FINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD TUESDAY, MAY 25, 1999
The meeting was called to order at 7:06 p.m. by Mayor De Angelis. Committee members
Slocomb, Salentine and Sanders were present. Also present were Aldermen Chiaverotti and
Le Doux as well as Aldermen Pionek and Patterson who arrived during the meeting. Deputy
Clerk Blenski were also present.
The Mayor noted that the meeting was noticed in accordance with the Open Meeting Law.
Review of Minutes
Minutes of the May 19, 1999 meeting were accepted with no changes made.
Unfinished Business
1. Rejection of Bids - Control Tower and Firing Range for Firearms Facility
The following bids were received:
T. V. John & Son, Inc. $438,000
ASI General $477,100
Wm. Sackerson Construction $411,906
Alderman Salentine moved to reject all bids as the funds budgeted are not sufficient.
Alderman Slocomb seconded; motion carried unanimously.
2. Rejection of Bids - Range Target Systems
The following bids were received:
Advanced Training Systems $47,117 (New)
Advanced Training Systems $44,705 (Refurbished)
Alderman Sanders moved to reject the bids as the funds budgeted are not sufficient.
Alderman Slocomb seconded; motion carried unanimously.
New Business
1. Review quote for recruitment services for City Engineer
The Mayor noted that two quotes were submitted. DMG would charge $10,000 plus expenses
which would be capped at $2,500. Executive Placement would charge 25% of the first year’s
salary which would amount to approximately $12,500. It was suggested that the City would
receive a better slate of candidates by utilizing a recruitment service. The Mayor noted that
there were pluses and minuses to both companies but believed that Executive Placement
would provide faster results. Alderman Salentine asked about the funding and Mayor De
Angelis responded that money will have to be transferred from Contingency to the Professional
Consulting account. The Mayor also noted that Executive Placement provides a 90-day
guarantee regarding the employee. He stated the proposal from DMG did not contain any
guarantee language. Alderman Slocomb moved to hire Executive Placement for a three-
month period because of the turnaround time and to authorize the Mayor to execute the
contract subject to the limitation that should a candidate be found and accepted through
another source, the City would not pay Executive Placement. Alderman Salentine seconded.
Alderman Sanders moved to amend the motion to place a cap on the total the City would pay

Executive Placement at $14,000. Alderman Slocomb seconded; motion carried. Motion to
accept the quote submitted by Executive Placement, as amended, carried unanimously.
Voucher Approval
Alderman Salentine moved to recommend approval of General Vouchers in the amount of
$1,166,935.98, Tax Checks in the amount of $359.23 and Utility Vouchers in the amount of
$136,977.03. Alderman Slocomb seconded; motion carried unanimously.
Alderman Slocomb moved to adjourn at 7:37 p.m. Alderman Sanders seconded; motion
carried.
