FINANCE COMMITTEE - CITY OF MUSKEGO Approved
MINUTES OF MEETING HELD WEDNESDAY, June 3, 1998
The meeting was called to order at 7:10 P.M. by Mayor De Angelis. Committee members
Slocomb and Salentine were present. Also in attendance were Finance Director Dawn
Gunderson, and those per the attached sheet. Ald. Sanders was excused.
The Mayor noted that the meeting was noticed in accordance with the Open Meeting Law on
June 2, 1998.
APPROVAL OF PREVIOUS MEETING MINUTES
The minutes of the previous meeting held May 20, 1998 were reviewed.
REVIEW OF LICENSE APPLICATIONS
Ald. Salentine moved to approve Operator’s License for Sherry Struve, subject to receipt of
fees, favorable police reports and verification of schooling. Seconded by Ald. Slocomb.
Carried by all.
The Committee directs the Deputy Clerk to request applicant Karen Lewis to attend the next
Finance Committee meeting for an interview for her license renewal application. The Committee
requests that all pertinent paperwork be provided by Ms. Lewis for review by the Committee at
that time.
LICENSE APPROVALS
Aud Mar - Mr. Oschmann of the Aud Mar is requesting an outside dance permit for June 6, 1998
from 5:00 p.m. to 10:00 p.m. Ald. Salentine moved to approve the permit and direct the City
Clerk to issue that license. Seconded by Ald. Slocomb. Carried by all. Mr. Oschmann is
additionally requesting an outside dance permit for the 1998-1999 license year for an event
occurring on July 19, 1998 from 2:00 p.m. to 5:00 p.m. Ald. Slocomb moved to approve the
permit. Ald. Salentine seconded. Carried by all.
Denoon Saloon - Mr. Jerry Stenstrup has included a patio to the premise description of his
renewal application. The structure is actually going to be a wood deck that is currently not built
(target date for completion July 1, 1998). The individual is requesting that this deck be licensed
until 11:00 p.m. Ald. Salentine move to approve the inclusion of the deck to be licensed
until 11:00 p.m. Seconded by Ald. Slocomb. Carried by all.
Bushy’s Pub - The Committee was requested to clarify the patio/deck area licensed until 1:00
a.m. The deck in question was part of the original plan and was licensed until 1:00 a.m. over the
1997-98 license time period and is to be included in the 1998-99 license request.

NEW BUSINESS
Discuss Schenck & Associates Proposal to Develop Information Systems Plan - Joe Sommers -
Joe Sommers provided a proposal from Schenck & Associates regarding development of an
Information Systems Plan developed for the City of Muskego. This firm has done this type of plan
for several municipalities in the past (City of Oshkosh, City of Menasha, Outagamie County and
Fond du Lac County). The cost estimate is $18,000 to develop this plan and would take twelve to
sixteen weeks to complete. Joe would like to have an outside assessment performed but is not
convinced that one of this scope is warranted. Joe’s key areas are imagining needs and Public

Works Department enhancements. Ald. Slocomb is in favor of sending Joe to 1-2 week intensive
training sessions and bringing that knowledge back to the City in lieu of paying outsiders annually
for this service. The Committee would require more than one proposal to justify the cost of the
project. Ald. Slocomb would like to see a five year IS plan with Joe’s ideas on where the future of
IS is heading.
Review proposed fee reduction for signage - Chapter 32, Fire Prevention Code - Chuck Dykstra,
Director of Building Inspectiont prepared a memo indicating that a recent reduction in the cost of
signage required by the Fire Prevention Code is appropriate. The current fee to customers is
$42.00 and the proposed fee would be $34.00 allowing for a 10% handling charge and the
appropriate tax. Ald. Salentine moves to accept the proposed cost reduction for required
signage. Seconded by Ald. Slocomb. Carried by all.
Discuss GFOA Conference Expenses - Finance Department - Finance Director, Dawn Gunderson
prepared a memo detailing her proposed conference attendance in San Francisco at the end of
June. In lieu of flying to the event, Ms. Gunderson has decided to drive to the conference in order
to include family vacation time. The most cost effective method to travel to the event is to fly.
The cheapest airfare has been quoted at $288.00. Ms. Gunderson is requesting that $288.00 be
paid directly to her to defray travel expenses. Ald. Slocomb moved to approve the $288.00
payout directly to Dawn Gunderson in order to attend the GFOA Conference in San
Francisco, as outlined in her June 2, 1998 memo. Seconded by Ald. Salentine. Carried by
all.
RELEASE OF FUNDS
Lakewood Meadows #2 - Ald. Salentine moved to approve the release of $128.95. Ald.
Slocomb seconded. Carried by all.
Deer Creek #2-#218 - Ald. Slocomb moved to approve the release of $2,430.25. Ald.
Salentine seconded. Carried by all.
Park Estates #213 - Ald. Salentine moved to approve the release of $111.10. Ald. Slocomb
seconded. Carried by all.
FINANCE DIRECTOR’S REPORT - The Finance Director reported that Cheryl Lyles began
Monday as her Co-op student for the summer. Cheryl will be working approximately 30 hours per
week during the Summer and after school in the Fall.
The Director also is working on providing a quarterly budget summary which will be considerably
streamlined from the current budget reporting configuration.
COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW - The Mayor
reported that he has hired a Public Administration Intern. He will begin in July.
