FM100699 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD WEDNESDAY, October 6, 1999 The meeting was called to order at 7:07 PM by Council President Mark Slocomb. Also present were Committee Members Salentine and Sanders and Finance Director Dawn Gunderson. Also those per the attached sheet. Mayor De Angelis was excused. The Recording Secretary noted that the agenda was posted on October 1, 1999 in accordance with the Open Meeting Law. REVIEW OF MINUTES OF PREVIOUS MEETING The minutes of the September 8, 1999 Finance Committee Meeting were reviewed and placed on file. REVIEW OF LICENSE APPLICATIONS - Ald. Salentine moved to approve an Operator’s License for Karen Ackerman, Anita Nogalski, James Semrad, Joseph Duerr and Shannon Lesniewski, subject to receipt of fees, favorable police reports and verification of schooling. Seconded by Ald. Sanders. Carried by all. PERIODIC LICENSE REVIEW The Police Department reports that Ms. Denise Lee (Kujawa) Molkentin was arrested on 7/26/99 by Racine County Police Department for Operating While Intoxicated. A letter needs to be sent to Ms. Molkentin to discuss this violation with this Committee. UNFINISHED BUSINESS - NONE NEW BUSINESS Review Off-site Tax Collection Proposals - Clerk-Treasurer Jean Marenda was present to discuss the off-site tax collection proposals received for this year. 8 requests for proposals were sent out and 3 banking institutions responded to the proposal (Citizens Bank of Mukwonago, Bank One and State Financial Bank). All that responded have agreed to comply with all provisions of the proposal. Ald. Sanders moved to approve the 3 off-site tax collection proposals. Seconded by Ald. Salentine. Carried by all. Review Request to Write-off Certain Delinquent Personal Property Taxes - In a memo, provided by Clerk-Treasurer Jean Marenda dated 10/4/99, she is recommending that $5,190.23 be written-off since most of the accounts are more than four years old. These amounts are the balances due the City after the charge-backs to the other taxing entities, any collections received through the efforts of Waukesha County, and any collections received through the efforts of her office. The majority of businesses listed are either bankrupt, closed or have been unable to contact. Ald. Salentine moved to approve the write-off of delinquent personal property taxes as requested totaling $5,190.23. Seconded by Ald. Sanders. Carried by all. Review Complaint Against Charles Schweitzer (Wagon Wheel Stables) for Recommendation to Issue Summons and Retain Court Reporter for Hearing -Chief Johnson provided a lengthy complaint regarding Wagon Wheel Stable. Thirteen liquor violations within the last year have occurred at the establishment. The Chief is requesting a Revocation and/or Suspension Hearing. Ald. Salentine moved to recommend holding a Revocation and/or Suspension Hearing and recommend the hiring of a court reporter as well as direct the Clerk-Treasurer to issue a Summons. Seconded by Ald. Sanders. Carried by all. Amendment to Deposit & Forfeiture Schedule - In an August 25, 1999 memo from Captain John Daley, he is recommending amending the current forfeiture schedule in order to better reflect what is Finance Committee Minutes Page 2 October 6, 1999 currently within the State recommended forfeiture schedule. Most fees will increase, however some will be reduced to reflect the recommended amount by the State. Ald. Sanders moved to recommend approval of the amended Deposit & Forfeiture Schedule as submitted, including a $200.00 Forfeiture for Harboring a Wild Animal. Committee directs Clerk-Treasurer to forward schedule to Muskego’s Municipal Judge for his review of amended fees. Seconded by Ald. Salentine. Carried by all. Review Administrative Assistant’s Point Value - Police Department - In a memo from September 20, 1999, the Chief is requesting that a point value discrepancy be reviewed. Chief Johnson requests that this position be re-evaluated regarding the duties and the point value that was assigned to this position. Ald. Slocomb directs the Office of the Mayor to review this situation with the Department Head and determine if Commonwealth will need to re-evaluate the position. Seconded by Ald. Salentine. Carried by all. Discussion by the Committee regarding the time frame that employees were/are able to contest the Commonwealth assessment. The Committee was in agreement that Department Heads can question point values at any time, in the best interest of their employees even though the time had expired for this employee to contest the findings of the assessment. Establish Elected Officials Salaries for the Year 2000 - Ald. Sanders moved to recommend an increase of the bi-weekly salaries of District 1, 3, and 5 Aldermen to $276.92 as of the next election. Seconded by Ald. Salentine. Carried by all. As of last year, the City of Muskego is still mid-range in their salary to Aldermen. Judge’s salary was discussed with his current bi-weekly rate of $384.62. According to Finance Director Gunderson, the Judge has not received any type of increase in years (the total number of years was not available). Ald. Slocomb moved to defer this issue until Tuesday, October 12, 1999 when additional background salary history data will be available. Seconded by Ald. Salentine. Carried by all. The Committee discussed the feasibility of paying by court dates. Review Bids for Firing Range for Firearms Training Facility - In a memo from R&M after review of the bids received for both the target contractor and contractor for the pistol range, rifle range with rifle deck and the range control tower, R&M has recommend the award of the bids go to Advanced Training Systems at a bid of $47,117 (Caswell Detroit Armor $49,500) for the target contractor and T.V. John & Sons at a bid of $393,000 (Wm. Sackerson Construction Inc., $432,390, the Bentley Company $467,000 and ASI General, Inc., $473,805) for the pistol range, rifle range with rifle deck and the range control tower. The Committee discussed the lack of a Federal Budget at this time and without a budget the FBI is unable to approve monies for this project. Ald. Sanders moved to approve the low bid of Advanced Training Systems at $47,117 and T.V. John & Sons at $393,000, contingent upon funding from the FBI for the remainder of the project. Seconded by Ald. Salentine. Carried by all. Discussion by the Committee regarding the merits of and additional expense of an “adder”. The adder would place steel frame rifle range baffles in place of wood frame baffles. Committee determined that at this time, the additional expense was not necessary. Review Estimates for Finishing of Baseball Field at Denoon Park - In a memo Craig Anderson, Parks & Recreation Director, is requesting that $1,899 be allocated from the Park Dedication fund. The entire cost of completion is $6,000 with $4,101 in the Denoon Escrow Account. Ald. Salentine moved to approve the use of $1,899 in the Park Dedication account for the completion of the baseball field. Seconded by Ald. Sanders. Carried by all. Review Quotes for Library Computers - Due to recent developments at the Brookfield Library, Joe Sommers has requested that the single-server system be reevaluated. At the Brookfield Library they have an identical system in place and at this time it is not working up to even the minimum Finance Committee Minutes Page 3 October 6, 1999 expectations. Joe is suggesting that a PC-based system be bid out. This will cost approximately $9,000 more but will have many more applications for the users. Additional cost also will come from the licensing fees attached to the software. Security and access issues will need to be worked out. Ald. Salentine moved to defer this issue. Seconded by Ald. Sanders. Carried by all. RELEASE OF FUNDS - NONE MAINTENANCE AGREEMENTS - NONE FINANCE DIRECTORS REPORT - Dawn is currently still working on the 2000 budget. Additional discussion of potential affect recently adopted State budget may have on the City. More detailed information to follow, once it becomes available. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW - NONE ADJOURNMENT Being no further business to discuss, Ald. Sanders moved to adjourn the meeting at 8:54 p.m. Seconded by Ald. Salentine.
