FM091499 FINANCE COMMITTEE - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD TUESDAY, SEPTEMBER 14, 1999 The meeting was called to order at 7:06 p.m. by Mayor De Angelis. Also present were Committee Members Slocomb, Salentine, and Sanders (arrived at 7:10 p.m.), Ald. Chiaverotti and Le Doux, Plan Director Turk, Deputy Clerk Blenski, and Mr. Ron Ford. The Mayor noted the meeting was noticed in accordance with the Open Meeting Law. REVIEW MINUTES OF PREVIOUS MEETING The minutes were accepted with no corrections made. NEW BUSINESS Review of Bids for Jewel Creek Dredging Project The following bids were received for the Jewel Creek Dredging Project - Phase I: Werner Bros., Inc. $53,250 Advanced Sewer & Water $65,000 Berg Construction $62,500 Ald. Salentine moved to recommend acceptance of low bid submitted by Werner Bros., Inc. in the amount of $53,250. Ald. Slocomb seconded; motion carried unanimously. Hiring of Special Counsel for Liquor License Hearing Ald. Salentine moved to recommend retaining Attorney Tim Garrity at an hourly rate of $125 as special counsel to represent Police Chief Johnson regarding the proposed suspension and/or revocation hearing as to the Class “B” license held by Charles A. Schweitzer. Ald. Slocomb seconded; motion carried unanimously. Discuss Appealing New Berlin Municipal Court Decision - Parkland Venture LLC Mayor De Angelis requested the Committee consider recommending to the Council that the recent decision of the New Berlin Municipal Court be appealed. Mr. Turk added that if this decision is allowed to stand as is, it will undermine the ability and authority of staff in his department to issue permits administratively. He will be compelled to take all sign permits to the Plan Commission. The Mayor added that the decision will set a precedent for the future. Ald. Slocomb moved to recommend appealing the decision. Ald. Salentine seconded. Motion carried unanimously. The Mayor noted the arrival of Ald. Sanders. VOUCHER APPROVAL Finance Committee Minutes Page 2 September 14, 1999 Ald. Salentine moved to recommend approval of payment of General Vouchers in the amount of $876,401.33 and Utilities Vouchers in the amount of $637,046.04. Ald. Sanders seconded; motion carried unanimously. RELEASE OF FUNDS Ald. Slocomb moved to release $2,000 landscaping bond to Mr. and Mrs. Stenstrup for work completed at Denoon Saloon on Racine Avenue. Ald. Sanders seconded. Mr. Turk acknowledged that an inspection was performed to the satisfaction of his department and the release is recommended. Motion carried unanimously. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW Mayor De Angelis stated that some minor changes to the budget would be forthcoming at Thursday’s (COW) meeting. This is a result of a meeting with the City’s financial consultant and auditor. ADJOURNMENT Ald. Sanders moved to adjourn at 7:20 p.m. Ald. Slocomb seconded; motion carried unanimously.
