FM022200 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD TUESDAY, FEBRUARY 22, 2000 The meeting was called to order at 7:07 p.m. by Mayor De Angelis. Also present were Committee members Slocomb and Sanders, as well as Ald. Le Doux, Finance Director Gunderson, Police Chief Johnson and Deputy Clerk Blenski. Committee member Salentine was absent. The Mayor noted the meeting was noticed in accordance with the Open Meeting Law. The minutes of the previous meeting were accepted. NEW BUSINESS (On 2/22/2000, the Common Council removed the following paragraphs regarding the clothing reimbursement and sent the issue back to the Committee for review on 3/8/2000.) 1. Review Clothing Reimbursement - Police Personnel The Mayor stated that the memo submitted by Chief Johnson (attached) clearly explained the issue. Money was placed in the 2000 budget for this particular reimbursement. He further noted that the issue should be addressed in the Personnel Code and presently is not. The Deputy Clerk was requested to retrieve the final settlement language for the Telecommunicators Unit for clarification. The Mayor stated that if the Committee approves this reimbursement, the issue will be raised by other employees. Chief Johnson stated his department is independent to a certain extent and he is concerned about equity within that organization. Nonrepresented personnel should be given the same benefits as those given to employees represented by the Union. He would not support the issue if the Court Clerk did not receive a clothing allowance. Chief Johnson stated that the issue relates to an inequity between two clerical positions (Administrative Assistant and Court Clerk) which are similar. It was stated that a similar comparison could also be made to the nonrepresented City Hall clerical staff. The Chief stated that his department has to be looked at independently. The Mayor stated that the reimbursement is for the only individual at the Police Department that does not receive a clothing or uniform allowance. The Mayor clarified that the duration of time the Court Clerk will receive the clothing allowance did not change with the latest negotiated contract. Ald. Sanders expressed concern about the issue of equity as it relates to other positions. He asked if a clothing allowance was indicated at the time the position was posted or advertised. Chief responded that his former secretary wore a uniform. When she left, the position was filled temporarily by the current employee and was in uniform. Finance Committee Minutes Page 2 February 22, 2000 The position was then changed and became nonrepresented with the employee taken out of uniform. The Mayor suggested that if approved, the decision be tied to the benefit provided to the Court Clerk. Chief Johnson asked the Committee members to look at the environment this particular employee works in where everyone else receives something that she does not. The Finance Director explained that this issue relates to a reimbursement and explained the difference between that and a clothing allowance. A reimbursement requires receipts to be submitted. Ald. Slocomb moved to approve the clothing reimbursement in the amount of $145 for the Administrative Assistant position. Ald. Sanders seconded; motion carried. VOUCHER APPROVAL Ald. Sanders moved to recommend approval of payment of General Vouchers in the amount of $1,137,602.40, Tax Checks in the amount of $5,893,057.93, and Utility Vouchers in the amount of $292,627.65. Ald. Slocomb seconded; motion carried unanimously. REDUCTION IN LETTER OF CREDIT 1. Champions Village - Original - Developer Request The Mayor stated that the Committee approved a reduction to the Letter of Credit in January in the amount of $174,614.17. The reduction should have been in the amount of $165,364.24. Ald. Slocomb moved to approve reduction in the amount of $165,364.24 for the Champions Village Letter of Credit. Ald. Sanders seconded; motion carried unanimously. ADJOURNMENT Ald. Sanders moved to adjourn at 7:34 p.m. Ald. Slocomb seconded; motion carried unanimously.
