FM062700 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD TUESDAY, JUNE 27, 2000 The meeting was called to order at 7:04 p.m. by Mayor De Angelis. Committee Members Slocomb, Salentine and Sanders were also present, as well as Aldermen Chiaverotti, Le Doux, Patterson (arrived during the meeting), and Wichgers, and Deputy Clerk Blenski. The Mayor stated the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Ald. Slocomb moved for approval of the June 21, 2000 minutes. Ald. Salentine seconded; motion carried unanimously. LICENSE APPROVALS Mr. Shook appeared before the Committee to discuss the Application for a Temporary Class “B” Retailer’s License submitted by the All Muskego High School Class Reunion Committee. The event is scheduled to be held at Veteran’s Memorial Park on September 2. The site plan incorporates approximately one third the size used for the Community Festival, with one large tent, or two smaller tents proposed. Mr. Shook stated he has appeared before the Parks and Recreation Board and received approval. He has also discussed the event with the Police Department. It is intended that the entire site will be fenced and wrist bands used for identification purposes. Underage persons will be allowed. The Mayor stated that the request for music until midnight was too late and also informed Mr. Shook that several people will need to obtain Temporary Operators’ Licenses. Ald. Chiaverotti stated that vendors are prohibited from driving through the park’s archway. Ald. Salentine moved to approve the Class “B” Retailer’s License with the following conditions: fencing of the entire area or at a minimum the area where the beer would be served, beer allowed on the premise until midnight with sales to end at 11:30 p.m., music to end at 11:30 p.m., underage persons will be allowed, yellow wristbands utilized, and a minimum of three licensed operators is required. The Mayor noted that the Parks and Recreation Board approval required fencing around the entire perimeter of the event. Ald. Sanders seconded; motion carried unanimously. NEW BUSINESS Review Request of the All-Muskego High School Reunion Committee to Waive Costs Discussion continued with Mr. Shook regarding the September 2 event and the need for on-site security as required by the Parks and Recreation Board. The Reunion Committee is requesting that the City waive the costs for the Police Department to provide security. Mr. Shook noted that it is not the intent of the Reunion Committee to make money; any profit will be given to the high school. Ald. Salentine suggested that Finance Committee Minutes Page 2 6/27/00 officers be asked to donate their time. Ald. Slocomb commented that the City has not approved this type of request in the past. Security is generally the responsibility of the individual group holding an event. Mr. Shook stated that Chief Johnson indicated security primarily entails checking i.d.’s and he will handle. If individuals were appointed for security purposes would that be sufficient? The Mayor responded that he did not know what the intent of the Parks and Recreation Board was. Ald. Patterson stated that a plan must be in place if something does happen prior to the police arriving. Mr. Shook stated he would consult further with Chief Johnson regarding providing adequate security and withdrew the request. VOUCHER APPROVAL Ald. Salentine moved to recommend approval of payment of General Vouchers in the amount of $657,261.88 Tax Checks in the amount of $672.04 and Utility Vouchers in the amount of $815,123.47. Ald. Slocomb seconded; motion carried unanimously. ADJOURNMENT Ald. Slocomb moved to adjourn at 7:33 p.m. Ald. Sanders seconded; motion carried unanimously.
