FCM19970513FINANCE COMMITTEE - CITY OF MUSKEGO 0 0 MINUTES OF MEETING HELD TUESDAY, MAY 13, 1997 The meeting was called to order at 7:07 P.M. by Chairman De Angelis. Also present were Committee Members D'Acquisto, Sanders, and Salentine, as well as Aldermen Patterson, Pionek, Slocomb and Woodard, Finance Director Gunderson, Clerk-Treasurer Marenda and Deputy Clerk Blenski. The Deputy Clerk noted the meeting was noticed in accordance with the Open Meetings Law on Friday, May 9, 1997. License Approval Alderman D'Acquisto noted that he had a discussion with Donna Morris who submitted an application for a Special Dance Permit for Changes Pub & Grill (W194 S7060 Hillendale Drive). Mrs. Morris was not aware that her attendance at the May 7 Finance Committee meeting was required. As she was not present, the committee deferred action on that item. Alderman D'Acquisto stated when the Class "A" Dance license was denied last year, the applicant was informed that she could apply for a Special Dance Permit for specific events and the Finance Committee would review each application on an individual basis. Alderman Salentine moved to grant one Special Dance Permit to Donna Morris to allow live music on May 23, 1997. Alderman Sanders seconded. The Committee specifically stated that any applications for future requests will be reviewed based on the outcome of the permit granted for May 23. Motion carried 3-O. Mayor De Angelis noted that he personally interviewed Kim Schneider regarding an application she submitted for an Operator's License as she is unable to attend the Wednesday Finance Committee meetings. A favorable police report was received for said applicant. Alderman D'Acquisto moved to recommend approval. Alderman Salentine seconded, motion carried. The minutes of the previous meeting were reviewed. Clerk-Treasurer Marenda noted that the May 7 committee minutes directed a refund be issued in response to a request by M. Rieck who withdrew her application for an Operator's license. The Clerk-Treasurer stated the resolution establishing the fee for an Operator's License states the fee is nonrefundable. A resolution could be brought forward at the next Council meeting to establish an amount of the licensing fee that is refundable. The Clerk-Treasurer stated that the City should be able to retain a reasonable administrative cost for processing the application. She calculates that to be $25. With the current cost of an Operator's License being $40, $15 would be refundable. Alderman D'Acquisto stated there are extenuating circumstances when refunds may be issued and the Finance Committee would review each request. Jean Marenda requested that when the committee reviews refund requests, the $25 administrative fee not be refunded. Finance Committee Minutes May 13, 1997 Page 2 Also under review of the minutes, Alderman Sanders moved to correct paragraph 8, page 1 (re Schultz Resort) to indicate Alderman Salentine seconded the motion and not Alderman Sanders. Alderman Salentine seconded, motion carried. Alderman Slocomb requested cost of Lexmark printer for Recreation Department referred to on page 3 be reviewed. The Committee determined special consideration regarding that issue could be requested at the Council meeting. Unfinished Business The Committee acknowledged memo from the Mayor's office in which Jim Murphy of Wausau Insurance Company recommends the limit of liability insurance be increased to $l,OOO,OOO in the lease agreement between the City and Mr. Thiesenhusen for the Park Arthur land. Alderman Sanders moved to amend lease to include new liability limit. Alderman Salentine seconded, motion carried. The Finance Director updated the Committee on selling advertising in the City's recreation book. There was no new business. 0 Voucher Approval Alderman Salentine moved for approval of General Vouchers in the amount of $536,110.25, Tax Checks in the amount of $1,100,208.58 and Utility Vouchers in the amount of $109,384.06.
