruekert & Mielke
The Mayor identified some sections of the agreement, which will contain different
language from that in the existing contract. The issues pertain to ownership of
documents and mediation. Attorney Molter noted two minor changes to Section 7.2
Reuse of Documents. Ald. Salentine moved to recommend approval. Ald. Slocomb
seconded; motion carried.
4. Approval of Special Dance Permit - Muskego Volunteer Fire Co. - 9/22/2001
Ald. Salentine moved to approve. Ald. Sanders seconded; motion carried. Ald.
Sanders moved to refund license fees paid by Muskego Volunteer Fire Co. Ald.
Salentine seconded; motion carried.
VOUCHER APPROVAL
Ald. Sanders moved to recommend approval of payment of General Vouchers in the
amount of $570,233.86 and Utility Vouchers in the amount of $28,970.59. Ald.
Salentine seconded; motion carried.
ADJOURNMENT
Ald. Slocomb moved to adjourn at 7:26 PM. Ald. Salentine seconded; motion carried.
